Please give me your thoughts on the constitution before we put this to the vote. If you think there's any loop hole, any possible improvement or anything, now's the time. Later it will become much harder to modify it.

1. The Citizens

A. Citizen Rights
All citizens possess the unalienable right to:

  • Vote in Referendums and Popular Votes unless banned for breaking the codex.
  • Speak freely as long as they are not in violation of the Codex.
  • Associate in any manner for political reasons.
  • Join or run for any position in the government as long as they fulfil the requirements stated in law.
  • Issue a Solicitation in the Convocation. If it rejected he must wait 3 days before issuing another one.


B. Citizenship Revocation
Citizenship may be revoked only for the following reasons by a unanimous decision (which must be made public by each member) of the Administrative Triumvirate, or if the person facing revocation of his citizenship is a Triumvirate member, a Aye/Nay Referendum with 50% approval.

  • Abuse of administrative and moderation powers. Defined as the vandalization (unlawful removal or editing) of forum sections, the deletion or the editing of other person's posts which are not in violation of the Codex, the banning of members not warranted by a violation of the codex, editing of forum settings which is deemed harmful.
  • Editing or deleting the voting post that does not break any Codex laws of any citizen warrants the immediate revocation of citizenship of the offending administrator or moderator. This does not applying to editing or deleting one's own post.
  • Multiple accounts in government offices. In addition to normal punishment, the violator of this law shall be stripped of his citizenship. Duplicate IPs or incriminating screenshots constitute as viable proof.


C. Granting citizenship
No legislature may remove the power to grant citizenship, as long as the requirements for it are fulfilled, of the following members of the government:

  • The Archon
  • The Viceroy who takes the place of an Archon.
  • The Founder
  • Members of the Administrative Triumvirate


The granting of citizenship may be withheld from a denizen only for the follow reasons:

  • Post Count. A denizen may be denied citizenship if his post count is to low.
  • Length of membership. A denizen may be denied citizenship if he hasn't been a member for long enough.
  • Past revocation of his citizenship. If a member has had his citizenship revoked due to abuse of admin or mod powers, or due to multiple accounts, he will always be denied the possibility of regaining his citizenship, unless an unanimous vote of the Administrative Triumvirate dictates otherwise.

Clarification: Post count and length of membership required for citizenship, if any, is decided upon outside the constitution.

2. The Archon
The Head of State, head diplomat and coordinator of recruitment efforts

A. Powers

  • Nominates the Overseer of Roleplaying which is then elected via Aye/Nay Referendum.
  • Appoints one of the Members of the Administrative Triumvirate.
  • May grant citizenship.
  • Coordinates diplomacy with other Regions and/or forums.
  • Coordinates, promotes and carries recruiting in the name of the Region.
  • Chief of the Army (UN Nations), if one is formed.
  • May issue Mandatory Solicitation to the Convocation. If it is rendered invalid (if it breaks Codex laws or the Constitution) the Archon must wait 3 days before issuing another one. If the Bill Referendum following the Mandatory Solicitation is rejected, the Archon must wait 3 days before issuing another Mandatory Solicitation.
  • Access to the Admin Control Panel.

B. Appointment to office

  • The Archon must be elected via Popular Vote.
  • A citizen must have been a member for at least 1 month in order to become a Archon.
  • The same citizen may not be elected Archon twice in a row.
  • The term length of the Archon may never exceed 4 months.


C. Removal from office
The Archon may be removed by a Solicitation that requests the dismissal the Archon followed by a Aye/Nay Referendum with 50% approval. This kind of solicitation cannot be issued more than once per month and cannot be issued in the first week after the appointment of the Archon. As with any government official, revocation of citizenship means removal from office.

3. The Viceroy
The second in command.

A. Powers

  • To take the place of the Archon, temporarily, in case of inactivity or, for the remainder of his term, in case of removal from office.
  • Moderator powers.


B. Appointment to office
The runner-up candidate of the Popular Vote which elected the current Archon is appointed as Viceroy.

C. Removal from office
Once the Viceroy takes the place of the Archon, the same removal methods of the Archon apply to the Viceroy. As with any government official, revocation of citizenship means removal from office.

4. The Administrative Triumvirate
The enforcers of the Codex and Constitution. The Do-ers.

A. Powers

  • Each member has the power to enforce the laws of the Codex. This means punishing anyone who breaks them.
  • Each member may grant moderation powers to members, dubbed Adjutant Moderators. The specifics of this power, its limitation and Adjutant Moderator are defined in another document.
  • The Triumvirate is called upon to interpret the Constitution and Codex.
  • Anti-Founder Veto. The Administrative Triumvirate, if in unanimous agreement, which must be publicly stated by each member, may veto and reverse any disciplinary actions (enforcement of the Codex) carried by Founder.
  • Access to the Admin Control Panel.


B. Internal Administration

  • Administrative Veto. If two Triumvirate Administrators are in agreement they can veto the ruling of the third and reverse his actions. This must be publicly stated by each of the two members.
  • Adjutant Veto. Any member can exercise his right to veto the ruling of an Adjutant Moderator and reverse his actions. This must be publicly stated by the member who is calling Veto.
  • Vote of No Confidence. Two of the Triumvirate Administrators may issue a Vote of No Confidence against the third. In this case a Referendum takes place that decides whether that Triumvirate Administrator is dismissed or not. A Vote of No Confidence may not be issued in the first week after the appointment of the Administrative Triumvirate. Each of the two Administrators issuing the Vote of No Confidence must state this publicly.


C. Appointment to office

  • Two of the three are elected via Popular Vote.
  • The third is appointed by the Archon.
  • A citizen must have been a member for at least 1 month in order to become a Triumvirate Administrator.


D. Removal from office
Any and all members of the Triumvirate may be removed from office by a Solicitation or a Mandatory Solicitation that requests the dismissal of a member of the Triumvirate followed by a Referendum with 50% approval. As with any government official, revocation of citizenship means removal from office.

5. The Convocation
Has the role of discussing, debating and voting laws which improve the community.

A. Powers

  • Pass Bills if the Bill Referendum for them reaches 50% approval or reject them if they do not.
  • Dismiss members of the government mentioned in their own "Removal from office section" if the Referendum for it reaches 50% approval.


B. Appointment to office
Any citizen who wishes so is considered part of The Convocation.

C. Removal from office
No citizen may be removed from The Convocation unless his citizenship is revoked.

6. The Overseer of Roleplaying
Guiding the roleplay community to a better tomorrow, improving the roleplay system.

A. Powers

  • Issue a Roleplay Solicitation. This Solicitation that is considered immediately valid unless it violates Codex laws and/or the Constitution. If the Bill Referendum, for the solicitation fails to gain 50% approval, the Overseer may not issue another one for 3 days.
  • Has the last say on enforcing and interpreting any RP laws.


B. Appointment to office
The Overseer is nominated by the Archon and must gain 50% approval in a Aye/Nay Referendum. If the Overseer is nominated but rejected, the same citizen may not be nominated again. After 3 rejected nominations a Popular Vote is held between the 3 nominees. Failure to appoint an Overseer in two weeks time after the election of the Archon may result in the Founder temporarily taking the position. A citizen must have been a member for at least 1 month in order to become a Triumvirate Administrator.

C. Removal from office
The Overseer may be removed by a Solicitation that requests the dismissal the Overseer followed by an Aye/Nay Referendum with two thirds approval. This kind of solicitation cannot be issued more than once per month. As with any government official, revocation of citizenship means removal from office.

7. The Founder - Voukras
Reserve Power, fail-safe against abuse.

A. Powers

  • Temporarily take the place of any inactive member of the Administrative Triumvirate until (s)he is replaced or (s)he returns from inactivity.
  • Temporarily take the place of an inactive Viceroy who is slated to take the place of an inactive Archon until either the Archon or the Viceroy are replaced or return from inactivity.
  • Enforce the laws of the Codex. The Founder's actions in pursuit of enforcing the Codex may be Veto-ed and reversed by an unanimous decision of the Administrative Triumvirate. If the Founder is a part of the Triumvirate, then a Veto may be issued by the Convocation if a Referendum with 50% approval is reached.
  • If the active population of the Forum falls below 7 members, the Founder may take full control until population levels are restored.
  • May forcibly remove the administrative capabilities of any member who abuses them.
  • May grant citizenship.
  • Irrevocable citizenship.
  • Irrevocable Admin Control Panel access.

II. Procedures

1. The Popular Vote

A. Validity
For a Popular Vote to be valid:

  • It must be posted in the Voting Rotunda.
  • It must stay open for at least 3 days.
  • The Counting Procedure must be completed after 7 days.
  • It must respect the Counting Procedure explained in this section.
  • All the candidates and the office they are running for must be clearly specified.
  • All the candidates must valid. They must fulfil the requirements for the office they are running for.
  • All citizens, with the exception of banned ones, must be able to read and post in the thread.


B. Vote validity
For a vote to be valid:

  • It must be posted in the corresponding Popular Vote thread.
  • It must not be edited. If the poster edits the post containing the vote it is rendered null and void with no chance for a re-vote. If the post containing the vote is edited by someone other than himself, the voter is given the possibility to re-vote. If any citizen whose voting post has been tampered with by an admin does not have sufficient time to re-vote the Popular Vote is rendered invalid.
  • It must contain a score from 0 to 9, or a 'No Opinion' for each candidate. If a candidate is not given a score or a "No Opinion" explicitly the candidate receives a "No Opinion" automatically.
  • It must be posted by a citizen.
  • The author of the post and the voter must the one and the same. No one may vote for someone else or relay his vote.


C. Counting Procedure
a. Procedure :

  • The scores of each candidate in part are added up. This is the Total Score or Sum of each candidate.
  • The Total Score of each candidate is divided by the Number of Votes or Count that each candidate has received. This is the Average.
  • The candidate (or candidates in the case of a multi-winner Popular Vote as is the case with the Administrative Triumvirate) with the highest Average wins as long as (s)he possesses at least half the Total Score as the candidate with the greatest Total Score.

Completing this procedure is called 'Execution'.

b. Validity In order for the Counting Procedure to be valid:

  • The execution (calculation, computation) of the Counting Procedure must be publicly available (readable by all Citizens).
  • The Counting Procedure must be done by someone other than the candidates of the Popular Vote.

2. The Referendum

There are two types of Referendum.

A. Aye/Nay Referendum
Used to appoint the Overseer of Roleplay and consult the Convocation on other matters, such as whether to repeal or modify Bills.


a. Validity
For a Aye/Nay Referendum to be valid:

  • It must be posted in the Voting Rotunda.
  • It must stay open for at least 3 days.
  • The Tallying Procedure must be completed after 7 days. The author of the Bill has the unique capacity to decide when to execute the Tallying Procedure (hereby closing voting)
  • It must respect the Tallying Procedure explained in this section.
  • If any, The candidate and the office (s)he is running for must be clearly specified.
  • If any, The candidate must valid. (S)He must fulfil the requirements for the office s(he) is running for.
  • All citizens, with the exception of banned ones, must be able to read and post in the thread.


b. Vote validity
For a vote to be valid:

  • It must be posted in the corresponding Referendum thread.
  • It must not be edited. If the poster edits the post containing the vote it is rendered null and void with no chance for a re-vote. If the post containing the vote is edited by someone other than himself, the voter is given the possibility to re-vote. If any citizen whose voting post has been tampered with by an admin does not have sufficient time to re-vote the Popular Vote is rendered invalid.

  • The execution (calculation, computation) of the Tallying Procedure must be pubilcly available (readable by all Citizens).
  • The Tallying Procedure must be done by someone other than the candidate of the Referendum.


A. Bill Referendum

a. Validity
For an Bill Referendum to be valid:

  • It must be posted in the Voting Rotunda.
  • It must stay open for at least 3 days.
  • The Tallying Procedure must be completed after 7 days. The author of the Bill has the unique capacity to decide when to execute the Tallying Procedure (hereby closing voting)
  • It must respect the Tallying Procedure explained in this section.
  • The Bill in its entirety must be contained the same thread as the Bill Referendum.
  • The Bill must not violate any existing Codex laws or the Constitution.
  • All citizens, with the exception of banned ones, must be able to read and post in the thread.


b. Vote validity
For a vote to be valid:

  • It must be posted in the corresponding Referendum thread.
  • It must not be edited. If the poster edits the post containing the vote it is rendered null and void with no chance for a re-vote. If the post containing the vote is edited by an administrator the voter is given the possibility to re-vote. If any citizen whose voting post has been tampered with by an admin does not have sufficient time to re-vote the Popular Vote is rendered invalid.

3. The Solicitation

A solicitation is a petition to the Convocation to enact, repeal, discuss a Bill or to dismiss certain government officials.

A. Validity
In order for a solicitation to be valid it must:

  • Be posted and publicly available in the Conference Hall
  • Be endorsed by 2 other citizens. Their endorsements must be posted in the solicitation.
  • The proposal must not violate any Codex laws, RP laws or the Constitution.


B. Progression
Once the Solicitation is deemed valid by the Archon or any member of the Administrative Triumvirate, the Solicitation becomes a Pre-Vote Discussion.

4. Pre-Vote Discussion

The Pre-Vote discussion is a thread in which members of the Convocation debate, discuss or/and improve a Bill, prior to voting.

A. Validity
In order for a Pre-Vote Discussion to be valid

  • It must be posted and publicly available in the Conference Hall
  • It must stay open for a minimum of 3 days.


B. Progression

  • After 3 days, only the author of the solicitation may post a Bill Referendum or Aye/Nay Referendum (whichever is appropriate) on this issue.
  • After 10 days anyone may post a Bill Referendum or Aye/Nay Referendum on the issue.
  • After 15 days the Bill Discussion is closed and a new Solicitation must be issued to re-open the discussion.

5. Mandatory Solicitation
