The universe is comprised of two separate and distinct societies: the Wizarding world and the Muggle world. The Muggle world is inhabited by the non-magical majority, with the Wizarding world existing co-extensively along side it but hidden from the awareness of the non-magical "Muggles". The Wizarding world has always been a veiled and separate shadow society wherein magic is king, and those who can use it live in self-enforced seclusion, hiding their abilities from the rest of the world - for both their own safety and the safety of those they're hiding it from.
The Wizarding world is centered on magic which not only permeates objects such as wands, but is also an inborn ability that must be honed into a skill in order to do otherwise impossible things. It is also focused on the separation of the Wizarding world from the non-Wizarding, or Muggle world. Despite being an inherent talent, magic is controlled through study and training into a skill. This is true for any Wizarding society. It is why the Wizarding world has always had institutions in place for their younger generations; in order to teach them how to properly use magic and in order to impress upon them the importance of keeping magic and the Wizarding world from the knowledge of Muggles.
Only Muggles of complete and utmost importance, up to and including Muggleborn wizards and witches families as well as those who work within the Magical domain, are aware of the existence of wizards and other magical creatures. Their knowledge, however, is limited and quickly obliviated as soon as these powerful Muggles are relieved of their positions - such as the Muggle British Prime Minister. For those who are privy to being apart of the wizarding world, it is an experience like no other; one that enriches life and presents adventures that would astound and baffle the non-magical community.
The Ministry of Magic in all Wizarding societies have done their best to work together to keep dark wizards from arising. Occasionally rebellions get to the stage of its scary beginnings, but they are quickly put to rest - with the exception of Lord Voldemort. It has been this way since the first Dark Wizard, Gellert Grindlewald. And has remained that way up until this very day, a hundred years after his fall; a testament to the fine work of the Ministries around the world.
It is a peaceful endeavor. One well-worth pursuing. However, not all wish to pursue a peaceful one.
