Queen Cleopatra and Pharaoh Mark Antony were both happy King Edward I had arrived. The Empire and the Kingdom of Celatoria had always enjoyed a special relationship and the Empire certainly wished any sort of alliance would include Celatoria. The Queen greeted King Edward and ran him up to speed "Excellent to see you King Edward! We're all glad you made it here safely and in once peace. Now that you're here I will quickly speed you up on what we've been talking about so far. We've discussed that all of our nations should work together militarily through joint exercises and the exchange of military liaisons, free trade agreements between our nations, student exchanges, and the easing of Visa requirements between all of our countries. King Jason spoke right after the Queen. "I'm very glad you could join us King Edward. It's great to finally meet you person. Better late than never.'' King Jason said. "I agree with Veomo's proposal of joint military exercises. The idea of student exchanges is a fantastic one and something i would be in favor of. Regarding trade though I'm in favor of fair trade over free trade. In the area of easing Visa requirements I'm curious to hear proposals.'' King Jason said taking a sip of orange juice. |

As with the Grand Duke, prior to the opening of the confrence room doors, Colonel Almathea leaned forward and whispered into Emperor Julii's ear. "Kiryu reports that King Edward I of Celatoria has arrived." Emperor Julii nodded and watched discreetly watched the door, and a moment later they opened. After the greetings Emperor Julii stood spoke. "Allow Us a quick introduction, Emperor Julii zi Grangalia XIII of the Grangale Empire" and followed with a short respectful bow. Emperor Julii sat back down and reached for his microphone. "We are in agreement with King Jason that a fair trade would be more beneficial to our nations than would be free trade. Just as we appear to be in agreement over keeping our respective military commands independent, We feel a fair trade agreement would have comparable benefits. With a free trade agreement We feel that we may inadvertently upset each other's economies." He took another drink from his grapefruit juice and spoke again. "In relations to easing of visa requirements, We propose placing citizens of nations represented here on a priority list for available visas if they are limited. Another option that may be explored here is extending the life of a work visa, and perhaps creating a visa for the families of those workers. Another option may be something as simple as lowering the fees to acquire a visa if the traveler wishes to visit any one of our nations. Regarding student visas for exchange and study abroad programs. We may explore the option of having students apply for an endorsement of sponsorship by our nations' respective education agencies and subsidize the student's living expenses and tuition while abroad. |

King Dizhwar was delighted to see King Edward the I of Celatoria arrive at the summit. He had hoped to see representatives from the Great Finnish Reich as well. He still held out hope they would make an appearance at some point. Readying himself to speak again, he switched on his microphone. "Emperor Julii makes a great point with maintaining a certain looseness to the foundation of this alliance; as the more simple any thing is, the less liable it is to be disordered, and the easier repaired when disordered. With that in mind, Darjistan is fully on board with joint military exercises, militaries that are to be maintained by and fundamentally for each individual nation, as they desire it. This allows a better preparedness for every nation, for any war taking place on varying terrain, it seems essential, for the safety of this alliance as a whole. On the matter of Fair Trade, over Free Trade, that too, is in my opinion, the most logical, and practical approach for our economies to allow greater stability of the region, and this alliance. The proposal of military liaisons is also a great idea. Darjistan is receptive to easing visa requirements for the citizens of fellow member-states, and the proposed student-exchange program. Agreed also with the creation of a special family visa of workers who choose to take their skills and expertise abroad - as I believe the production of that worker will be greatly enhanced should he have his family at his side. Among other economic benefits from similar situations. Perhaps a meeting of this sort could take place bi-annually, to share new ideas, or should more Monarchies choose to join our ranks. Or perhaps a more informal approach, that when a meeting seem most fitting, it may be called without regard to guidelines of any sort, but still allow some time prior for everyone to prepare. I can only see all of our countries prosper greatly from this unity we seek, and create here. The future is indeed bright." King Dizhwar smiled as he switched off his microphone and sat back into his chair. These ideas seemed most agreeable, and he felt optimistic for the future, of his nation, his people, and the friendships that were being forged here in the Hotel Imperial. |

King Jason was hoping representatives from the Great Finnish Reich would arrive soon. As a large nation and their location their support is important King Jason thought. "I'm very much in favor of the proposed student exchange program and the special family visa of workers who choose to take his or her skills and expertise abroad. The idea that you proposed King Dizhwar regarding meetings is a good one but I have a suggestion regarding it. I believe it would be best to combine both those proposals as they are both excellent. I too believe all our countries will see great benefit from the unity we are creating here. Also while this may be premature would anyone object to the headquarters of our alliance being in Vienna?. King Jason said as he sat back in his chair drinking some more orange juice. He was most pleased with proposals being discussed and the friendships being forged. The arrival of King Edward I was a most pleasant one, and the Grand Duke begun to have more hopes that representatives from GFR would arrive to the meeting. All the proposals being discussed were of most interest. Turning on his microphone, he begun: "I have no objection on that the headquarters of this alliance being in Vienna, even though I believe each of us can prepare a branch office in each of our capitals or cities we deem more fit to it. These would work also as facilitators of information for our populations. Fair trade is indeed the wisest choice for both our economies and to the health of this community, it will help to develop trust among our entrepreneurs and shall promote the building of stronger foundations for our markets. As to the Visas, the Grand Duchy has a long standing tradition of granting special family visas for workers from abroad, nowadays such visas are strictly bound to the primary worker visa, if that is void so are the ones of the familiars. What I believe may come to as a plus for our citizens, is also to facilitate the normal course through legal channels of permanent residence request." Kahv makes a pause then continues "King Dizhwar's ideas on the meetings, as were commented by King Jason are both excellent, I suggest combine both, perhaps with an anual greater meeting which should take place here in Vienna" the Grand Duke glaces at King Jason when mentioning the fair city of Vienna "or wherever we decide the Headquarters shall stand, while leaving the space open for more informal meetings to happen when deemed necessary, which could be held at any of the branch offices, or any other place fit to support such a meeting." |

King Edward switched on his microphone and spoke; "Thank you all for such a warm welcome. Regarding the placement of the headquarters of this alliance, Celatoria would have no objections to its being housed in this fine city, although it may possibly be too isolated for an international body's headquarters, being as inland as it is. We do not see a need for a general meeting to be held at the headquarters of necessity though, it is my opinion that the alliance would be strengthened if meeting were to be held in a different member state each time, allowing each monarch to fully experience the hospitality of his fellows. Whilst we acknowledge what is being attempted with the desire for fair trade, we see little advantage to it. None of us present have weak economies and we all have something desireable to offer. As an ardent supporter of free trade, I must propose it. It is my position, and that of my government, that free trade allows each country to maximise both exports and profits, to the greatest benefit of all. We would reconsider if there was a member of this alliance that would noticably lose out from this, but we do not believe there is. On the movement of people, we will happily relax the working visa requirements somewhat for alliance countries. This has already been implemented to some degree, so to continue it is natural. With our land-neighbour San Lumen, we would be willing to go even further, possibly removing all restrictions on travel. We already have such an agreement in place with the Republic of Byronmandy and we would have no hesitation in offering the same to San Lumen. We would also offer the use of our ports and road systems for the transport of goods on a reduced import tax rate, being as we are in the unique position of having ports onto the North Sea, the Atlantic, the Mediterranean and the Baltic, this may be of interest. We would also happily agree to joint military excersizes with anybody who desires them." |

Emperor Julii leaned over and switched on his mircrophone. "In regards to free trade We are concerned over possible unforeseen circumstances. For example We are concerned over what effect this could have on current employment rates. Would free trade result in outsourcing of jobs? An over reliance on each other is another scenario We are weary of creating. If we become too reliant upon on nation for a particular good, what will happen if a natural disaster strikes that nation and their output drastically decreases? We are also concerned about private companies taking advantage of free trade laws to carry out a price dumping to cripple competitors in other nations. We feel that at this time there are too many unknowns, to implement a free trade agreement. As with our militaries We feel it is best to keep our economies separate and independent. We are most concerned that a free trade agreement would result in a 'race to the bottom' effect and that could only serve to undermine the unity we are seeking to create here. |
