Neudorffer was exchanging text messages over his phone for minutes now, only to put the thing away and rise to speak: "Ladies and gentleman, I do believe we have more urgent matters to discuss than what is the strict definition of a threat to the peace. I have just received word that the civil war in Kiev has now ended. Now is the question, what shall Veomo be doing with the country? Grand Duke, sir, if you would allow me, I will here and now propose to you that the country be made temporarily into a protectorate, but not strictly under the jurisdiction of the Grand Duchy, but under the joint jurisdiction of the countries neighbouring it and the Empire of Monaco-Ville-Nice. I have authorisation from Cusum to request of you to allow Neoplanta to take part in this action, and to allow our troops into Ukraine. As to the final solution of the Ukrainian problem, it must be one that will satisfy both the people of Ukraine itself, but also the neighbouring countries, including our hosts, the Seven United Provinces, San Lumen, naturally Veomo, and Neoplanta. I do believe that the Stadhouder will agree with me on this issue, and so will others, I hope. I do apologise if I am being a bit rash here, but the issue must not be postponed, as the situation on the ground might yet change quickly, and we must decide whether we are do debate on it as a group cooperating to achieve a mutual goal, or not." He then looked around impatiently awaiting everyone's reaction. |

'I was not suspecting this change in events at all' said the stadhouder. 'But I do think it is an important matter to discuss here, because it embodies all this meeting is about.' He waited a few seconds and then continued 'I am asking all of you, because I am sincerely clueless... Do we know if Ukraine will stabilize with the rebels in control, or did we just replace a crook by a villain?.' |

"That question is the reason why we need to put in place a protectorate. Apart from having peacekeeping forces stationed there, we would also implement a provisional government until things went back to normal. Then we'd gradually give power back to the Ukrainian people, keeping a close eye on destabilising factors. That is the way Neoplanta would like it to be done; I am most interested in hearing all of your ideas." - said Neudorffer and took a good drink of water. |

Lovell had got his texts around the time Neudoffer rose to speak. "Finally, something interesting," he thought as he wrote Helene the Neoplanta proposal. She authorized him to speak, so he took the initiative. "North Chicanan has no knowledge about the new opposition that has seized power in Kyiv, but we have supported their calls for democracy and quick resolution to conflict. We've also expressed a willingness to send peacekeepers to Kyiv to assist the new government in stabilizing for a three-month mandate. I do await word about the proposal Neoplanta has suggested, although I suspect our government is curious as to why the Imperials would be involved in any management over the region when this should be delegated by Neoplanta, the United Provinces, Veomo and San Lumen. I have also been asked to see what specifically what Veomo would want done in the region, as they have amassed many troops within the Ukraine and the Northern government has some concerns over the future viability of the Ukraine as a state. For the moment, while the Northern government views the new Ukrainian government with skepticism we are willing to aid any state seeking to improve democracy and civil rights in the government, and have issued our support for the new government. For now, of course. Should evidence arise that shows the opposition does nothing to aid in the Ukrainian population we would have no issues in reversing position. In the end, the Northern government expects all states to respected the sanctity of Ukraine as an independent state with it's current borders fully intact." Lovell eyed the Grand Duke, awaiting his response to the issue. He figured talks in Vienna amongst the monarchs would focus on the Neoplantan resolution and the Northern government was not sure if including Monaco-Ville-Nice when they aren't within the neighborhood was wise. And Helene was more concerned about making the Ukraine a protectorate and then states partitioning their portions within their borders. Or Veomo claiming all of the territory on their own. He figured they might be alone in their fears but at least someone was issuing something resembling a rebuttal.. |

During the brief snack break, the Grand Duke was at the phone with Premier Kendar, so now, when those questions popped up, he had already a mental plan on how to proceed. "Mr. Lovell, Mr. Neudorffer, I truly understand your concerns on the current situation of Ukraine, even more now , Mr Lovell that you decided to have a step in the continent. We still have too little information on this Dmitri guy, and we are very concerned if this UDO movement is what they claim to be. For now all I can advance to you is that there is a very good chance that this Dmitri guy is closely related to the extreme right movements of Ukraine, a sad opposition that grew stronger during Goykov regime. We have no intention to leave Ukraine until we are sure that what we leave behind are the seeds of a better nation than it was. From this very moment I have ordered a complete cease of hostilities against Ukraine, for what I'm concerned this war is over. The Grand duchy will consider the Ukrainian Territory as a Protectorate, and our troops will remain stationed in it providing the necessary assistance. Provisional airfields are been built, and roads are been cleaned and secured so that the refugees can make a safe trip home. Special demolition teams have already begun to implode structurally damaged buildings, and new ones are being designed as we speak. So far these are the measures taken by the Grand Duchy that I can inform you and don't represent a risk to the security of both the newly, still at close observation, formed government and the Grand Duchy." The Grand duke knew it wasn't precisely what they wanted to hear, but it was the truth. He waited then to hear what they would say... |

Lovell would easily admit he was surprised that the Grand Duke would be so bold as to exercise full control over the Ukraine. And judging the face of Mr. Neudorffer, he wasn't the only one surprised. "So I take it from your remarks you have no interest in the Neoplantan offer?" He was more skeptical of the Imperial interest in the Ukraine and just what they were trying to pull on Neoplanta but Lovell figured Helene and Jason would rather have the Pharaoh and Queen oversee sections of the Ukraine rather than leave the entire state to Veomo. He also was curious what the Ukraine's other neighbor, the United Provinces, thought on the matter. And most importantly, just how Byronmandy would strike on the matter. Lovell figured the Byronmander view on the issue would either make or break any hopes of North Chicanan joining any agreements made in the conference in the near future. He quickly sent a text to his bosses that the Northern government should stay in touch with Neoplantan officials on the matter. If all else fails and Byronmandy chose to keep Veomo closer and out of the Imperial influence, maybe a third approach to regional diplomacy would be in order between the two states. |

Neudorffer had mixed feelings about what the Grand Duke has just said, ignoring his proposal altogether. "Sir, I again bring to you the request - no, the demand! - of Neoplanta for us to be allowed to help you in this great and difficult task of introducing law and order to the Ukraine. We will not allow you to handle a question of such importance to regional peace and stability on you own, this is a problem that needs to be addressed by the region as a whole. We were already most dissatisfied with Veomo suddenly attacking the Ukraine without prior discussions with the other neighbours of the country, and now you must acknowledge that you are not alone in dealing with this problem." Neuforffer's eyes were teeming with determination, and he would not be denied. He has received his orders from Cusum, requiring him to make the Grand Duke yield. Veomo was not to be allowed to control the Ukraine by itself; that was far too risky, the possibility of Veomo forcefully integrating the Ukraine was impermissible. But as things were going, he was hoping that MVN will better represent the plan in Vienna. |

'Sorry to interrupt you, but I find this highly interesting.' said the stadhouder, trying to soothe the minds a bit. 'We have a difficult matter on our hands and I think that if we can handle this reasonably we prove that we are able to handle anything.' He thought it would be the most honest thing to speak his mind and thoughts whatever they might be, and so he did. 'I understand that there is a certain doubt at this table of the Veomese intentions concerning the war on Ukraine, which I must assure you, is a legitimate war in the opinion of the Seven United Provinces. However a war for the sole purpose of territorial gain is not legitimate, and we will not support that. For the moment I do not find that thought proven, merely a possibility for which we can ask an explanation by the Duke.' He looked the Neoplantan minister in the eyes and said 'We are supporting this war at the moment, we even made our territory available to do so. Because, I repeat, the war itself is completely legitimate. However, if it might turn out to be for all different reasons than we thought our support will be ceased immediately. But, let us wait with making hasty demands until we know all the details.' Then he looked at the Grand Duke and said 'Sir, please enlighten us on three matters. The first one being your initial intentions for this war, and your intentions at this moment in time. The second one being why you declined the Neoplantan proposal. And finally the third, do you understand our concerns?' He concluded with 'Please I am not attacking you at all, these are the questions by a neighbour and a friend if it is up to me.' Silence fell when Baaper de I van Voorne-Putten waited for an answer. |

Kavh heard with attention, such response was expected he though. After the stadhouder spoke, the Grand Duke took a brief moment before answering: Ease my friends, I believe you misunderstood my remarks, I never said I had no interest in the Neoplantan proposal, I just informed you on what was being done and how would the Grand Duchy proceed on the general matter. The war is over, but we still have no real idea of how their self proclaimed leader is, yes he called for elections and spoke of democracy, but until any of those happen, he will still be a self proclaimed leader for all the purposes, and that's how the Grand Duchy will approach the matter. As to the Stadhouder's concerns: Firstly, as to my initial intentions were to put a hold on the Ukrainian menace against the Grand Duchy. Such menace fueled by the Goykov regime, now came to an end, and so the war is over. My intentions now are to heal Ukraine, fixing the scars this unfortunate, but necessary, conflict left behind, for such the Grand Duchy is already working on it as I told you before. I am aware of the great suffering it caused to the Ukrainians, but as I also told before, I have no intentions to leave until I am sure that what we are leaving behind are the seeds of a better nation. Secondly, as I already said, I did not declined nor accepted the Neoplantan proposal, I do believe though that it is something to be discussed, further and in more detail, when our friends from San Lumen are present. Mr. Neuforffer, perhaps you are not aware of, but I have no obligation to discuss anything concerning the Grand Duchy national security with neither of you, but I understand your dissatisfaction and I do not expect you to understand my reasons for not waste time on a prior discussion it with you. Baaper I understand your concerns, but at least until we have more information on this UDO group and on this Dmitri fellow, things will go on as they are. I will not let anyone take advantage of this situation." Silence once again fell on the room. The only sounds were those of messages being text and notes being taken. |

The stadhouder started laughing and said 'Fair enough! I can assure you that our stance considering the war on Ukraine has not been changed. Your intentions are honorable and therefore our help will be guaranteed, if needed we are always willing to increase efforts from our side. However expect us to ask questions, for clarity is the best basis of fellowship.' 'It would be good to discuss a joint operation to stabilize the Ukraine, we are willing to help in any ways possible.' |
