Message from the Dutch Ministry of Defense to the Grangale Imperial Council
~Concerning Proposal

Agreed, maybe it is good to let the Dutch second fleet patrol the west side as she has always done. Then the Grangale 3rd fleet can put her efforts on the east.
Ofcourse, let us build such a facility. However, do not be mistaken. This undertaking will take decades and billions of dollars.
We are not aware of yor economical capabilities, but it might be necessary to attract international investors for the matter.

Ulrich Jürgen had been losing ships in the far east recently. It had been too much for him to consider altogether natural. If there is such a rise in piracy, how come the other companies aren't losing more ships, why is it always the MLC? Having built the entire company from scratch by himself, he knew best how things worked. Still, it took him a while to figure out that one of his top executives was in league with the pirates. He made him confess (he had his methods of financial intimidation): this guy had the entire crew cooperating, they acted the whole thing out. Since then, Jürgen was on top of everything again. This company was his life's achievement, and he would not give it up, even if it meant dealing with organised crime. Besides, he knew full well what sort of people were at the top of this pirate consortium. The kind that would not let him live if he'd stop doing business with them.

Alexandria-Monaco-Ville-Nice: Nelson Beaudelairen was sitting at the head of a large rectangular table inside the ministry of defense. Along the table was Defense Minister Ptah, Admiral of the Fleet Adama, many other military officers and intelligence officers including the chief of the Empires intelligence arm known as the Mukhabarat. Talk was of the new developments in the seemingly endless pirates saga and its links to the Ukraine war and Ulrich Jürgen. With the Royal family in Vienna the Queen had left the day to day operations of the country in the hands of the new Foreign Minister. This did not sit well with many of the upper leadership of the Empire. Who was this man? It mattered little, they couldn't voice there concerns and the Queen trusted him which was all that mattered.

Defense Minister Ptah was as annoyed as anyone about this newcomer and his quick rise. More and more the Defense Minister was losing power, first control of the army to the Pharaoh, then the flood of the Pharaohs San Lumenese generals that quickly gained favor in the Royal Court. Many of the generals that sat at this very table were foreign to the Empire. No doubt these men added experience and talent to the military, however the military was no longer run by men born of the Empire. It wasn't just the officers in the military, half the army was made up of mercenaries. Some of these mercenaries came from as far away as the Far East and Scandinavia. It wouldn't be long before he was replaced with one of these San Lumenese generals he thought. The Defense Minister sat steaming from these thoughts listening to the chief of Mukhabarat speak and looking at the Foreign Minister sitting at what he thought was his rightful seat.

The chief spoke quickly and to the point "We have hard intelligence that one of MLC's cargo ships that had departed Nova Zembla before it was closed down crossed the Strait of Gibraltar. We can be certain this ship contains at the very least small arms and RPG's and at the most possibly even tanks and APC's. This ship will be off the coast of Libya in a few hours. This puts us in a precarious position to say the least."

Defense Minister Ptah saw the opportunity to speak and assert himself in the meeting "We should intercept the ship and seize its cargo.".

The Foreign Minister sneered at the Defense Ministers comments and spoke "I suppose you think that will do us a lot of good.". The Defense Minister sat up proudly and yelled "And I suppose you think we should just let them pass! One of those liberal idealists aren't you?". The Foreign Minister smiled and calmly spoke "That's exactly what I intend to do.". Most at the table laughed at the Foreign Ministers remark. "Suppose we just let them give the rebels a division of tanks to?" said the Defense Minister to more laughs. The Foreign Minister snickered and stood up pacing back and fourth before speaking "Obviously the though hadn't came to you that in order for these weapons to reach Kiev they first would have to go over land, through Veomese territory. That would require extensive rebel support from within Veomese occupied Ukraine. No, I wouldn't raid a ship when I could bring down an entire ship and the support needed to smuggle those weapons.". The Defense Minister sat back in his chair knowing he had been defeated and the ears perked up of the other men at the table. "We will have our intelligence satellites follow the freighter and once it docks in the Ukraine we will alert the Veomese. That way we don't raid a Neoplantan freighter and at the same time support our allies.". The men around the table all nodded in agreement and gained a lot more respect for the Foreign Minister was looking at a large map of the region on the wall. He then looked over his shoulder and slowly said "Dismissed.".

The ship Mercator, sailing under the Neoplantan flag, docked in Thessalonica, and was unloading its cargo onto several trains. One of these was to cross through San Lumen and reach the Provinces, from where its cargo was to be smuggled through the Ukrainian border by Dutch businessmen. Jürgen knew far too well that a direct approach could only mean disaster to his enterprise of supplying the Ukrainians with what they needed at this difficult time.

Commodore Ramius and Captain Jintao were inspecting the merchant ship when a junior officer approached with a phone. "Sir communication from Headquarters, they wanted to speak with you directly."

Ramius took the phone and after a one-sided three minute conversation returned the phone and sighed. He looked over at Jintao with a sly grin, "well buddy, this is one of those times I get to pull rank on you..."

Ten minutes later Jintao was on a helicopter back to the Venator. Stuck having to babysit some VIP... he darkly thought as he thought of a way to get back at Ramius. He decided to just wait on the flight deck for the VIP V-22 to arrive. Five minutes later, the V-22 arrived, it was painted white with red and gold stripes denoting and Imperial Government VIP transport. A young man stepped off with a pair of bodyguards wearing uniforms Jintao hadn't seen before. "Greetings and welcome aboard the GIS Venator, I am the Executive Officer of this ship Captain Tseng Jintao, I apologize on the behalf of Commodore Iskander Ramius, as he is in the middle of important business pertaining to our mission." Jintao said as he held out his hand.

The other looked around, before stepping forward to shake Jintao's hand. "I am Prince Alexi of Kransnodar, it is a privilege to be aboard this fine ship."

Jintao took Prince Alexi on a tour of the non-sensitive areas of the ship and explained their mission. Alexi mentioned that Krasnodar contacted the Imperial Government after their anti-piracy exploits became known. Krasnodar was looking to improve it's navy and decided to observe how the Imperial Navy did things. Jintao asked why the Prince did not just observe one of the main battle fleets like the 3rd Fleet. Prince Alexi responded that their navy was not very large and wanted to see how a small, mobile and flexible force operated.

SUBJECT: Nova Zembla

We agree with splitting the island into east and west patrol areas with our 3rd Fleet to the east and your 2nd to the west. We are also willing to station a detachment of our NBC warfare troops to help secure the dump site.

While our economy is thriving and we have a large defense budge that we would be willing to take from to build a small base on the island, this is a problem affecting the continent and seeking international investments would be a wise idea. We will bring this up to the Emperor while he is in Vienna, although we cannot make any promises at this time. However if not a large facility, we would be willing to construct a small basic outpost were soldiers can be stationed to keep an eye on things.

Agent Jinghua Li of the IIS read though the report from Admiral Farenheights regarding some of the wreakage that was recovered from Nova Zembla along with reports she had requested from Commodore Ramius, and a piece of the picture was begging to form in her mind.

The CEO of ArmsTech Kenneth Baker had been arrested and charged with corruption and fraud several years ago however he was acquitted due to a lack of evidence. ArmsTech manufactured much of the Imperial Army's vehicles, vehicles such as tanks, mobile artillery... and APCs... Baker had been arrested after several irregularities were found in some procurement records and it appeared that Baker was selling equipment on the black market. Of course there was still nothing hard, but between the large black market network that had been uncovered, the sale of arms to Ukraine and the involvement of a major shipping firm, it was as if she had sections of a jigsaw puzzle completed, but the sections had still to be connected.

Then there was the matter of Gregory Sokolov, CEO of Grangale Maritime Insurance and his meetings with a still unknown person in Neoplanta, likely a board member of MLC. One couldn't ignore the fact that he was making obscene amounts of money as a result of the piracy. While that by itself wasn't enough to raise any suspicions, but the fact that he had made several trips to Neoplanta was enough to raise an eyebrow or two.


Elsewhere...


Jürgen brooded over a letter he had received from Gregory Sokolov. He had met Sokolov on a few occasions, introduced to him by the very same director that had pulled his company into the front and center of the piracy issue and black market network that had recently caught the continent's attention. From the start he didn't like Sokolov, the man simply had "dirty" written all over him. But now, that didn't matter, and Jürgen wondered if he didn't just get pulled into a web of spiders.

I am pleased that you decided to take over you predecessor's role in this business venture. Our prior agreements with him and with KB were such that he received a monthly "kick back" from my company as a result in the increased profit we're reaping, to help fund matters on your end of the business. Even with the loss of the Northern Outpost there is still vast amounts of money to be made.

I'm sure you've received the shipping crate of drugs by now, and I have arranged for one of our pirate cohorts to "hijack" the shipment and put them on the market in Trans-Orient and in Ikaruga. We should receive a monthly stipend on that as well. KB has been busy setting up the new Far East Trading Company and the new Eastern Outpost where we can pick up from where we were forced to leave off.

Of course, I know it is unnecessary to do so, but I will leave you with a small warning. It is best not to upset our clientle, they are a rather, touchy bunch.

Alexandria-Monaco-Ville-Nice: Helios the chief of Mukhabarat was briefing Nelson Beaudelairen on the current situation involving the Mercator and its contents "You can see here by satellite images we were wrong on its destination. They were smarter then we anticipated, they docked in Thessalonica in Hellas. The contents then as you can see here (Helios handed Mr.Beaudelairen several photos showing the ship being unloaded and containers going onto nearby trains.) they unloaded the ship and quickly put the weapons onto four trains. Three of these trains are currently just into occupied Veomo. I've contact my counterpart in the Grand Duchy and I expect they shall be raided shorty. The other train traveled through the Kingdom of San Lumen and into the United Provinces. The train stopped in a boarder city with the Ukraine and its contents are currently being taken of the train.". With that the Foreign Ministers eyes lit up a little and he said "Really, now.". Helios nodded and said "We're quite certain.". Nelson nodded his head confident on what to do. Inform the Veomese to clamp down on the boarder and give them the location of this transfer point in the Provinces. Perhaps they can get the Dutch to do something about this.". Helios nodded in agreement with the plan. This wasn't the Empires fight, but clearly they had interests and investments in it with there new ally Veomo being so involved.

At Ukraine, the troops were ready, the tip had come from the chief of intelligence of MVN, three trains were coming from Hellas, and their cargo was at least suspected. As soon as they were in the territory the troops made each train hold their pace and begun to revise both their papers and cargo. Several small weapons were confiscated as well as many vehicles parts. The crews were placed under arrest, and would face trial on contraband as soon as the Grand Duke was back home.

Meanwhile, around Kiev the security was raised. Nothing would get in or out of the city without the knowledge of the military. It was a tactical siege, and would be maintained until the government said otherwise. Colonel Dmytro Zelenko was still going each morning to the UDO headquarters to attempt to get a meeting with the self proclaimed government of Kiev, still with no success. All the troops knew though that something was building up inside the city, and in the depths of the UDO.

At Baru Hurezumsa, Premier Gustav Kendar was walking worried in his office. The information from MVN was of great concern and yet not unexpected.

As soon as the information came by he contacted the Provinces government. Something should be done. Premier's suggestion was that a joint action should take place. A few squads of the Grand Ducal Army were mobilized to the Ukrainian side of the transfer point. They were of the Spec Ops Unit of the 1st Army Division. Their task was to remain invisible, they would be the shield to stop any of the smugglers that come into or work from Ukrainian soil.

'So the pirates are using or territory to smuggle goods into the Ukraine?' asked General in command Jan Pieterszoon Coen of the Royal Dutch Army.

'That is correct sir' replied an intelligence officer, 'the Veoman government contacted us to plan a joint action'.

The general looked angry 'Our territory is way too big... most of it is not even inhabited. We are simply with too few to control it all.... Conclusion: smugglers in our home without us even knowing it!'.

Het looked at the intelligence officer and said 'If the train is moving south towards the Ukraine, we will cut of the routes surrounding the train which the pirates could use to flee. This would give the Veoman special forces the space they need to attack the train. We will back them up if they get into problems. Please notify Veomo that we do not mind if they use our territory for this matter. They have complete divisions within our border already so a few more won't hurt. However, pirates that are caught on our territory will be taken in custody by our institutions. That does not implicate that we want other nations to stay out of it, that is not that case. We can decide internationally what to do with them later. However, anything within our nation is covered by the Dutch law and will be managed as such.'
