We ask that article 2B be changed from "A Student's tuition and cost of education materials such as books shall be subsidized by their home nation." to"A non-home nation in which a student is receiving tuition is not obligated to subsidise costs of education and educational materials.", as much education is paid for not by the student's home nation, but by the student themselves. It is a minor change, but one we feel would be of benefit." |

Emperor Julii leaned forward and switched on his microphone. "We considered that, however we are concerned that by having the student fund their overseas education that it would limit such opportunity to the wealthier citizens. Part of the purpose of the exchange student is for our citizens to experience each other's nations, and we feel this could also serve as another avenue in which less privalaged citizens may both receive and education and experience another country. Of course we don't expect every potential student to be accepted to study abroad. Who ever is allowed to go will of course be at the discretion of their home nation. We are willing to yield on this, but first We would like to the other's thoughts." |

Grand Duke Kahv approached the microphone and spoke: "Articles III and IV seem fine, with the 30 days modification. On the other hand I must agree with King Edward, perhaps a rewriting of the point should be enough, the burden shall not fall on the host nation, in this we all agree, but also we should apply such funds to subside those who actually need them to study abroad. Perhaps instituting a sort of scholarship program overseen by an International Committee of some sort? That way we can both level up our foreign students to a common level of basic knowledge and screen those who really require the scholarship from those who have the resources to study abroad by their own means." |

Emperor Julii spoke up again. "We believe that proposal addresses all our concerns, though We think that an internal scholarship committee in each of our nations to determine who will be eligible for financial aid would work out better." He called back Almathea and after quickly writing something down on another sheet of paper, sent her back to the projector. Article III (2)(B) Member states may institute a system to determine which students are eligible for financial aid from their home nations while studying abroad.
