At Baru Hurezumsa the Parliament was in session, since the declaration of the end of the war in Ukraine, Martial Law had been revoked, and all returned to normality or at least near enough. But wasn't that meeting the most important one being held at the city. A few blocks from the Parliament, at the Ministry of Defense building, another meeting was being held. A meeting of the Collegium Basilæ, the oldest institution of the Grand Duchy, dating back to the middle ages, though with some changes from its medieval homonym due to the introduction of the parliamentary system. In a large screen, the image of the Grand Duke was present. "So, what are the news?" he asked "Major riots in Ixzaran. It seems the republic is falling apart. As to Neoplanta concerns, San Lumen confirmed their troops mobilization. The GCU reinforced our outpost on the borders of Ukraine." "Good. After all we don't want the Neoplantan rebels to take refugee within the debilitated Ukraine. Even more with the current Black Market issue going on. What you suggest on the Ixzaran issue, What's their navy status?" "Most of it is at the Mediterranean or at the Bosphorus. Though a large part is at the Black Sea, they seem more interested to attack each other than to attempt to savage the nation. As to Neoplantan Navy they have only one fleet at the Black Sea, near to the Bosphorus. We suggest to mobilize the second fleet." "I see." the Grand Duke made a pause. "Mobilize the Second to Kerch. Inform Krasnodar of the current events and our position to it. The First shall keep an eye to the Neoplantan Navy. Admiral Murdoch shall attempt to get in contact with the Neoplantan Naval Command and both fleets are ordered not to fire unless if fired upon first. Your first priority is to keep our people safe. I leave in your hands this mission." "Yes Your Highness! We are currently gathering our people at our embassies and consulates, the plan is to take them by air with the assistance of the First Aerial, security has been reinforced, and all our available personnel in them are in duty. Your Highness, we also got word from Celatoria, asking for calm and considered action, and reports of an attack to San Lumen's Embassy at Laurana City. Ambassador Sanovivich was confirmed as a casualty and probable target of the attack." "I see. Well do whatever needed to bring them home safely. Do you understand?" "Yes Sir" With that the conference came to an end and the Grand Duke returned to the conference. |

Somewhere above the former Ixzaran Republic Ibrahim Demir, an airline pilot with had been Ixzaran Air, got the 767 airliner off the ground and he and the refugees he had gathered had managed to escape the pursuing soldiers. "So where will we go?" His co-pilot Rasheed Sahin asked. "I heard of a country, far to the east, away from all this called Grangale. We'll go there and see if they let us in..." Ibrahim replied. "And if not?" "Well, we'll jump that hurdle when the time comes..." Several hours later Murska Air Base, Grangale Empire "Colonel we've got a pair of incoming bogies approaching from the east. they'll be entering Imperial air space in about 15 min." Lieutenant Petrov, a radar operator reported. Colonel Chernekov thought for a moment. Odd, they have Ixzaran Air transponder codes, refugees maybe? "Get two fighters on stand by and hail the two bogies." "Yes sir. You have the comm now sir." "Ibrahim, we're being hailed." Rasheed said, pointing to a blinking light on the console. Along the way they had encountered another fleeing ex-Ixzaran Air airliner that agreed to follow them. Ibrahim leaned forward and pushed a button. The speakers in the cockpit cracked and then a voice came though. "...is Murska Air Base of the Imperial Air Fleet, you are 15 minutes away from Grangalian Imperial air space, identify yourselves and state your intention." "This is Captain Demir, we have two airliners here fleeing the genocide in the former Ixzaran Republic, we have to place else to go and we seek asylum. Please, can you help us?" "What do we do sir?" Petrov asked. "Just after word of the collapse got out, High Command sent out a memo stating that we would allow a small number of refugees in." Chernekov looked over at a radio operation. "Get Domestic Security on the horn and have them deal with the refugees once they land." There was a few moments of silence in the cockpit before the speakers crackled back to life. "This is Murska, you are cleared to land on runway 3, remain in your aircraft and an officer from the Imperial Domestic Security Agency will meet with you and work with you from then on. |

Alexandria-Monaco-Ville-Nice: Two low level analysts named Hammed and Panza and a low level military strategist named Valerius were rushed through Imperial High Command headquarters. The headquarters was abuzz, officers, assistants, and analysts rushed around many holding files or status updates about what was going on in the Balkans and Ixzara. Large athletic men in black suits rushed forward and behind them were the analysts and strategists. They quickly burst through the ornate doors that unmistakably marked Defense Ministers Ptah's office. The analysts were stunned, none of them had a good idea as to why they were here. It seemed they were all doing there various research and then suddenly men in black suits were outside there offices and were rushing them here. There was one thing that united them however. Once inside the office they quickly were brought to the conference room. Sitting at the head of the large table was Defense Minister Ptah, along with several admirals, the Field Marshal of the Imperial Marine Corps, and several other Field Marshals and Air Marshals. The analysts were shocked to see these men, the highest ranking men in the Imperial army. They were quickly seated and the Defense Minister addressed them "Tell us everything about Nebulous.". The analysts suddenly knew exactly why they were there, it was there theoretical war game on a collapse of Ixzara. None of them even thought even one of these men would ever here of Nebulous, much less read it. Indeed they were correct, that is until Ixzara and Neoplanta really did collapse. The war game Nebulous was taken out of archives, dusted off, and sent to the high command. Hammed was the first to snap out of the shock so he addressed the High Command "Nebulous was our brain child. It was a theoretical war game, a theory on what would happen if there was an Ixzaran collapse and what the Imperial response should be. We theorized that an Ixzaran central government collapse would likely spell a vicious civil war between the various ethnic groups in Ixzara. This of course begged the question, what is the Empire to do?". Defense Minister Ptah looked intrigued "and" he said. Hammed nodded "Of course. We theorized that the best course of action for the Empire would be operation Nebulous. Nebulous would be a power play to secure Imperial dominance and safety during an Ixzaran collapse. The Empire can't allow Ixzara to fall into the hands of rebels and terrorists, and the south of Turkey is of vital strategic importance.". After a brief consult with the Queen and the Pharaoh it was decided to make operation Nebulous an operational reality. The 4th and 5th fleets were loaded with the Imperial Armies 16th and 17th divisions, while the 31st division of the Imperial Air Corps was airborne heading to Cyprus. |

Several hours later Ibrahim actually found himself in Directia, before the Imperial Council itself. "So tell us what is going on in there?" Clifford asked. "They're killing everyone... without the central government everything disintegrated. The military has broken up and is now lead by ambitious warlords, and now they're conducting genocide against each other. Please you have to do something! There must be something you can do to help!" Ibrahim pleaded. Clifford held up his hand, to calm Ibrahim down. "What we are going to tell you does not leave this room under any circumstances, is that understood?" Clifford said in an icy menacing tone. One that did not invite defiance. "I understand." "We have been considering this course of action. To deploy troops to Istanbul by air to turn the city into a safe zone. But before we can act, we need to know how will our troops be received? You flew out of Istanbul correct?" "Yes we did. The city itself is under attack by one of the warlords, Colonel Sami, who's systematically rounding up and killing the city's population. Colonel Kemal is attempting to defend the city but he is outgunned and outmanned." Councilor Reeve leaned forward and spoke. "This Colonel Kemal, were you in contact with him?" "Yes, he is my brother-in-law. He would welcome you in if he knew I had called for your help." Ibrahim responded. "Tell us about Colonel Kemal." Councilor Heidegger spoke. "He is a respectable military officer, opposed to the genocide that is occurring. Colonel Sami demanded that he join the warlord's army but he refused. At this point Colonel Kemal only wishes to establish as safe zone where refugees can be seek safety." "So why did you flee?" Arlington asked. "Colonel Kemal told me to. He told me to round up as many as I could and to take them and his sister, my wife, some where safe, away from all this." "Can you get in contact with the Colonel?" Ashley asked. "If his headquarters still stands, then yes." ---Several hours later--- The Imperial Council had approved Operation Oasis after Air Marshal Bader was able to have a teleconfrence with Colonel Kemal. Kemal HQ barely stood and he appreciated any assistance that he could get. Kemal's forces were the units assigned to protect the district Istanbul was in. A stubborn officer, he reasoned that because he was never given an order to stand down, his duty to defend the district still stood. Which put him between two warlords. The Imperial Air Fleet would deploy a squad of it's C-5 heavy transports to ferry several army units to the city, including and armored unit. Two squadrons of Rafales would fly escort with drop tanks. The Imperial forces would land at Ataturk International Airport, which Kemal still held, and establish their headquarters there. If naval support was requested the 5th Fleet would be sent to the region. The Council received word that the last transport had taken off and Arlington spoke up. "We've crossed the Rubicon, we're now on the continental stage..." |

Helene was annoyed. She was awoke by her secretary far too early and had to put on strong leader mode when speaking with leaders from Celatoria, who at least sounded like they agreed with the Northern view on bringing some sense of calmness and stability to the region. She reviewed the notes that the Ixzaran appeared to have gone a bit over the edge, and the Neoplatans had begun to splinter. The Serbian and Montenegrin presidents had announced their intentions merging as a single federation and invited other Balkan districts into the fold - a move she figured might prop up the new Hellenic kingdom in Athens but do nothing in the long run. She also heard the Imperials and the Grangale were moving military into the region, while the Veomese were apparently tightening the reigns on the Ukraine to prevent Neoplantan refugees from crossing over. She shook her head during the morning Cabinet meeting as Jason O'Riel discussed the movements of the monarchies - there was a clear sense they were on the verge of splitting the Ixzaran territory amongst themselves and giving Veomo all they needed to declare the Ukraine as part and parcel of their territory. Leaving the meeting, fully frustrated the region seemed to dine on chaos and instability at the expense of the democracies, she chose to contact the Foreign Minister of Monaco-Ville-Nice. She figured the Pharoah and Queen might be busy with affairs in Vienna but was aware the new minister had attended Oxford in Port Augustine (ooc: yes, London has been renamed) and could be more forthcomming with information. After connecting channels, she asked for the Foreign Minister to contact North Chicanan at his earliest convenience over the Ixzaran Republic matter. At the very least, she needed to keep ahead of the curve on the issue. The Union-Libs and Conservatives were antsy over Danemark-Chicander and she wanted to push elections for membership in the Dominion as soon as possible - Copenhagen was receptive and the southern territories were clamoring to join their French bretherin - and this matter would only further push back the issue before major elections next spring. She also pondered contacting the Stadholder in the United Provinces - since they were close to the region - and the President of Byronmandy. But she felt almost resigned to having to face the monarchies alone on the issue. |

Alexandria-Monaco-Ville-Nice: Foreign Minister Nelson Beaudelairen was just walking into his office in the foreign ministry when one of his assistants quickly opened the door for the Foreign Minister. The assistant was holding a massive coffee for the Foreign Minister as she did every morning, served just the way he liked it, black. As Nelson entered his office one of his aides quickly walked up to him and informed him that First Minister Helene Aremstrang of North Chicanan had rang and wanted Nelson to call her back with news on the Ixzaran matter. The Foreign Minister groaned, North Chicanan politicians were never his favorite. There was after all a reason he left the often chaotic North Chicanan political scene. Despite not being thrilled, he knew it was his job to call and he informed his aide "Alright, put me through to her.". The aide set about to work as the Minister retreated to his office. Soon the aide returned informing Foreign Minister Beaudelairen "First Minister Aremstrang is on line 3.". With this news Foreign Minister Beaudelairen sighed and slowly picked up the phone answering it in his slow, seemingly dark English. "Why hello First Minister Aremstrang. Returning your phone call about the Ixzaran situation.". After a brief conversation they got right into it "The Empire is in the beginning of preparing an operation in Southern Turkey to ensure the safety of our protectorate in Cyprus and the people in Southern Turkey. The democracies of the Balkan region and the Near East have failed and fallen and the monarchies of the East are now working to protect the people.". The Foreign Minister knew this likely wasn't what Helene wanted to hear, he however had no intentions of sugar coating things for her. ............. Liveras, Cyprus - Protectorate of Monaco-Ville-Nice: The busy Imperial Naval base at Liveras was operating at full capacity. Cyprus was home to the Imperial Marine Corps, housing the 1st and 2nd Imperial Marine divisions. The Imperial Marine divisions were elite divisions in the Imperial army specializing in amphibious warfare as well as serving as specialized infantry. They were now joined by the 4th and 5th fleets, which transported the 16th and 17th Imperial army divisions and the 31 Imperial Air Corps division flew into the Imperial Air Corps station in Nicosia. In Liveras the 16th and 17th were unloaded and the 1st and 2nd Imperial Marines were loaded into the 4th and 5th fleets. Once the Marine divisions were successfully loaded the fleets set sail. |

Helene never had the pleasure to meet Nelson while he lived in the islands, so she was a bit surprised to hear he spoke with a clipped Eastern accent suggesting he had lived in Port Augustine for longer than college. One day she'd consider asking about his family background - the name Beaudelairen was not a traditional name in French of English politics and she was most curious about the man the Queen trusted with affairs in the region. Besides herself. After polite exchanges Beaudelairen gave a brief answer to the situation. Helene was amused - she predicted the answer as soon as she had finished requesting contact with the minister - but chose to at least have someone outside the current conflict zone express their opinion. "Minister Beaudelairen, I do trust the instincts of the Imperials and their friends in the East to help stabilize the region and obviously the protection of Cyprus is paramount as long as the Ixzaran region is under anarchy. I am curious, however, if majesty Pharaoh Marc Anthony or her majesty Queen Cleopatra would be needing assistance outside the efforts of Grangale Empire in the region." She figured the answer would be no but chose to press her luck. "North Chicanan can mobilize her second and third Naval Brigade to the region to provide humanitarian assistance and reconaissance along the Ixzaran coastline, which would assist both the Ixzaran people as well as Neoplanta...and I suppose Yugoslav supporters in need of help." She had no interest moving two naval groups from beyond the Baltic but in times of proper crisis such as this, it would be wise to show some interest abroad. She chose not to hedge her bets by calling for states to not just claim sections of the region for their own. Helene would push the issue on the Ukraine with San Lumen privately and hope the Imperials had no interest beyond protecting Cyprus. |

The situation in the former Ixzaran Republic continues to worsen. We do not know at present time who is in control of the country. The condition of the Science Minister remains unknown. In other news after breaking away during the Revolutions of 1848 and becoming part of the Republic of Neoplanta, Romania 163 years later has issued a surprising and completely unexpected announcement. Alexandria-Monaco-Ville-Nice: Foreign Minister Nelson Beaudelairen was talking with First Minister Helene Aremstrang of North Chicanan and surprisingly semi-enjoyed his conversation with her so far. Typically he didn't like Northern political types, to concerned with getting reelected to actually do something. The First Minister at least didn't exude this to the Foreign Minister immediately. This meant he could tolerate the First Minister and didn't mind his dealings with her. However the Foreign Minister knew he didn't have answers Helene would like to hear "I thank you for your offer of assistance. I will pass your offer on to Defense Minister Ptah, though the Empire tends to avoid operating with armed forces the Empire is not aligned with or has previously trained with. So I will pass your offer on, but the High Command will likely turn it down. However the Empire would like to see a Northern mission to the former Republic of Neoplanta. The Empire is not currently pursuing a mission to Neoplanta, so likely a Northern mission would be quite needed. With the many ethnic groups and old enmities in the Balkans surely some sort of force will be needed to stabilize the Balkans.". Surely this wasn't an ideal answer for the First Minister but Nelson felt it was at least an attempt at a compromise. The collapse of Ixzara and Neoplanta were clearly the biggest events in the recent history of the region. Both of these countries were in the direct sphere of influence of the Empire and the Empire would see to it they had a large and possibly even direct influence in one if not both of there futures. |
