"While I prefer more of what Emperor Julii has proposed; I cannot, in good conscience, choose a path that risks a weakening of friendship between our nations. Whatever we choose, through the thick and thin of its results, no friend of Darjistan will be alone in their time of need. So, for the strength of the bonds between the members of this alliance, I am humbly willing to accept any proposal that all members are able to agree upon unanimously. As for Celatoria's proposal, I take no issue against it."

I as well take no issue with Celatoria's proposal. We should take things regarding the economy slowly. Trying to do to much at one time could have unintended consequences. Regarding proposals in seems we are in agreement about student exchange programs as well as loosening of visa requirements. Am I correct in saying so?"

"I believe so Jason. I also agree things should be taken slowly on what economies and military regards. To take a bigger bite than what we can chew can come with devastating consequences. I have no issues against Celatoria's proposal, although I believe that base industries are of utmost importance, and perhaps special considerations should be made for those."

(OOC:Sorry I've been inactive the last couple of days I was visiting family so I just had limited time. I will be back up to full speed though starting now.)

Queen Cleopatra VII and Pharaoh Mark Antony talked amongst themselves about the various proposals of the monarchs at the summit. Once they had gathered an Imperial position Queen Cleopatra switched on her microphone and began to speak on the Empires thoughts on the issues. "I would say we are all in agreement about student exchange programs and the loosening of visa requirements. We can make these and joint military exercises key parts of our alliance. I also am in agreement that this alliance will do well to be based out of Vienna. However I think it would be best if we have annual meetings revolving between the member nations. This will help get the people of all member nations involved in the spirit of our alliance and familiarize all of our leaders with our respective countries. The informal meetings I feel will do better housed in Vienna, which would be able to quickly hold a meeting.

As for the argument on trade the Empire favors the Celatorian proposal of reduced tariffs and slow opening of our economies. However vulnerable national industries need to be protected on a case by case basis. This is not to say that countries in our alliance can't independently seek free trade agreements with other nations in the alliance. The Empire certainly would be interested in more open economic policies with some countries that desire them. However we must only do what every country is comfortable with and then independently secure agreements with like minded countries. This will protect countries that feel potentially threatened by more open economic agreements, while allowing other countries more open access to foreign markets.

There are also a few proposals the Empire would like to make that we feel are paramount to this alliance. We must make sure that countries within this alliance never make war on one another while members of the alliance. We need a clause in whatever type of charter we come up with that stresses this and makes all nations within the alliance settle there disagreements in a peaceful manner. We must also decide if when new nations wish acceptance into our alliance how will we go about doing that? Will we vote on applicants or will we have some sort of over site committee?"

The Queen felt she gave the other monarchs a few things to think about as she switched her microphone off.

Emperor Julii considers the thoughts of the other monarchs and reached for his microphone.

"In regards to trade We agree with the proposal put forth by Queen Cleopatra. Such a proposal would address the concerns We have. In regards to ensuring that one member does not declare war on another. We propose that during annual meetings, a slot on the agenda should always be left for the airing and addressing of ant grievances one member has with another. As a conflict between any of two us will affect the whole, any grievances should be a matter that is addressed by all. Communication is key to preventing any points of contentions from spiraling out of control."

King Jason pondered what Queen Cleopatra said and was in agreement with Emperor Julii.
"I'm in favor of the proposal the Emperor has proposed regarding annual meetings having a slot on the agenda for expressing grievances one member may have with another. Through direct talks and compromise an agreement can almost always be worked out. I also agree with Queen Cleopatra proposal on trade. It satisfies concerns that I have in that area. Are there any other proposals anyone would like to propose for discussion?''

King Dizhwar came to the mic again.

"Like the Pharaoh, I have no qualms with member-states seeking trade agreements with non member-states. Anything that benefits that nation, without physically infringing on the well-being of this alliance, should be legal territory to pursue. I don't believe this alliance will have any enemies, starting out, and it is my wish that it not acquire any in the future, though it will be mostly time to dictate that.

I also think it prudent to institute some clause, to the effect that member-states of this alliance will not declare war on another fellow member; and I believe Emperor Julii's proposal of an 'airing of grievances' session added to future meetings would be the best way to conduct the prevention of any feelings that could build-up to any form of potential conflict. A mighty fine idea indeed.

Regarding the addition of new member-states. I personally, lean towards the method of calling a meeting, similar to this one, where each state has a vote whether or not to allow the applicant to join. An oversight committee, while surely plausible, should include every member, rather than a select few, unless a majority here can vote in favor of appointing a given number to head such a committee, and deem them fit to seek the best interests of the alliance. This is my opinion of course, I am plenty open to those held by all of you.

On a side note, does anyone here have any name proposals for the alliance? This coming together of Monarchies?"

Thus the King was finished for now, and resigned himself back into his chair, re-quenching his thirst with a couple swigs of water.

Pharaoh Mark Antony turned his microphone on and spoke.

"The Empire believes we should have a basic overseer for our applicants to take applications and also to recruit new countries. As well as this the overseer would ensure that any applicant meets the basic requirements politically that we have in order to be in this alliance. Then we feel it best that it be brought to a vote with all member nations participating. We feel 2/3's is a good number for acceptance into our alliance. If we lower it any more than that we could find ourselves with undesirable allies.

As for the name of our alliance what does the summit think of the Vienna Alliance? As said before by the beautiful Queen Catherine the cities name practically means monarchy.". The Pharaoh went to switch off the microphone and then quickly remembered "Oh yes, and we support Emperor Julii's proposal on grievances.". The Pharaoh then sat back into his chair and into his drink.

The Grand Duke then turns his mic on and speak "Emperor Julii spoke with wise, and I support his proposal on reserving a slot on the agenda for openly discussing grievances we may come to have with each other. A minimum of two thirds for accepting new members sounds reasonable to me, and I agree with the name proposed by the Pharaoh. It even has a pleasant sound in it."
