The Prince of Ido fingered over the documents his office. This would be Surailia's first diplomatic move in almost 80 years. There were to be no slip ups. The representative from Stefannica had arrived early that morning and their meeting was scheduled to happen within the next hour. He was ot quite sure what to expect, Surai had banned the entrance of barbarians to the kingdoms since before he was born and he wasn't even quite sure that he could bring himself to touch a foreigner let alone move to a foreign country. Although he had been assured by the Stefannican Friendship Committee from Surai that they were not much different than he was. Prince Ido looked over the documents once more, took a sip of water held it to his lips for a moment and called in his aide. "Hima, Please call the car and alert the others in the Stefannican Mission that they should be on their way to the palace to witness the signing" Hima bowed and left. Ido reached into his desk, pulled out a bottle and took a quick sip. "I can do this." |

Virginia Clinton was busy reviewing some files , documents about Surailia, when suddenly she was pulled out of her focused mind and told "Ma'am, the Surailians are waiting for us, we would be arriving in the palace within a few minutes." Her chief of staff, Joel Rhodes said after speaking on the phone. Clinton nodded a little and continued reviewing the files. As she went through the briefings, she recalled the instructions given by King Josh IV during their meeting just a day ago. Surailia is one of our closest neighbors, formalizing ties with her will surely secure the stability and peace of the region. No mishaps. The last two words kept swirling in her head. The motorcade rushed through the capital city's main road leading to the palace with no delay. The Surailian government has diverted the traffic, allowing the delegation to rush through with relative ease. Within minutes, they've entered the gates of the palace were the pact of friendship was to be signed. The agent driving the Stefannican SUV said to the Minister of Foreign Affairs, "Ma'am we've arrived." |

Prince Ido was fidgeting as the Steffanican mission arrived to the grand hall of the Imperial Palace. His pants were not fitting quite right and he knew it was going to bother him all day. He watched the group of dignitaries walk up along the hall towards him and rehearsed his greeting over and over. "Good…Afternoon...Miss Clinton" Ido stammered as he bowed "I trust that your stay in Surai has been nice so far?.. If you would just come this way." He ushered them into the private area that they were to do negotiations in. |

The Document Reads: The Impirial Union of Surailia and the United Kingdom of Stefannica, desiring to establish firm, lasting and sincere friendship between the two nations, have resolved to fix, in a manner clear and positive by means of a treaty or general convention of peace and amity, the rules which shall in future be mutually observed in the intercourse of their respective countries; for which most desirable object the Royal Assembly has conferred full powers on his commissioner, Hayashi-Daigaku-no-kami, Ido, Prince of Yoe, special ambassador of Surailia to Stefannica and the sovereign of Stefannica of has given similar full powers to his commissioners ”name(s)” . The United Kingdom of Stefannica and the Impirial Union of Surailia have agreed to open embassies and exchange ambassadors as a testament to their resolve to the call for peace and enduring friendship. And the said commissioners after having exchanged their said full powers and duly considered the premises, have agreed to the following articles: Article I – There shall be a perfect, permanent and universal peace, and a sincere and cordial amity, between the United Kingdom of Stefannica of on the one part and between their people, respectfully, (respectively,) without exception of persons or places Article II – The port of Surai, in the kingdom of Surai and the port of Jakrah-Kahn, in the kingdom of Jakrah are granted by the Surailians as ports for the reception for Stefannican ships, where they can be supplied with steel, water, provisions and fuel, and other articles their necessities may require, as far as the Surailians have them. The time for opening the first named port is immediately on signing this treaty; the last named port is to be opened immediately after the same day in the ensuing year. Note- A tariff of prices shall be given by the Surailian officers of the things which they can furnish, payment for which shall be made in gold, silver or Surailian Currency. Article III – Whenever ships of Stefannica are thrown or wrecked on Surailian waters, the Surailian vessels will assist them, and carry their crews to Surai or Jakrah-Kahn and hand them over to their countrymen appointed to receive them. Whatever articles the shipwrecked men may have preserved shall likewise be restored and the expenses incurred in the rescue and support of Stefannican and Surailian who may thus be thrown up on the shores of either nation are not to be refunded. Article IV – Those shipwrecked persons and other citizens of the United Kingdom of Stefannica shall be free as in the other countries and not subjected to confinement but shall be amenable to just laws. Article V – If there be any other sort of goods wanted or any business which shall require to be arranged, there shall be careful deliberation between the particles in order to settle such matters. Article VI – It is agreed that ships of the United Kingdom of Stefannica resorting to the ports open to them, shall be permitted to exchange gold and silver coin and articles of goods for other articles of goods under such regulations as shall be temporarily established by the Surailian government for that purpose. It is stipulated, however that the ships of the United Kingdom of Stefannica shall be permitted to carry away whatever articles they are unwilling to exchange. Article VII – It is agreed, that if, at any future day, the government of Surailia shall grant to any other nation or nations privileges and advantages which are not herein granted to Stefannica and the citizens thereof, that these same privileges and advantages shall be put under review to be granted likewise to the Stefannica and to the citizens thereof. Article VIII – There shall be appointed by the government of the United Kingdom of Stefannica consuls or agents to reside in Surai at any time after the expiration of eighteen months from the date of the signing of this treaty; provided that either of the two governments deem such arrangement necessary. Article IX – The present convention, having been concluded and duly signed, shall be obligatory, and faithfully observed by the United Kingdom of Stefannica, and Surailia and by the citizens and subjects of each respective power; and it is to be ratified and approved by House of Lords thereof, and by the Royal Assembly in Surai, and the ratification shall be exchanged within 4 months from the date of the signature therefore, or sooner if practicable. In faith, whereof, we, the respective plenipotentiaries of the United Kingdom of Stefannica and the Royal Assembly aforesaid have signed and sealed these presents. Done at Surai, this Eighteenth of May, 2011 |

Virginia Clinton took a copy of the prepared communique and reviewed its contents. She read every word, of every article, taking time to ensure that the document contained everything that was agreed to during an earlier meeting with Stefannican and Surailian representatives. After finishing, she looked to the Prince and said, "Your highness, I presume that the tariffs could be eliminated at a later date. So as to have fair prices with that of Surailian markets?" |

After a long pause the prince nodded " I believe that to be reasonable. We are prepared to cut tariffs on the exports of grains fruit and meat to Surailia entirely and immediately." |
