"Your people and mine can go over that at another time," the Emperor said. He noticed that some news had reached the King and he was eager to hear what it was. |

The palace aid then hurried out of the room as the King turned to William. ".....Puerta's small Anu-Asiyan minority has begun rioting in the streets. Six of my people have been killed, seventeen Anu-Asiyans killed. Excuse me William." King Francisco then phoned Royal Army Grand General Sanchez, ordered him to send the 1st Battalion. |

William nodded and saw the King leave. If this was instigated by the Anu-Asiyans, then that was that. The King would demand those responsible be turned over to the Justosians. They would be refused. The Justosians would launch a retaliatory strike, the FAA would respond, Rathtinia would be at war. The Emperor signaled to an aide and whisper to him, "Get word to Fleet Admiral Hood, execute REFORJUS stage 1, get the men ready." |

The King then walked back into the room, having completed his call. "Put your phone down William. This doesn't mean war. It simply means I'm going to crush those who instigated it, and be monitoring every Anu-Asiyan living in Justosia for the near future likely." |

A brief moment of anger flashed in William as he wasn't used to being ordered around (except by his wife in private, but again, that was his wife not a foreign head of state); however, he knew the King meant nothing by it and was under a lot of stress. He said something quickly over the phone and hung it up. "Your Majesty, those who instigated it could be foreign agents. Getting to them might mean getting through a lot of their friends. All stage one of REFORJUS does is that it puts the forces on standby. They are ready to move on my orders. You may need them soon, very soon." |

"I am grateful William, but we can't be seen as making the first move. This remains an internal Justosian matter right now. If Aniihya tries to instigate any further, or it turns out they really were foreign agents, then initiate stage one. For now tho....we wait....on that front anyway." |

"As you wish." The Emperor turned to his aide, "Cancel my last order. Keep all forces on THREATCOM 3." We have to let this play out. We can only hope the peace conference goes well. However, if this was the actions of foreign agents, isn't a retaliatory strike your only option?" |

"I will wait for the official report from my NBI and Interior Ministry Your Majesty. I'm not about to rush to war yet........" |

"I have NO desire for armed conflict Your Majesty. However, I am a realist and I know that if what I fear is true, you will have no option but to launch a retaliatory strike. It wouldn't be big, but again, an attack is an attack. I can see the dominoes fall after that. Either way, you'll have my country's support." |

Just then, the previously black screen next to the two Xosaian flags flicked to life, revealing the Xosaian Prime Minister Alacia Nanuvek. Greetings, Gentlemen. I am terribly sorry to have kept you waiting; between now and PATO, you must have a terribly bad impression of our manners. There has been a slight--- The screen flickered for an instant, then came back to life. ---complication in OUR situation, however it is under control now. As dust settled in the Prime Minister's conference room, the monarchs on the other end looked at each other, wondering what exactly was going on in Haukkojen. The most concerning aspect of this situation is Emerald. It is my belief that we can keep Githa in line, as our relations are very good, even now. Furthermore, Anu Asiya seems of little importance as they are both technologically and militarily inferior to our great nations and could easily be suppressed. Emerald, however, is a wild card. Their 'official' military figures are, in Xosaia's opinion, totally inaccurate, as is much of the information they give to the international community in 'transparency'. We see Emerald as imperialistic and aggressive, and their very involvement in this matter concerned us greatly. We contacted Githa with our concerns, and while Githa has assured us that they will keep a very close eye on the Emeraldine island, the fact of the matter is that Emerald is setting up a power base in the Hrystran. As you may or may not know, the location of all of our submarines is a secret from all but our top military commanders; even I am not privy to their exact positions unless they deem I need to be. (a slight frustration is detectable in the Prime Minister's voice as she says this) As Justosia may have told you, it was indeed a Xosaian submarine that shot down that Emerald scout plane, precisely because we do not know the true extent of Emerald's technology and did not wish to be detected. While I know that this is not a totally secure connection, I feel comfortable saying this because I don't think anyone will be listening to us right now. Regardless, Xosaia does indeed have forces in the Hrystran area, contrary to popular belief, and we wish to keep it that way unless absolutely necessary to reveal ourselves. We have the Jaavouria Channel firmly under our control, and can easily repel a naval invasion. Furthermore, the Xokyyr provide a nigh impregnable natural barrier to any invader from the west. Therefore an invasion of Xosaia is unlikely. However, Emerald could adversely affect our shipping. Also, notice I said an invasion is unlikely. The rebels are primarily in the far west of our nation, and, although we believe they share our dislike of Emerald, it is conceivable that they could provide Emerald with the technical means of sending a military force through the Xokyyr. However, this would be extremely costly for Emerald. I seem to have digressed. My main points are that we should be able to keep Githa out of hostile military involvement in this situation, we deem Anu Asiya of little threat, and doubt they even can attack as far as Justosia, and that we will eagerly support any military action that must be taken against Emerald. Hence, I believe we have the situation under PASA's control. The Prime Minister paused to allow her Rathtinian and Justosian counterparts to consider what she had said. |
