I can assure that post-war Laddneia is quite different from what it used to be, and my people would be honoured to have a king walk amongst them. Serafine Dubois makes a hasty announcement to the Slostian mediator: It has come to our knowledge that while Justosia does not recognise the right for United States of Prismos to exist, that we believe that these talks are just wasting our time. It seems like it's just nations cosying up to one in another, without actually making any progress. Our delegation will leave in 24 hours. We have moved our nuclear tests and we will not sign the treaty (there's no legal obligation for us to do so). |

He shrugs indifferently to the announcements "Your nations signing or not being party to it is always up to you of course... make sure you can deal with whatever sanctions the signatory nations choose to place upon you for not joining them however." |

Serafine looks confused: How can nations LEGALLY sanction a nation who isn't a signatory to the treaty? That is diplomatic blackmail. Nations can only sanction legally if the nation in question breaks international law. Prismos has not broken international law. Thank you. |

I'm not certain where you are getting your definitions of 'legal'. Demoness could place sanctions on New Emberline, for example, because it doesn't agree with its current government." |

Serafine looks at Ryosuke in dismay: "Please cite me these provisionals in the treaty? And yes it is blackmail, it's saying in other words: join the treaty or else we'll sanction you. And my legal definitions of international law go in line with the treaty. If one says collectively with other nations we'll sanction you on the basis of the treaty, then they're using the treaty as a legal basis. Nations can sanction nations I agree, but most would agree that these sanctions in a collective are not merely a disagreement with a State. |

"A nation, any nation, can lay sanctions for any reason or none... the reasoning can be for as little a reason as" He makes quoting signs with his fingers "I don't like your latest choices or your new exectutive", then with a shrug he goes on... "Rathtinia could lay sanctions against Emberline because I upset her at these negotiations. If its blackmail then its also damnably effective... but its only blackmail if you choose to call it that. To the treaty signing nations who have the option to lay said sanctions need not justify themselves to you, me or the AA even. Now, will the AA level sanctions? That'd be a discussion... but the individual nations don't need permission or any reason justified outside their own line of reasoning. One of those 'suck it up & deal' diplomoments...
