Mistlight World Factbook Geography Mistlight is an island nation in the Galenean Ocean. The island is called Tribune and has a land area of 699,880 km2 (270,225 mi2). The island has extensive volcanism providing rich soil, although a quarter of the island is covered in extensive forests. The tallest mountain on Tribune is Mt Argo at 2073 m, but the mountains average at 1300 m. The tallest mountain in Mistlight is Mt Banks, an island off the east coast of Tribune, at 2137 m. There are numerous other offshore islands, although none are big enough to support more than a medium sized town. There are substantial fish stocks around the Mistlight due to the warmth the volcanism provides, although there are substantial maritime reserves protecting them from over exploitation. The capital is in a valley which is filled with a light mist for over half the year. This does lead to some pollution issues due to smog. In addition, Mistlight is a signatory of the Alterran Free Trade Association, meaning that they have no subsidies on their industries or tariffs with other members. This helps build a strong international presence for Mistlight’s goods, and the prime location of Mistlight in the Galenean means that they can effectively compete in both Zephyria and Xia. History In 1621 Mistlight was discovered by Captain Joseph Banks of Orchyre. It was a lush looking land, but appeared to be deserted. Closer inspection revealed that there were some ancient ruins in the forests, which were believed to be from the Mythic age. There were, however, no people found on the island. Evidence of more recent habitation was found, but even that was almost a century old. These later inhabitants were believed to be from the region of Stefannica, although how and when they got there, and how they disappeared is a mystery. In 1673 a small town was founded, Mistlight, but few settlers arrived. The population stayed fairly small however, as few wanted to make the long and arduous journey to Mistlight when the Zephyrian colonies were closer and appeared to be richer in mineral wealth and arable land. In 1723 raiders, believed by the residents of Mistlight to be from nations armed by Esprit (although this was never confirmed, and was in fact hotly denied), began to ravage Mistlight, and so a small outpost and naval base were constructed there. In 1753-1755 more colonists started arriving due to the wars in Zephyria and soon the colonists began outnumbering those who were born there. This began to cause friction between those ‘natives’, whose ancestors broke in the land, and the new settlers. By 1756 the governor was having trouble keeping the peace, and so he requested extra aid from Orchyre. The aid, when it came, was too small to be effective, and the governor was overthrown and executed: Mistlight was now in open revolt. The Admiral in charge of the naval detachment, as second cousin of the High King of Orchyre, sided with the rebels and managed to convince the army detachment to side with him. By 1757 the Admiral, Prince Conrad Traven, was declared the ruler of Mistlight. When Orchyre heard that Mistlight had revolted they wanted to recapture it, and quickly sent a force to do so. A storm destroyed part of the fleet on their way there, however, and they were scattered when they arrived. As they had not heard that the forces originally stationed in Mistlight turned coat they thought the ships in the harbour, flying their flag and manned by seamen in their uniforms, were part of the fleet sent to recapture the colony. As a result of this, and the fact that the commander of the force and his second were drowned when their ships went down in the storm, the invading fleet was captured or destroyed. Afterwards envoys were sent to Esprit seeking their recognition of Mistlight’s independence. The envoys sent managed to delay getting an answer until 1759, when Neolantia started growing in influence in the area. Rather than be conquered, Mistlight became a protectorate of Esprit. This allowed Mistlight to remain partially independent. In 1903, just after the death of Prince Edward the 3rd, the landed nobles, led by Lord Henry Drake of Radia, rose in open revolt against the monarchy. Princess Elenore Traven the first, the only child of Prince Edward and the first female ruler of Mistlight, rallied the commoners against the rebel nobles. The civil war lasted two years, but it ended in total victory for Princess Elenore. After the war, the hereditary nobility was abolished, with the exception of the royal family. House Traven regained much of their power that had been lost over the preceding decades. Much of the former nobles' lands were seized by the crown and the state, and a new stewardship system was introduced to govern Mistlight. A parliament was also introduced to ensure the common people always had a voice in their governance. The remnants of the armies, and the rebellious nobles who were not executed, formed the terrorist group New Dawn. Mistlight continued to expand and by the time of the Great War had a booming economy and a respectable military. It allied with Orchyre and Esprit early on in the war. After the war there was a boom in immigration from former Espritis colonies devastated by the conflict. In 1943 Mistlight was formally declared independent of Esprit, recognition of what had been true for almost forty years. In 1968, after the death of Princess Eleanor Traven the Great, Crown Prince Patrick was to take over. On the 3rd July, just before his coronation, he was assassinated while addressing a crowd protesting the curfew introduced earlier that week. In the chaos, the Royal Guard opened fire into the crowd, killing 38 and wounding dozens more. The killer, Harry Arnold, was found to be working for the New Dawn. Out of the massacre, a new political group, calling itself 3rd July organised. In January 2013 Prince Simon Traven III became the second ruler of Mistlight to be assassinated by New Dawn, which also succeeded in wounding the then Crown Princess Josephine. This was only part of a series of attacks that also involved destroying a large number of roads and bridges, cutting off Ara for days, and releasing a bioweapon called Project Winter, causing a death toll of over ten thousand. Military There are four branches to the military of Mistlight. The navy is the pride of Mistlight. It has the largest budget and consequently is the best equipped and manned of the combat branches. The army of Mistlight is primarily a peacekeeping force, although it does also provide the marines for the navy and bomb disposal and armed response teams for the police. The air force is primarily a defensive force, with few long range bombers but more fighters. It does provide the aircraft for the naval carriers and the logistic support for the army. It also controls Mistlight’s fledgling space program. The Medical Corps provides medics and doctors to the other branches of service as well as serving the majority of the medical services of the civilian population. This means that the medical cops is scattered across Mistlight. The medical corps is also in charge of biological and chemical weapons research, as well as clean-up in the aftermath of a biological, chemical or nuclear attack. There is compulsory military service for two years starting between the ages of 18 and 21, for both males and females. The conscripts usually serve in the Medical Corps unless they sign up for a minimum 5 year term in either the other branches of service or the police. Those that serve in the medical corps do not usually serve in active duty, instead going through basic training and then the rest of their time in secondary bases or on Mistlight. There the conscripts mainly serve as orderlies and other such positions. This is to instil in the population a sense of discipline and an understanding of mortality. Naval Forces Mistlight has three carrier battle groups. First Fleet is led by the carrier HMMS Mist Wen, Second Fleet by the super carrier HMMS Blue Falcon, and Third Fleet by the super carrier HMMS Osprey. Each battle group also includes three destroyers and three nuclear submarines, each of which are rumoured to carry chemical and biological weapons. The HMMS Mist Wren is the oldest of the three carriers and its battle group also includes the new battleship HMMS Haze. HMMS Haze is so far the only battleship in the Mistlight fleet, and rumors are that its three rail guns are able to deploy biological agents with a speed and range to make them unstoppable. Officially, the battleship was commissioned to take on other surface ships, which most experts agree is ridiculous given the advances in aviation over the last 70 years. Therefore the assumption that most experts agree on is that it is primarily for biological warfare. There are currently two other battleships under construction, due for completion in November 2013 and May 2014. Mistlight's destroyers are all equipped with one rail gun and two cruise missile launchers. It has been confirmed that all the destroyers are nuclear powered. Mistlight's submarines are relatively new, but little about them, including numbers, is known. It is known that at least some of them nuclear powered and that they can fire cruise missiles, although at least one of them seems to be carrying an extremely modified sail. Mistlight has recently upgraded the rail guns on its cruisers from the early models used previously to newer, longer ranged and more powerful weapons. It is speculated that due to the size and power drain, these weapons cannot be mounted on smaller ships. Mistlight has recently upgraded the aircraft in their air force, replacing a number of the older fighters with newer models. Under questions about the wisdom of upgrading manned aircraft instead of investing in drones, the Lord Commander, princess Kathryn Simpson explained that due to the larger operating radius of the Mistlight Air Force, drones were in most cases impractical. Government and Political Structure Country Name:The Principality of Mistlight Common Name: Mistlight Government Type: Absolute Monarchy The head of state is a heredity prince The current ruler is Princess Josephine I, and the heir is her son, Crown Prince Conrad Traven. The royal family tree is attached. Government is by the Privy Council, appointed by the Princess. This can be dissolved at any time and the princess has absolute veto rights for any bills or measures which are discussed. Capital: Mistlight, on the south of the island of Tribune. Mistlight is divided into separate provinces, governed by stewards. These stewards are appointed by the Privy Council, from the provincial capitals Other Major cities: -Ara, on the northern edge of the island of Tribune, provincial capital of the province of North Tribune -Radia, on the west of the island of Tribune, is the provincial capital of Drake. -Littleton, on the south-west of Tribune, is the provincial capital of Vista. Vista includes the city of Mistlight but does not govern it, as it is governed directly by the Princess. A map of the provinces is attached. Constitution There is no constitution, although there is a bill of rights governing the personal freedoms of the populace. This can, however, be changed by a simple majority vote of the Privy Council. Legal System There are four layers to the legal system in Mistlight. The first layer is the town judiciary. This entails criminals being brought before a group of three democratically elected town jurors (locals who must have lived in the area for at least 5 years, with elections every 3 years) and two jurors appointed by the steward from different towns in the province. The town judiciary only tries minor crimes, crimes which there is no person is injured to such a state that it requires hospital care and no damage was caused totalling more than $500,000. The second tier is the provincial judiciary. This deals with appeals from the town judiciary and major crimes that are not capital crimes (murder, espionage, treason, rape and crimes which cause damage of more than $25,000,000). Criminals are brought before a group of 5 jurors, three appointed by the steward and two appointed by the Princess. Crimes in Mistlight are brought before the Vista judiciary. The third tier is the appeals judiciary. This deals with appeals from the provincial judiciary. There are 7 jurors in the appeals judiciary, one elected every three years from each of the provinces, one appointed by each of the stewards of the provinces and one appointed by the Princess. It is usual for the appointed appeals jurors to also be provincial jurors. The fourth tier of the judiciary is formed from members of the Privy Council. This deals with capital crimes and appeals from the appeals judiciary; if the original sentence was for at least 10 years (otherwise there is no appeal). 5 Privy Council members, appointed by the Princess for each trial, make up the judiciary. This is the only court that can hand out the death penalty. The Princess has the right to pardon anyone at any stage of the legal process, although there is no formal process to petition the Princess for a pardon. Legislative Branch The senior legislative branch of government in Mistlight is the Privy Council. Exact number of members in the Privy Council varies, but is usually between 10 and 15 members. There are currently 12. Membership of the Privy Council is by appointment by the Prince, who can appoint anyone. The Privy Council currently contains -The Prime Minister, appointed by the prince from among the parliament: Sir Terrence Green -The Treasurer, appointed by the prince: Lord Matthias Traven -The Foreign Advisor, appointed by the Princess: Prince Conrad Traven -The Lord Admiral of the Navy: Lady Beatrice Traven -The Lord Marshal of the Army: Lord Viktor Davison -The Lord Commander of the Air Force: Princess Kathryn Simpson -The Lord Chancellor, head of the police and the intelligence departments: Lord Justin Simpson -The Surgeon General, head of the Medical Core: Lord Simon Norton -The three provincial stewards: Lord Henry Blake, Lady Martha Goodman, Lady Evelyn Douglass -Princess Helena Blake There is also a parliament with 48 members elected every 5 years. Parliament can be dissolved by a simple majority vote of the Privy Council, or by the Prince. Parliament can propose legislation, which is then put towards the Privy Council. It does not have the authority to make any laws in and of itself. There are three main parties currently in parliament: the Royalists, the Traditionalists and the Progressives, although almost a third of the current members of parliament are currently independents. The current Prime Minister is a Royalist. A political group called the 3rd July is the only open anti-royalist political party in parliament. They have connections to the terrorist organisation New Dawn. They currently control 15% of parliament. Their objective is to curtail the power of the monarchy. Environment Mistlight has a teeming biodiversity which is protected by the numerous national parks and maritime parks. This protects most of the native wildlife from human effects, although introduced pests have caused some problems with the native birdlife, such as the mist wren, the national bird. Most of the birdlife are evolved from seabirds that have since adapted to a terrestrial habitat, although there are exceptions, such as the blue falcon and the vector sparrow (a surprising bird in that it can hover in place). There is little native mammalian species, although there are three species of native bats and a native fox analogue, the brikon. There are numerous species of tree native to Mistlight that are found nowhere else in the world, including the mist oak which grows high in the mountains and is almost as strong as steel. Sport Mistlight's Palace Guard is world renowned in sabre fencing, although it is a popular pastime in certain high schools in the province of Vista. Rock climbing is popular in the rugged volcanic mountains in the interior of Mistlight, although there are few roads to the more difficult ascents, so most of the best rock climbers are also skilled trampers. Swimming and rowing are becoming more popular, particularly in the new artificial lakes being built specifically for the purpose in the more exclusive suburbs. Sailing has been the main national pastime of Mistlight since the founding, with Mistlight hosting two of the world’s most important regattas, the Prince's Challenge, where competitors race around the Banks Peninsula, and the World Challenge, where competitors race around the world. Both races carry great prestige and a large prize paid for by House Traven. 2011 Olympics Mistlight won one gold in sabre fencing, by Palace Guardsman Sgt Vincent Matthews 2012 Soccer World Cup In the 2012 FAFA World Cup Solista, the men’s competition, the Mistlight Falcons came fourth. In the 2012 FAFA World Cup Demoness, the woman’s competition, the Mistlight Krakens, including princess Cathryn, came third. Education Mistlight has two world leading universities, Mistlight University (MU) and University of North Tribune (UNT), the former in medicine and biology and the latter in engineering and geology. MU has a strong relationship with the Mistlight Medical Core, who sends most of its doctor trainees there, so many in fact that on Fridays, when servicemen are required to wear their uniform, almost half the students are wearing some sort of uniform. In contrast, the navy sends most of their servicemen who attend university to UNT. Mistlight has recently started an exchange programme with Mitsui International business School, Kyogumo Institute of Science and Technology, and Inha University in Edo, Iyori. Departments and Ministries The bureaucracies in Mistlight each answer to one of the Privy Councillors. As each Privy Councillor can find their position replaced or not depending on the next Prince’s wishes, this means that each bureaucracy is distinct from the Councillor who officially controls it. This means that a Privy Councillor can control multiple Ministries, or can in fact control no Ministries at all, depending on the assignments the current Prince makes. Further, it is not unknown for the Prince to move Ministries around if they feel a Councillor is not being effective in that role. To oversee the Departments and Ministries that they control, each Privy Councillor has an Office, which is tasked with the oversight of those matters which may need to brought to the attention of the Council. The Office of the Prime Minister Currently held by Sir Terrence Green, the Office of the Prime Minister is in charge of: Parliament The Department of Social Services The Department of Statistics The Office of the Treasurer Currently held by Lord Matthias Traven, brother of the late Prince Simon, the Office of the Treasurer is just in charge of the Finance Ministry. The Office of the Foreign Advisor Currently held by Prince Conrad Traven, brother to the Princess, the Office of the Foreign Advisor is in charge of: The Department of Foreign Affairs The Department of Trade The Office of the Lord Admiral of the Navy Currently held by Lady Beatrice Traven, the widow of the late Prince Simon and the mother of Princess Josephine. Unlike the other positions on the Privy Council, this is not a civilian position, although the candidate is appointed from a pool of two star generals and above. The Surgeon General is only in charge of the Mistlight Medical Corps; however this means that he is also in charge of: The Palace Guards The biological and chemical weapons The civilian and military health services The offices of the provincial stewards The three provincial stewards are currently Lord Henry Blake, Lady Martha Goodman and Lady Evelyn Douglass. Each has a separate Office, which is in charge of: The Department of Justice for their province The Department of Local Government for their province The Ministry of Elections for their province The Office of Princess Helena Blake A Special Office, this is a common occurrence although at the moment this is the only one.
