The Emperor was impressed with the Queen. In the face of tragedy she insisted on staying the course. He remembered that solemn day 11 years ago, when he was at his father's side as he passed away. Despite his best efforts, he could not help the tears from flowing that day. It took all of his strength to keep the running tears from turning into sobs, but he knew that the boy prince had died that day along with his father and that the Empire needed a man to lead it. After over a decade on the throne, he had grown to know what it took to lead and he saw it in this queen. "Your Majesty, your strength in this dark hour inspires the same in me. With the Xosaians acceptance, the signing can proceed tomorrow as scheduled. Out of respect for you and your most recent loss, I have instructed my Prime Minister to declare an official day of mourning for our nation and all festivities have been canceled. With your permission, my wife and I must take leave of you to work out the final arrangements for the signing tomorrow and to coordinate our efforts to assist your government in any way we can. My sister, the Princess Anne can stay here to assist you in your hour of need. She, and this hotel are at your disposal, please do not hesitate to ask of them what you will." The Emperor turned to his sister and kissed her on the cheek. He then took a step back, and turned and made his way out of the room. Princess Anne was still caught up in the flurry of events. She knew her brother was counting on her to maintain the friendship of a key ally and it would take her very best efforts to do so. "Your Majesty, my brother is correct in that both I and this hotel are at your disposal. If you wish to retire, I can show you and your delegation to your rooms." |

"Thank you Your Imperial Highness....I.....I do believe some sleep would be best right now. I also insist that you still visit our nation soon. I am very impressed with your bravery in this hour too, and still wish for you to meet my son. Other than that, I believe that will be all." As the Princess escorted the Queen and the Justosian delegation to their quarters for the night, she was the 1st to notice what no one else had yet, the tears, tho quiet, streaming down the faces of the Queen's 4 Royal Guards. Theirs was the sacred and utmost duty to defend and protect the Justosian monarchy, Royal Family, House, Dynasty, and they couldn't stop or hide their tears knowing that for once, for the 1st time ever, they failed to do their job. They did the best they could to keep their solid determination and readiness that had been rigorously trained into them as they proceeded......... |

The Princess quietly escorted the Queen to her quarters. She noticed, after the Queen, the silent tears from the Justosian Royal Guards. She remained silent until they reached the Queen's suite, "Your Majesty, I am sorry our first meeting had to be under such circumstances. I hope we can see more of each other under much happier circumstances. Please convey my personal condolences to your son and please let him know that his friends in Rathtinia will always be here in his moment of need." |

"Yes, we already know of this tragic accident. It's horrible. Do the Justosians know if it was, in fact, an accident? ...No? This is all very disturbing, very disturbing indeed... thank you, good sir, for notifying us. We are arriving at the banquet now." Emperor Rezurok solemnly relegated his phone back to his pocket. He turned to the Ambassador General. "Please inform Justosia that we will assist them in their investigation into the plane crash, under their direct supervision if they wish. Alifros nodded at his emperor, as bowing was difficult in the limo. "As you command, my lord." |

The Emperor made his way to leave the reception, when he saw the Xosaian Emperor pull up in his limo. The Emperor told his wife to go on ahead of him and not to expect him in bed. It was going to be an all-nighter. The Emperor waited as the Royal Guard opened the door and the Xosaian Emperor stepped out. He walked quickly towards the Xosaian Emperor and started speaking, "Your Majesty, I am sure that you have head of the tragedy that has befallen the Justosian Royal family. The queen told me that she wants the signing to go on as planned tomorrow. I told her that is what I want as well, but I wouldn't speak for you.as to if you wanted to proceed as well. I hope that we can forge ahead and finish this signing quickly. If you want to offer your condolences personally, the Queen is on the twelth floor." The Princess Anne knew the Queen had had a long night and wanted to leave to give the Queen a chance to grieve in private and attempt to console her son. "Your Majesty, I am sure that you have many things to deal with, so I will take my leave of you so that you may start. If you need me, I will be in the lobby. Please feel free to call on me if you need me at any hour." With that, Princess Anne curtsied and made her way to the lobby. She found a couch, slipped off her high heels, and was asleep as soon as her head hit the cushion. |

Queen Maria had already slept a couple hours, but the constant buzzing from her cell phone kept waking her up, so she gave up on that. She knew her face was the one that calmed and consoled her people the most. She knew she should have been back in Justosia by now, but she had a tasked duty to complete. "Ugh....manners always....but this needs to happen faster....." The Queen then got dressed and left her suite with her Royal Guard in toe and went downstairs to check on the status.... |

"Your excellency," Emperor Rezurok said to his Rathtinian counterpart, "I would like to sign the treaty now, if you don't mind. It's been a long, terrible day, and I'm sure must be wanting some rest." The Emperor showed him and his party over to where the treaty lay, and they all signed it. "Now, I pray you forgive our rudeness, but something has come up back home. I'm going to let the Queen rest, I think that that is more important than the condolences of a stranger right now." With that he turned and, with the Prime Minister and Ambassador General, made towards the door. Just before it, he stopped, turned to the Emperor, as if he was about to say something. After a moment, he said simply, "I would like to host you in Haukkojen some time, your excellency. Perhaps It would be an opportunity to show you that our manners are not as bad as they must seem." He smiled and left, leaving a rather surprised Emperor looking at the door. |

After abruptly signing the treaty, there was a brief, slight tell of accomplishment, and relief on the Queen's face. She turned her phone off and left back to her suite to sleep the rest of the night away. She had an early, now thoroughly inspected plane to catch tomorrow......... |

The Emperor was taken aback by the Xosaian Emperor's insistence that the treaty be signed immediately. He showed the Xosaian party over to a plain hotel table where, after some scrambling by the Emperor's staff found a copy of the treaty. The Emperor gave a look at the treaty and the beginning of a powerful alliance: Solaria- March, 2011 The Parties to this Treaty reaffirm their faith in the purposes and principles of the Alterran Assembly and their desire to live in peace with all peoples and all governments. They are determined to safeguard the freedom, common heritage and civilization of their peoples, founded on the principles of the rule of law. They seek to promote stability and well-being in their sovereign areas. They are resolved to unite their efforts for collective defense and for the preservation of peace and security. They therefore agree to this Pan Alterran Treaty: Article 1 The Parties undertake to settle any inter-signatory dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their inter-signatory relations from the threat or use of force in any manner inconsistent with the purposes of the Treaty Organization. Article 2 The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their ties of economic collaboration and cooperation while at the same time respecting each party’s right to manage its own internal economic policies as it sees fit. Article 3 In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack. Article 4 The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened. Article 5 The Parties agree that an armed attack against one or more of them in their home region shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of a Party’s home area. Article 6 For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include an armed attack: • on the territory of any of the Parties sovereign territory recognized by the Alterran Assembly and/or territory mutual recognized by all Parties in this Treaty Organization. • on the forces, vessels, or aircraft of any of the Parties, when in or over these territories or any other area in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force. Article 7 This Treaty does not affect, and shall not be interpreted as affecting in any way the rights and obligations under the Charter of the Parties which are members of the Alterran Assembly, or the primary responsibility of the Alterran Assembly for the maintenance of international peace and security. Article 8 Each Party declares that it will not enter into any international engagement in conflict with this Treaty without due consultation with the other Treaty Parties. Article 9 The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organized as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defense committee which shall recommend measures for the implementation of Articles 3 and 5. Article 10 The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the sovereign areas to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Government of the Empire of Rathtinia. The Government of the Empire of Rathtinia will inform each of the Parties of the deposit of each such instrument of accession. Article 11 This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the Government of the Empire of Rathtinia, which will notify all the other signatories of each deposit. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications. Article 12 After the Treaty has been in force for one year, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in their Sovereign area, including the development of universal as well as regional arrangements under the Charter of the Alterran Assembly for the maintenance of international peace and security. Article 13 After the Treaty has been in force for two years, any Party may cease to be a Party one year after its notice of denunciation has been given to the Government of the Empire of Rathtinia, which will inform the Governments of the other Parties of the deposit of each notice of denunciation. Article 14 This Treaty, of which the Navis and Esprit texts are equally authentic, shall be deposited in the archives of the Government of the Empire of Rathtinia. Duly certified copies will be transmitted by that Government to the Governments of other signatories. The Emperor watched as the Xosaian Emperor signed the document. He was further taken aback when the Justonian Queen appeared. He could tell that she was exhausted and was in no mood for small-talk. He stood silently by as she signed the document and left. He would speak to her before she left, but the Emperor knew she needed sleep, badly. Speaking of sleep, the Emperor caught a glimpse of some Imperial guards on the other side of the lobby, they were hovering around a couch and he could barely make out his sister sleeping soundly, "I guess it has been a long day for all of us," the Emperor thought. The Emperor was the last to sign the document. He then instructed his aide to take the document back to the national archives and make copies for the Xosaians and Justosians. The Xosaian Emperor exited as quickly as he had entered. As the Xosaian Emperor spoke a few words to him, including an invitation to Xosaia at some time in the future, the Emperor only managed a half-smile and a nod before the Xosaian Emperor had departed. Alone now excepting his staff and the Imperial Guard, the Emperor made his way over to his sleeping sister. He waved off the guards as they moved to wake the Princess and he sat on the edge of the couch and the sight of the Princess brought back memories of the hospital 11 years ago. She was barely a teenager then, but she took to being the backbone of the family so well. The Emperor, 19 at the time, couldn't sleep, and as he prepared to face the imminent prospect of succeeding his father, he couldn't be there for his mother. Anne comforted her mother and brothers as best a 13 year old could do, but it took its toll. When his father's last moments came, the Emperor was the one to find his sister, sleeping then, as now, on a couch, and woke her. This time, the occasion was not as sad, but the atmosphere was still dour. What was going to be a celebration, turned out to be marred by an untimely death. As he gently shook his sister awake, he knew, that no matter how tragic the death, it took place in the shadow of the birth of a new alliance, that would make all nations prosper for generations. His sister asked groggily, "What time is it?" "It's late and early. The treaty's been signed. The Xosaians are leaving and the Queen is back in her room. There is nothing more for you to do. Let's go home." "I didn't get a chance to say goodbye," "You will when we see the Queen off, or if she leaves before we get there, you can still phone her. However, what we needed to be done, has been done. Let's go home." The Princess got up, collected her shoes and walked through the hotel. They weren't subjected to the flashes of a multitude of cameras for very long and soon they were in the Emperor's limo. The Princess snuggled next to the Emperor as he called the PM and told him of what happened. The trip back to the Palace was not very long and the Emperor and Princess parted company when they arrived. The Emperor had a brief meeting with the PM to tell him of what happened and how the plans were changed and then he made his way back to his own room. As soon as he entered, the Empress motioned to him from across the room to join her in bed. He quickly undressed, got into bed, kissed his wife and was soon asleep. |

Queen Maria was on her way back to Solaria International Airport, her motorcade had stopped briefly so she could talk to, pose with, and sign autographs with Rathtinian HCOJ faithful. They are thought to number at least 1 million in Rathtinia, tho the Intelligence Ministry doesn't have official numbers yet. "I promise you all, I will convey your warm sentiments to his beloved Holiness. God bless you all." The Queen's motorcade then arrived at the palace for her to talk to the Emperor and princess one last time........ |
