The dinner was exceptional. The talking was wonderful. As she lie next to the Crown Prince she was sorely tempted to give herself to him, she made a promise to herself, to her station, and to Yahweh that she would save herself for marriage. Thus she gathered all of her strength and got up. Gathering herself and picking up her gift she apologized to the Crown Prince, "Your Highness, I have had a lovely day, wonderful beyond words, but I must go. My Emperor will want to hear from means I must convey your father's and the Archbishop's request. Also... if I stay here any longer, I know what will happen and that will only complicate things. So Your Highness, good night. Thank you really, I needed a night like this." |

Princess Anne felt the tension disappear as she let out a chuckle, "You are right of course. I think it would be best that be best if we headed back though. I do need to get in touch with my brother. However, I wouldn't mind at all to have you accompany back." The Princess gave the Crown Prince an inviting look. Meanwhile, back in Solaria. The Emperor was finishing a meeting with his General Staff. He wanted to work out the defense portions of the Treaty as soon as possible. Fleet Admiral Ronald Hood, Chief of the General Staff, along with the Prime Minister Cameron Davies, the Defense Minister Caspar Haig, Foreign Minister Milena Skouros, and the Deputy Prime Minister, Prince Andrew were at the meeting. Marshal Hood was giving his presentation, "Your Majesty, we estimate that a mutual exchange of positioned troops would best serve our mutual defense posture. The Justosians, have more ground troops than we do. We estimate that the addition of two corps of ground troops from their army, positioned in Polyanna and Titania would increase our defensive posture immeasurably. In exchange, the forward positioning of one Marine Expeditionary Force, roughly 40,000 men, and a carrier strike group could be positioned in Justosia. In addition, since we know the Justosians are relatively week in the air, we can station a forward air wing to provide air support. Therefore, we get two army corps here, and they get a marine expeditionary force, a carrier strike group, and an air wing. I think the Justosians would see this as fair." "Fleet Admiral, by exchange, you mean what?" "Sir, those would still be our troops, they would just be stationed in Justosia. Likewise, the two Justosian corps would be under their government's command. At least nominally." "What does nominally, in this case mean? I wouldn't be able to command my own troops." The Foreign Minister spoke up and answered for the Admiral, "Your Majesty, if PATO is to work, and the defense of our two nations strengthened then command integration is vital. The troops in Justosian would still be loyal to you and would follow your commands over those given by anyone else it's just that in a combat situation, there needs to be an integrated chain of command." "Which would work how?" It was Caspar Haig's turn to answer. Until the Xosaian's consult us on mutual defense, it would work like this. PATOJ would be PATO forces stationed in Justosia. That would include all Justosians, Rathtinians, and Xosaians when the time of their integration comes. Therefore, all Justosian army, navy, marine, and air force units, along with our forces would fall under the command of Supreme Allied Commander Justosia. Our carrier group would operate as a unit in their navy, our marines a part of their marines, and so on. However, they would only if the conditions of the treaty were met. If Justosia invaded Slostia for some reason, our troops would not be obligated to fight on their behalf." "I see. The same would apply for all PATO forces in Rathtinia and Xosaia. So if we attacked Vertion for some reason, not that we are, but hypothetically speaking, then the Justosians would not be obligated to fight with us. However, if Vertion attacked, then they would be obligated to come to our aid." "Exactly Your Majesty, " the Skouros said, "PATO is a defensive alliance, not an offensive one." "Good. Milena, contact your counterpart in Avalon and send our plans to their King. I think he'll want to know what we have cooked up. Cameron, Andrew, we'll conference Anne's call and see how our new allies are treating her. Lady and gentlemen, thank you very much. That will be all." |

![]() Defense Ministry Situation Room; Government Quarter; Avalon. Top brass meeting, Security Level 1. 0410 hours. Defense Minister Raymos rose to speak. "Your most wise analysis is confirmed Your Royal Majesty. Indeed the only Royal Air Force craft that can reach our PATO allies Rathtinia and Xosaia without having to stop to refuel is our FR-2 fleet due to said post supersonic and atmospheric flight capabilities. Royal Navy wise, it would take any of our fleets roughly four days AT LEAST to sail to either ally. It would take our navy longer also if we were to have to ferry our troops there if either ever needed, or asked for it." The King yawned and rubbed his head and face to refocus himself. "Damn.....a general, mutual positioning of our forces is obviously needed then. I know my Rathtinian and Xosaian counterparts feel the same and are likely proposing the same as well. I propose we send our 5th Fleet to station in port in the most secure Rathtinian naval base until further notice from.....well me. I also propose we send five thousand reserve troops along to be stationed at their army base of their choosing." PM Alvarez then rose. "And of their forces potentially being stationed here? Your Majesty you know this will make the public uneasy, to say the least. EVERY member of the NSDU will fiercely oppose this and obviously vote against this happening. I also believe that a majority of our party, at least thirty, will oppose this too, as most hard liners and even moderate rank and file remain somewhat untrusting of foreign nations, ESPECIALLY MILITARIES, the public too. We haven't been outta isolation THAT long yet. So, since you must put this before the Senate, allowing foreign forces onto our soil, I caution you. I can lobby them....but I don't think that'll be near enough." "If our pilots die up there on Rhea, then we will effectively be at war with those perpetrators responsible. Then I can pursue them granting me my emergency powers.....I could then set this in motion myself....obviously for the good of our national security and international cooperation." The King replied as everyone in the room then turned to input from the Senator present. Senate Speaker and NCRA Party Chairman Marco Ramirez sat up. "A slippery slope that could be, my friends. We'd obviously vote to declare war in that scenario, but your emergency powers, essentially returning Justosia to pre-ninety absolute monarchy, will be much harder indeed to vote through, as we all know that's only for extreme cases, situations, emergencies, etc. I'll support, and vote for allowing PATO forces into our borders....but I really can make no promises here." "I will brief our respective military branch heads gentlemen. I imagine army Grand General Sanchez having the most opposition." Lord Raymos said. "As for our air force, I will leave that to the potential request from either nation. I believe they get the least chance to flex their mighty muscle....right now anyway." The King replied. PM Alvarez spoke again. "Very good. Gentlemen I believe that should be it. All pressing manners are discussed. I will relay Your Majesty's and other proposals to my Rathtinian and Xosaian counterparts. Adjourned." With that, the meeting let out. |

"So you're having fun?" the Emperor asked his sister. She had just arrived back at the palace and was in her room on the secure mobile phone line given to her by her brother's foreign service department. Anne was laying on her bed looking up at the beautiful ceiling thinking about all the wonderful things she had done that day, "Fun would be an understatement. It was magical, Your Majesty." The Emperor smiled. "You know, as I keep saying, in private, when it's just family, you can call me William," the Emperor replied. "I know sir, but it's a habit. I don't want to slip in public and neither do Andrew or Charles and being consistent help prevents that." "I see. I miss you. We all miss you." "I miss you too Your Majesty, but its so lovely here." The Princess stretched on the bed and put rested her head on her right hand. The Emperor did indeed miss his sister, but he knew what the price of diplomacy was and that was sending people you cared about to far away lands sometimes. He would have preferred to send his foreign minister Milena, but the Queen had specifically invited Anne. He looked at his intelligence photos that were just wired to his intelligence chief not three hours ago and it seemed that Anne and the Crown Prince were getting along swimmingly. "Making any new friends Anne?" "A couple..." Anne said coyly. She had come so close to giving herself to the Crown Prince. She had the strength to resist, but if placed in the same situation again, who knows what would happen. "That's good. I'd advise you to keep your nose clean, but with you I don't have to worry. By the way, I just checked with our commerce department and I have the information you wanted. There are currently 1,374,810 member of the Holy Church of Justosia in our country. Please communicate to His Holiness that we do take freedom of religion VERY seriously here. Also, I am faxing over some more defense documents to their government, I am not sending them through you, but if you see the King or PM, please let them know." "I'll do that. Thank you for everything. I love you and I'll see you later. If Katherine's around, can you put her on?" "I will and I love you too," the Emperor hit a key on his phone which routed it to the Empress's office. He then hung up. Putting away the photos of Anne and the Crown prince, he looked over the drafts of Exercise REFORJUS and REFORRATH, the PATO plans for the immediate transfer of troops to countries under attack. The REFOR plans would entail the activation of the Civil Air Reserves and the commandeering of civilian aircraft fleets for the transport of personel. They would meet land in the country in question and meet up with their prearranged equipment depots before heading to the front. This would save time in transport as the equipment would be pre-positioned and only the personnel would have to be transported, which could be done by air. The Emperor approved the plans and informed the defense minister to forward it to his counterpart in Justosia. Meanwhile, when the Empress picked up the phone, the first words she heard were, "Katherine, I think I'm in love!" |

Senate Speaker Ramirez entered the PM's office fresh from a Senate session and debate on the motion of resolution per the King's request that he put up. He handed the PM a rough estimate of the vote movement so far: NCRA Party 30 YAY/24 NAY. NSDU Party all unanimous 46 NAY. TOTAL: 30 YAY/70 NAY. PM Alvarez sighed and walked to his window to gaze out upon the capital. "If we lobby strong enough.....this could begin to affect our reelection chances Speaker. We are not as fortunate as His Majesty to have an enduring, hereditary post." "I'll chance it. I am more easily replaced than you are anyway. Your reelection is more important to our party, His Majesty, and the whole nation than mine Your Excellency. I will continue to lobby in hopes of bringing that YAY number up. Good day." Speaker Ramirez then left. Alvarez opened up a bottle of white wine. "More important than you can possibly know my friend.............." |

The Emperor was in conference with his High Council and his newly appointed ambassador to Justosia, John Avery who was on his way to Justosia. The Princess still remained in Justosia and according to intelligence reports, the burgeoning romance between her and the Crown Prince was taking the turn for the serious. However, despite his concern for her well-being, the Emperor had more important issues than his sister's love life to deal with. The Justosian Senate was about to throw a wrench in the workings of his new mutual defense treaty. His Foreign Minister, Milena Skouros was giving him a rundown on the latest coming from Justosia, "They're nervous sir. Even a lot of the King's stronger supporters are queasy about having so many of our troops stationed in their country." The Emperor responded, "I understand that Milena, I have to actually whip votes in the Legislature for this. By the way..." the Emperor turned to the head of the House of Delegates and the Lord Chamberlain of the Senate, "How is the whip count going?" The Lord Chamberlain spoke first, "Your Majesty, the whip count is going our way," and the Speaker of the House added, "Things are going well in the House as well." "I don't just want to avoid a legislative veto on this, I actually want a vote of confidence by the legislature. If I have to go at this without Legislative backing, then things can get tricky. If I can get backing, who will it be from?" The Lord Chamberlain answered first, "Your Majesty, you have the center, idealogically speaking. Accroding to my latest whip count, you have all but two of the Conservatives, two Khristian Democrats, and one Liberal. Unfortunately, no social democrats are with you here and you have a three Liberals and one Khristian Democrats on the fence." "Why the conservative opposition?" "Your Majesty, you know that the Conservative Party has some more isolationist elements in it who frown upon entangling alliances and foreign interventions. These three Conservatives are the most reactionary." The Speaker of the House chimed in, "The same is true in my caucus Your Majesty. I have a bloc of the conservative wing that frowns upon foreign alliances and the stationing of foreign troops on our soil. However, whatever we have lost in Conservative votes, we have picked up in Khristian Democrats. Anyway, as it stands now, there will be no chance of a Legislative veto." "The Lord Chamberlain agreed, "No chance sir. You won't be stopped by the Legislature." The Emperor nodded, "If I have to speak to some of our wavering friends on our side of the fence I will. I want a mandate." He then turned to the screen where Ambassador Avery was on the screen, "Ambassador Avery, I know you have been briefed on what we know of their political situation. Offer the king any and all assistance in dealing with his legislature. I DO NOT want us viewed as some sort of foreign occupier or intruder. Justosia and Rathtinia are friends, and a friend doesn't go to their home and tell him what's what." "Understood sir. I will call you once I land." |

Ambassador Avery noticed the news ticker when he flicked on JNN as his plane neared Justosian royal airspace: -Latest PATO mutual defense vote count: NCRA Party 32 YAY/22 NAY. NSDU Party all 46 unanimous NAY. Threatening walk out. -King debates addressing Senate personally. -Personal support could very well affect PM's reelection chances, negatively. |

Ambassador Avery looked at the news ticket and a cold feeling overtook him, "This whole thing could go down in flames. They're scared. They are about to head to war and they're scared. I don't know how much I could do to help, but that's the job I have been sent to do," Avery thought to himself. Rubbing his temples he glanced down and looked at a Justosian magazine with the Justosian Crown Prince and Princess Anne on it. He paused for a moment and then he picked up the phone, dialing the Rathtinian PM, "Mr. Prime Minister, it's John, how close ARE Princess Anne and the CP of Justosia, because I just found a way to sell the treaty." |

Ambassador Avery waited for his introduction to the Justosian Senate. He knew that speaking before the entire Justosian legislative body was a possibility, but to him it seemed remote. Yet here he was. The PM was favorable to the suggestion of the Princess helping to sell the treaty, but the Emperor did not want to force her into a marriage so soon. If the Princess was to marry to Crown Prince, it would happen on her schedule, not the government's. He planned with the Emperor and the foreign office, what he would say to the Senate. He practiced the speech on the plane and in his room, but he was still nervous. This speech would make or break the alliance and it was his job to make sure the alliance, recently forged, would survive. Avery heard his name called and the respectful applause of the Senate as he made his way up to the speaking post. He gathered himself one final time and then began to speak, "Ladies and gentlemen of the Senate, on behalf of my Emperor, William V, and all of my people I thank you for extending me the honor of addressing you today. I know that we are strangers to you and when dealing with strangers, there is always apprehension and nervousness. My people feel the same. However, we must not let fear stop us from embracing historic opportunities. When the first man looked at the sea and wondered what lay beyond the horizon, I am sure he was afraid, but if he didn't take that leap of faith and sail the seas, imagine what would have been lost. The great accomplishments of man are always fraught with danger, but with nothing risked, nothing can be gained. I know that the stationing of Rathtinian troops on Justosian soil would fill one with trepidation, but our troops will not be occupiers or interlopers, they would be defenders and guardians. Just as one man would help his neighbor in his time of need so we too would help you. Your troops in Rathtinia would serve the same function and together, we could both be only stronger for it. This is your country, you fear for its safety and security, but do not fear change, do not fear friendship, do not fear the future. If we succumb to fear then the things we fear most will surely come calling. I ask you, humbly, respectfully, and in deference to your wisdom, please allow us to be friends and let the ties of friendship be strengthened by the assurance of our mutual security. Thank you and may Yahweh bless Justosia, Rathtinia, and this alliance." With that, the ambassador left the stage. |
