While Emperor Julii was enjoying his breakfast, some of the cooks at the Palace could learn a thing or two from the cooks here he thought, Colonel Almathea leaned over and whispered something in his hear. "Colonel Kiryu reports that the Grand Duke of Veomo has arrived." She whispered. "Oh..." Weren't they just involved in a war? He thought. While the others were caught by surprise when the large doors were opened and a royal butler entered, Emperor Julii keenly observed the Grand Duke's entrance, eager to meet the new rival. His mentor and predecessor always taught him to prepare for the unexpected, hence ordering Colonel Kiryu to remain on stand-by outside in the lobby and to report any changes and relay them through Colonel Almathea. Emperor Julii stood with the others to welcome the Grand Duke. |

When the Grand Duke came to shake hands with the Pharaoh and Queen the Pharaoh introduced his Queen "Ahhh Grand Duke Eirm glad you could join us. This is my wife her Royal Highness Cleopatra VII." Cleopatra smiled warmly and greeted the Grand Duke "Wonderful to meet you finally" she said while shaking the Grand Dukes hand. The Pharaoh then jokingly said to the Grand Duke "And I thought I was the one to cause a stir in the region." both men shook hands and laughed. After the greetings though it was back to the start of the meeting. |

The Grand Duke was a bit younger than King Jason had expected. He was very impressed by his candor and charisma. The breakfast went on for a little while longer. King Jason and the others talked amongst one other getting to know each other and their countries. The Emcee Mayor Oswald got to the podium once again and reintroduced His Royal and Imperial Majesty King Jason Von Habsburg. As King Jason walked up to the podium he pretended to not notice the picture behind him. "Thank you Mr. Mayor. I hope you all enjoyed the fine breakfast. Now let us get started with the meeting. First of all I would like to say you are a great Master of Ceremonies Mr. Mayor. My Great Great Grandfather would have been honored to have you in his court.'' King Jason said slowly as he turned around to glance at the picture on the easel behind him. "Grandpa, I didn't know you were invited.'' King Jason remarked to which everyone in the room laughed. "The portrait behind me is that of my Great Great Grandfather, Emperor Franz Joseph I the man who made this country possible. It was because of his cunning leadership and brilliant mind the Habsburg Monarchy survived the Revolutions of 1848. While the Balkans broke away, Vienna secured its upper hand and held unto the the core regions but the unrest continued. In a unexpected turn of events he sided with the revolutionary forces of Garibaldi and achieved the unity of Italy. My Great Great Grandfather took the throne of the new nation becoming the first Emperor of San Lumen. Soon after Malta and Switzerland would join the Kingdom. My ancestor is the reason we are gathered here today in the great city of Vienna. The name Vienna as Queen Catherine so eloquently spoke embodies monarchy. In fact I often wonder why the city isn't included in the definition of monarchy.'' The King said getting a good chuckle from the audience. "This beautiful city was the capital of the Habsburg Monarchy, the birthplace of my Great Great Grandfather, and today the judicial capital of San Lumen. Today this great city is host to a summit that will form a new alliance. I look forward to a lively debate and in depth discussion. One more thing Emperor Julii you mentioned outside you liked my outfit. Milan, Italy has many leather markets and the region is known for its leather. I do however once again thank you for the complement. You all are dressed fantastic.'' King Jason said getting a good respond from those in the room. "With any further ado let us begin the discussion.'' King Jason continued as microphones where brought out and placed in front of each head of state and and the room was rearranged so everyone could see one another. The Queen received a urgent text message on her blackberry from newly appointed Foreign Minister Nelson Beaudelairen. Scrolling through her texts under the table to avoid looking rude she read that Minister Beaudelairen had texted her informing her that he had heard through back door political channels that the Conference in Kasteel de Haar had been a failure with the issue of the Ukraine being the major hang up. The Queen slid her phone to the Pharaoh who began reading the message as the Queen began to speak knowing this was an important event. "Esteemed colleagues, I have just received word the Conference in Kasteel de Haar has been ended in failure. The democracies of the world let there differences pull themselves apart and in the end divide them. We here must learn from there failure and not let our differences pull us apart but rather look to understand our differences and gain unity and strength from that understanding. That being said we are all gathered here in this city of great monarchs for one reason and that is the advancement of monarchies into the 21st century. Sure there are those who may try and vilify us and use aggressive tones to make us out into things we just simply aren't. Ultimately however in the end we're here to join together and in that unity collectively become stronger from it. Let us make certain we use this Summit to do this and not let our differences drive us from this one goal we all share in common." The many monarchs all nodded there heads in agreement though many were stunned by the news coming out of the SUP. |

King Dizhwar began to speak into his microphone. "The collapse of the conference in SUP is indeed shocking news. After the steam it seemed to have going into it. That goes to show just how important protecting our forms of government are in this day in age. While democracies around the world would seek to spread their views, and methods of rule on others, often in times of crisis they can, at the heart of it, be shrouded in so much bureaucracy, and personal indecision that they are incapable of action. This should serve as a lesson to build from, for us, may we see the bigger picture, aim for the greater good, and not let a minor conflict waver our resolve." King Dizhwar took a swig from his glass of water, then continued. "That said, I believe great things can come from our collective cooperation, in terms of economics, the sharing of cultures openly, and an offering to protect friends from harm that seek them out on a daily basis. I have read in the news of the Piracy issue affecting most notably the Grangale Empire, it is an organization like we have come together to create, that can provide assistance where assistance may be needed, or wanted. Friendship is what this is about. If we can agree on the broadest level, it will come with greater ease, whittling down the details of our partnership." With that, the King sat back into his seat, and looked forward to hearing what others thought about what he'd said, or any other ideas that were on their minds. |

King Jason thought for moment about the stunning news out of the Seven United Provinces. It was even more than unexpected than the arrival of the Grand Duke. He switched on his microphone and spoke. "I wholeheartedly agree with the remarks posed by King Dizwhar. It is only through unity that we can ever hope to maintain good relationships between us as a whole. Great things can come of collective cooperation. Economics for one as already said and a sharing of cultures. I propose the idea of fair trade agreements between us especially with the Grangale Empire. Regarding military assistance the notion is a good one. Piracy is an issue that our proposed organization can deal with along with many others. It is however important that we respect each others sovereignty as a nation. For example some in Florence have expressed sovereignty concerns about the creation of an army that is ruled by one consulting entity. Instead this collective protection that King Dizwhar so admirably brought up should consist of soldiers and equipment sent by every member nation of our organization. It would allow for the smoother transition of supplies as well as forging close relations between our militaries. Emperor Julii finished chewing his bite of his pigs-in-a-blanket breakfast and took a drink of his grapefruit juice to clear his mouth, and reached for his microphone. "We would like to say that We agree whole heartedly with King Dizhwar's sentiments. We would also like to add that, that there is very much a place for monarchies in the 21st century. We are here today as monarchs because our people have faith in all of us to lead our nations in a fair, just, and responsible manner. Much like how one has faith that a doctor knows better than they in matters of health, the people have faith that we know better than they in the leadership of our respective nations. They have faith in the institutions, in the throne, and ultimately, pardon our expression, in the butt that sits upon that throne. If they did not we'd be dealing with revolutions and quite possibly be at the end of a rope, not meeting together here. Let us ensure that that great faith placed upon us is vindicated. Furthermore we appreciated the use of a round table for this conference, a statement that we all sit here today as equals." Emperor Julii took another drink from his grapefruit juice before he continued. "We propose that we take a more gradual approach to a unified organization. Instead of sitting here attempting to hammer out an inflexible agreement in the face of the unknown, We propose a much looser agreement with the ability to evolve and strengthen over time, a league of friendship, which we can craft in response to the times into the sort of alliance that is right for the times. A lasting union is one founded upon friendship and mutual respect in addition to obligations. We suggest that such a union may start though trade agreements flexible enough to bend to the ever changing times. Though joint military exercises, so our troops may become accustomed to working together in the event that the times calls for a united front. Though state visits and perhaps a laxing of visa requirements to travel between our nations and foreign exchange educational programs to foster a level of mutual understanding. A friendship that will evolve and strengthen over time. Most importantly, by gradually building up our ties, we can see the bigger picture as things progress, it was, We feel, this failure to see the big picture which ended the democracy's summit." |

The Pharaoh listened intently to the conversation and then felt compelled to enter in switching on his microphone. "I agree with King Jason, keeping our national identities in our armies is very important for the overall morale and cohesiveness of the force. A combined force such as the model in the old RTO (Rostov Treaty Organization) can only lead to many problems from everything from supply to language problems. I was never fond of the idea then and I am not fond of it now. It seems none of us are for that matter.". The Pharaoh took a drink from his coffee spiked with a bit of whiskey to give it some bite and began to speak again "It is however important that we develop channels of communication between our armies and I suggest we send liaisons from our armed forces to each member nation to aid in our communication process. As Emperor Julii has said joint exercises are a must between our nations. We can't hope to work together unless we practice together and learn our strengths and improve upon our weaknesses with one another. I see no better opportunity to start our military cooperation than presenting a unified front against eastern pirates. This would give our navies vital experience in combat and in dealing with one another. Certainly this would be an optimal situation for the start of combined operations.". The Pharaoh took another drink and delved right into the other issues and proposals "Free trade agreements, student exchanges, and the easing of visa requirements will all go a long way to opening our borders to one another. Through the exchanging of ideas between our peoples we can only hope to gain a better understanding of one another and build stronger ties of deep friendship and respect between ourselves. The Empire fully supports all of these proposals and believes they are paramount to any successful deal we here create.". The Pharaoh then turned and faced the Grand Duke "There has been some talk about Queen Cleopatra and I and our position on the Ukraine situation. While the Queen and I were in Neoplanta we heard the Republics proposal for a postwar plan for the Ukraine and heard the Republics unease about your invasion. The Queen and I believed this to be the unease and fears of all the neighbors of the Ukraine and believed the Neoplantan proposal best for not only the Ukraine but for that part of the region. With the failure of the talks in the Seven United Provinces and the major disagreement being the Ukraine we feel disinclined to propose to you any sort of compromise. If the neighbors of the Ukraine can't even come together in agreement, why should Egypt? Due to this lack of unity between the neighbors of the Ukraine and the recent findings about the UDO, the Empire feels it best if we leave this issue to you Grand Duke.". The Queen looked at the Grand Duke and nodded once speaking to her agreement of what the Pharaoh had just said without opening her mouth. The Grand Duke listened to all, nodded in many proposals, but it was not until that the Pharaoh spoke that he felt compelled to speak this day. He turned on his microphone. "Thank you Your Highness, the Ukraine topic is a rather delicate one, and I would rather prefer we discuss it in another moment, though we immensely appreciate your support." He sipped his tea "I agree with Emperor Julii, a flexible agreement that grow over time will provide us of much stronger foundations for this alliance than a strict piece of paper. Joint exercises will only strengthen our military, and I agree with the Pharaoh they shall be a must. Free trade agreements, student exchanges, easing of Visa requirements, are objectives I believe we must pursue on this meeting." He makes a short pause "Friendship shall be the utmost base for this alliance, with it we will be able to grew beyond our wildest dreams, without it, we are destined to failure" |

A grandly dressed fellow entered quitely near the end of the Grand Duke's statement, it was Celatoria's King Edward. Once the Duke had concluded his statement, he spoke. "I am King Edward I of Celatoria. My most sincere apologies for my delay, my plane suffered some turbulence over the alps and had to land briefly . I hope I can catch up with what has happened so far. It is my honour to be here amongst you." He then bowed slightly towards the Pharoah, in keeping with tradition for the Monarch of Celatoria upon greeting the Pharoah of MVN (a leftover from antiquity, when the Duke of Castron technically owed fealty to the Pharoah.) He took a seat and began listening intently to the conversation. OOC: Really sorry for not being here, some very important real-life stuff cropped up. |
