A Constitution.

Being very bored last night and a bit drunk. I took it upon myself to write a constitution for our great region

The Royal Kingdom Of Albion


Article 1- Government

1. All Legislative power is hereby vested in Parliament, Parliament shall consist of a single House: The House of Commons.

2. The HoC will consist of a minimum of 3 seats. Members of Parliament shall be elected by popular vote to serve a maximum term of 2 months. Elections will be conducted via FPTP.

3. The Speaker of the House of Commons will be appointed by the vote of their peers. The speaker has the sole right of proposing legislation to the floor of Parliament. He may also determine the rules of proceedure for Parliament and expel members with consensus of his/her peers.

4. After passing through Parliament, legislation shall be sent to the sovereign for Royal Assent. The Sovereign has the right to approve or reject any Legislation at the wrath of the people.

5. All Executive Power is vested in the Sovereign of Albion. However, executive power shall be vested de facto in the Prime Minister of Albion. The Prime Minister is appointed by the King of Albion. The King/ Queen shall formally appoint the Prime Minister and must approve the Prime Minister’s proposed cabinet.

6. His/Her Majesty the King/Queen reserves the right to dissolve Parliament. The Sovereign also reserves the right to open Parliament.

7. The Sovereign is Commander in Chief of the Royal Army of Albion. However, the Prime minister will exercise control of the army in the name of the Sovereign.

8. The King/Queen of Albion shall have Power to grant Reprieves and Pardons for Offences against Albion, the Chief Justice may also advise a pardon.

9.The King/Queen shall choose the dates of all elections, and shall be responsible for administering them.

Article 2- Rights of the Citizen.

1.All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

2. There shall be no law regarding the establishment of a state religion.

3. There shall be no law promoting discrimination.

4. Each Citizen has the right to free speech, Freedom of media and the freedom to peacefully assemble and protest. Each citizen also has the right to Presumption of evidence before a court of law.

5.The right of citizens of Albion to vote shall not be denied.


Article 3- The Judiciary

1.The judicial Power of Albion shall be vested in the Courts and in such inferior Courts as Parliament may from time to time ordain and establish. The head of the judiciary is to be the Lord Chief Justice.

2.The judicial Power shall extend to all Cases and all Persons, in Law and Equity, arising under this Constitution, the Laws of Albion, and Treaties made, or which shall be made, under their Authority.

3.No Person shall be convicted of any crime punishable by banishment by the courts from the region for over 5 days unless on the Testimony of two Witnesses to the same overt Act, on Confession in open Court or upon overwhelming evidence.



I am no writer, so I doubt that this will be up to scratch. Also, I borrowed some ideas and indeed 4 points from the constitution of Hampshire. And a point from the UN charter. I would just like some feedback and opinion's, most of this is based on British "Constitution" which of course isn't written, but the ideas are there.

You seem to be talking of a Royal Prerogative, at least with regards to the Army. Where actions are carried out on the sovereigns behalf by the Prime Minister. As the Sovereign is (or will be) de jure Head of the Royal Army should it not be the case that the Sovereign, and the Sovereign alone has the right to send the Army to war, on the advice of the Prime Minister and Defence Secretary?

No, I think that would be heading down a path where the Monarch has to much direct authority. The purpose of the PM is to act for the King, I don't believe that the King will be any better at controlling a military than the King.

But this would mean that the Prime Minister could send troops off to a war that the Sovereign does not agree with. Perhaps it would be safer for Parliament to vote on a declaration of war, then the Sovereign, like any other bill that goes through Parliament could sign it or veto?

This is absolutely insane. We are a constitutional monarchy meaning that we have to have an equal balance between the crown and the executive government. Thus, the crown must have some power. Now the purpose of the crown is to have an impartial body that will act in matters in which the government may not always be impartial. I think in terms of going to war, an extremely sensitive issue, should fall to the decision of the King. Now if we want to possibly write in some clause saying that Parliament can over turn the decision of the King, that is fine. But we cannot make the Prime Minister's powers unlimited.

Constitutional Monarchy does not actually mean that the King and Government share power equally. I do not believe that the unelected head of state should have control over decisions that a PM is elected to make. We live in a modern society, Autocracy has no place.

I think 'being a bit drunk' explains why we're not going to bother discussing it. If we are to go with a Constitutional stance then I believe a more slimline version of the Constitution is needed as Silmeria has stated elsewhere.

John Franklin and William Bettingham both make very good points. The Sovereign is just that, they are the Head of State and should be de jure and in fact, de facto Head of the Army.

All hail Autocracy! I never thought that it had a place in modern society, but I am obviously wrong. I never knew that Queen Elizabeth the II had so much power, I must just be a fucking idiot. What fool would have thought that democracy was better than Autocracy anyway. :P
