Jason O'Riell...well...Jason was a bit surprised by the discussion with Secretary Adair. He knew he was in no position to make official policy on state matter - he was sent after all knowing that the Northern government was unsure just what was Byronmandy's plans were - but his proposals were a bit surprising. Obviously, talks of joining a group of states as a counterweight to the influence of Monaco-Ville-Nice was to be expected. But the discussion on Denmark was obviously not what he or the nine other members of his entourage had expected. He knew the offer would be tempting to the Government but also directly involve the state in continental affairs. And that was something the Northern regime was not as keen in dealing with. However, Adair's surprise offer was seen as sincere. And he knew he could not sign off on anything specifically but was to report all information. So he said the details were very interesting and he knew that the First Minister and the President would be very intrigued by both the security arrangement and the Danish question. He thought for a moment, and then said he knew the First Minister could be in Davidor by the morning and she could send a delegation as an observer to Kasteel De Haar. He figured he couldn't gamble with Helene wanting to go whole hog on an alliance after securing a state visit from the Emir of Kuwait. The Northern government saw this as an amazing get and would put the state on the board. He assured the Secretary that the Minister would be very interested in these issues presented but she, as the head of Government, needed to engage in such talks personally. And she would have no problem coming to the city as soon as possible if it so pleased the Secretary. Phone close at hand to shoot a text to Helene, he waited for Adair's response, which the Northern delegation expected to be positive. |

Secretary Adair was glad to see that the Northern diplomats would at least consider the option, and was esspecially pleased by their decision to send an observer to the coming talks in the SUP. "I expected that you wouldn't be in a position to make such a decision, and the first minister will always be welcome here in the Republic. If you need to let her know, and talk privately, please don't hesitate to do so." he said to a rather stunned Jason. |

Helene Aremstrang and Jason Fillweed were stuck in a quandry. Over other states affairs. As always. Helene was in the process of getting to Davidor to meet with Byronmandy over the possible transfer of Denmark to the state. Considering the possibilities of oil and fisheries, the proximity of Copenhagen to Northead and Stuttgart would give North Chicanan open market access. But then again, North Chicanan would be stuck on the continent. And would be drawn into regional debates and conflict. Helene was far more hesitant to commit and observer to the conference between the United Provinces, Byronmandy and Vemeo than Jason was. Yet both knew with the Emir of Kuwait, an ally of Monaco-Ville-Nice, making a proper visit to the islands it would be wise to handle the observer status extremely cautiously and not be drawn into the war of words between MVN and the Provinces. And the state had no interest in ending it's neutrality on the current conflict in the Ukraine - which had already escalated past the point which Helene was comfortable with. "I mean really, does every state need to send oil or people to Vemeo just to woo them?" Helene thought to herself as he boarded the state airplane for the flight over to Byronmandy. She had not made he mind yet on Denmark - Lord knew just if the Danish and the Byromander population would want another state as a protector and she knew actual integration of the district into the nation would be overly complicated by the French Chicanans who would want more protections due to yet another region diluting the French polling power. She did have Union-Lib support, which surprised her, and she figured she would make a final decision after meeting with Adair. After arriving in Davidor, she set to task trying to formulate an agenda for discussion. She preferred to plan while switching suits for meetings, making sure the ash gray suit she chose worked well with the bright red shirt showing her party loyalties. Denmark would obviously be on the list, as would military arrangements. She also decided to ask about the arrangements that Byronmandy had with Darjistan - O'Riell mentioned that Adair was certain their treaty would be nixed. It would be worth knowing what they had agreed upon and see if there was any benefits to it. Affixing a small treble star to her lapel to honor the Chicanada of old, she was off to see what she could accomplish. But she wanted to keep cautious, for the last thing she wanted for North Chicanan was to be pulled in on the wrong side of the regional discussion or be tied to obligations that were impractical at best and outlandish at worst. Upon her arrival at the Center she was quickly escorted into Secretary Adair's office. |

Secretary Adair stood as soon as she entered. He walked briskly over to her and shook her hand. “It is truly an honor to have you here in Byronmandy Ms. Aremstrang.” He signaled for her to sit at a chair near his desk, while he took his own seat. “I’m sure you’ve been caught up to date on everything that’s happened so far. You have agreed to send someone to the ongoing conference in Kasteel De Haar, which I must say Byronmandy greatly appreciates. And then also we have this issue of Denmark. Byronmandy no longer is interested in keeping it. Our original intentions of occupying that land around the turn of the century was to position our army at a very strategic and unstable place so that we could, in essence, bring stability to an entire region through control of this one strategic point. Since then however, northern Europe (minus the GFR) has become one of the most peaceful and free places in the region. The cost of garrisoning and running such a protectorate now outweighs our economic gains. We believe that North Chicanan would be the best nation, out of our local choices, to acquire Denmark. Your stability, prosperity and freedom played no little part in our decision. I am curious as to what you have to say about the matter Minister?” |

"Obviously Secretary, we're flattered that your state thinks highly enough to take on such a task as the governance of Denmark. After meeting with the President and the general council who oversees the Districts of North Chicanan, we believe the state would be very willing to become entrusted with Denmark's governance within the St. Marc's Accord system. We would have to make some adjustments to appease French concerns over another English District, but both districts give their full support to the plan. Helene paused as Adair smiled with such a victory. "However, we are curious as to what Byronmandy would want from us in return. Transfering governance of such a territory for free, while always fascinating, rarely occurs." She actually surprised herself by pressing on. "I know you spoke to the Finnish Reich and while there is security tension between your state and the Reich due to proximity to Norway, we've been keen on starting an economic zone within the northern reaches of the region. As protector of Norway obviously Byronmandy would be invited to join the region as well as the Reich, with invitations to Vulkland as well. We're also considering inviting Celatoria and Cirsinus for these talks, which would focus on opening the region as a free-trade zone. No major entities, just more open borders. We're very curious about your thoughts on such a plan as well, Secretary." |

"I'm glad that you are willing to take on Denmark. I promise that you will not regret it. There is nothing that we wish in return, as the only thing we really sought was for someone from North Chicanan to attend the meeting in Kasteel De Haar and to assure that Denmark will be in safe hands. I cannot say anything more other than that obviously Byronmandy would be very pleased should NC decide to join in the future alliance. However we will respect any decision that you make and we will stand by all of our fellow democracies. The only reason that we are keeping Norway is because of my nation's fear of an eventual Finnish offensive in the area. We need to be able to maintain some sort of presence in the area to counterweight any threat of hostilities. We have the entire 19th division, 20,000 troops in Norway that will move upon the Finnish Reich should they think of ever attacking one of our fellow democracies in the region. As for a free trade region, I would have to talk it over with the president first. The alliance that is to be created in Kasteel De Haar is expected to be a military, political and economic agreement. Byronmandy has a treaty nearly prepared to eventually present as a first draft. In sense, the alliance would create a free trade zone between all of it's members so that they can support and strengthen each other. If this would happen, the Republic may be unwilling to have extra free trade agreements, especially if they would be supporting the dictators and monarchs in Helksinki and Castron." |

If possible, we would most certainly appreciate population data as well as the makeup of the population - Danish and Byronmander - and any other minorities. I believe that in time North Chicanan would be interested in bringing the region into full incorporation within the Dominion as one to three districts within the governing structure. We would obviously leave this to a vote for the people in the territory for we have no wish to impose our will onto an unwilling nation. As for Denmark's future, they will maintain the freedoms enjoyed under Byronmander rule and hopefully will continue to be propserous. As for our interest in a norther tariff-free zone, we obviously understand the concerns your state would have in dealing with the Finnish Reich and Celatoria. Our interests are normally both diplomatic and economic, and our government is both willing to work with states that may not have a government we prefer if we see a common economic goal at hand. Talks on the matter, hopefully forthcoming, may give us a break on the issue. We will continue to hold an invitation for an envoy from both your state as well as the Norway protectorate should progress be made on alleviating tension along the Finnish border. We are most interested in seeing what develops in the United Provinces, and my Defense Minister will be reporting back on the progress made to our government. Depending on your state's proposal and the changes made in discussion with others, the Government can make a decision on the best course of action on the plan." Helene took a pause for a needed sip of water. She hadn't planned on accepting the offer for Denmark and still was puzzled over the free offer of a transfer of the territory. She knew there was a small French contingent in the area, and the French Chicanan governments would quickly approve of a new District founded along those lines. Determining how to handle the Danish and Byronmander populations and their integration into Northern society would be a bit more perplexing but trusted a streamlined process for the citizens would help move the process along. She then said "I think it would be wise for our states to come to some agreement on the movement of people between Norway and Denmark. Once the territory has come under Northern control there will be some, if not many, Danes and Byronmaders who won't want to take on Northern citizenship or wish to maintain some ties to family in Norway. Since we have no current standing policy with other states for more free borders, I am curious how Byronmandy would wish to handle this issue. Not just for Norway, but for the Byronmandy as a whole - I would trust many citizens in Denmark would want an easier trip home and back and due to state policy visas tend to be a bit hard to come by." |

"I see nothing objectionable to Northern views included in this document and shall certainly see it pass quickly in our Assembly. I know that my deputies have already introduced legislation in chambers about the Denmark question, and it is expected to pass with a high quorum, allowing North Chicanan to begin the process of transfering Denmark to Northern control within a month's time. I believe we can have diplomats in Copenhagen and in Charlottetown within a week to begin meeting with politicians in the protectorate and start the process of moving the territory under Northern control. I am very pleased with the proposal submitted and look forward with this as a first step to greater relations between our states. I am curious if there is any other topics you wish to discuss at this time." |

Now if you don't mind, my undersecretary will show you the way out." And with that, the talks were at an end. |
