"Looks like all that's left then is to iron out the frequency of the annual meetings. How about something in the middle, perhaps four meetings a year, every three months?"

Article I: Purpose

The purpose of the Vienna Alliance is to strengthen relations between its member-states, by coordinating their policies to achieve effective cooperation between them, and to safeguard their independence and sovereignty, through means of joint-military exercises, economic ventures, open discussions - especially of complaints and or grievances, and a lessening of travel restrictions, all of which will be described in more detail in the following Articles.

Article II: Membership

(1) New members may be admitted following a;
---(A) Probationary period
---(B) A 2/3s vote in favor of acceptance by the General Assembly

Article III: Visas

(1) Travel Visas
---(A) Travel visas between member states shall be reduced in price by 20% from their current prices.
---(B) Travel visas shall be valid for 30 days before renewal is required;
------(a) Renewal can be done online though a citizen's government website, which each government shall set up.
------(b) Renewal can be done in person at their nation's embassy or consulate.
---(C) Travel Visas cannot be denied without good cause.

(2) Student Visas
---(A) A student visa shall be valid of the length of the student's education. After their education is complete the student may apply to convert the Student Visa to a Residency Visa, and be allowed to stay in the host nation for the duration of the process.
---(B) Member states may institute a system to determine which students are eligible for financial aid from their home nations while studying abroad. Host nations shall not incur the educational and living costs of a foreign student.

(3) Residency Visa
---(A) Citizens of member nations may file for residency in another nation.
---(B) Granting of the Residency Visa shall be at the discretion of the nation which the citizen wishes to emigrate to. If denied a citizen has the right to an appeal.
---(C) Residency Visas shall be valid indefinitely.
---(D) Residency Visas shall apply only to a citizen's immediate family, extension to extended family remains at the discretion of the nation which they wish to emigrate to.

Article IV: Military cooperation

(1) Joint military exercises for all branches shall be held annually.
(2) Command of military forces shall remain with their respective nations, unless delegated otherwise.
(3) If any member is attacked by and outside nation, other members shall provide military, economic, or humanitarian assistance to the beleaguered nations. However this obligation does not arise is the member nation is the aggressor.

Article V: Conferences

(1) Annual Conferences
---(A) Annual Conferences will be held once every three months, on a rotational basis - each time taking place in a different member-nation.
---(B) Time on the agendas of each conference shall be made for the purpose of airing and discussing any grievances a member nation may have with another.
------(a) This provision shall be the accepted method of redressing issues. Member nations shall not go to war with each other.
(2) Emergency Conferences
---(1) As the alliance capital, emergency conferences shall be held in Vienna for expediency and as to avoid confusion.

Article VI: Regional Offices

(1) Overseas offices
---(A) Member nations may set up regional offices in each other's nations.
---(B) Existing embassies and consulates may serve the same function.

Emperor Julii read though the draft, and motioned Colonel Almathea to retrieve the document. She placed it in front of him, and when he held his hand out over his shoulder, with two fingers and thumb extended, she placed produced a fancy and expensive looking fountain pen from a pocket and place it in his hand. He then affixed his signature for the Grangale Empire across from King Dizwhar's signature.

"The Grangale Empire is now officially a part of the Vienna Alliance. We look forward to working with you all."

Queen Cleopatra looked over the document very carefully and then nodded her head. She motioned for an aid to take out the gold and jewel incrusted royal pen. The aid walked over with golden box and opened it revealing the pen that shimmered in the light. The Queen took the pen and signed the document on the below the other two monarchs in her trademark massive signature. With a smile from the Queen it was done and she said "There we are. It's done then, the Empire is officially a part of the Vienna Alliance.".

King Jason looked over the document with a critical eye and nodded in approval. He motioned for Mayor Oswald to pull out a special pen. It was brown with a moonstone on it. King Jason graciously took the pen and signed the document with his signature below the three other monarchs. "There you have it. The Kingdom of San Lumen is now officially part of the Vienna Alliance.''

King Edward read it carefully, before signing it with a neat fountain pen he had withdrawn from a pocket. He signed the document with his neat, legible signature.

The Grand Duke read the document carefully. Then he got a fine silver and garnet fountain pen from the inner pocket of his jacket and placed his signature under the ones of the other monarchs. "The Grand Duchy is proud to become part of the Vienna Alliance."
