Call for an Emergency Conference at Vienna

The Celatorian Foreign ministry has issued this message to all members of the Vienna Alliance;

"Under the terms of the recently signed Vienna Alliance treaty, member states will not go to war with one another, however the civilian involvement that has taken place in the form of the destruction of a neutral airliner, as well as the weak justifcation that MVN provided for the war require action to be taken on our part.

We therefore feel that there is sufficient justification for the convening of an emergency meeting of the Vienna Alliance at Vienna, the location dictated by the treaty. Given the importance of the situation, representatives of each member nation must be able to act with the full authority of the government they represent.

The meeting shall, with the approval of San Lumen, take place at the alliance headquarters in Vienna tommorow.

Representation by a representative without appropriate authority will be treated as non-attendance and a breach of the terms of the treaty by the offending nation by the Celatorian government."

Chancellor James Bentham of Celatoria had arrived in Vienna earlier that day, having travelled with the King upon his return to San Lumen to hold talks with King Jason. He had informed the King of his plan to take drastic action, but had not informed him of precisely what, for he feared the King would overrule him.

By now, however, he knew his call for an emergency meeting would have been issued.

Emperor Julii had stopped over at Istanbul on he way back to Directia to survey the work being done to rebuild the city. Much of the city's infrastructure was restored with most places having uninterrupted running water and electricity, in addition many of the Army engineers had begun construction of permanent housing for the refugees who fled to the Safe Zone.

He was speaking with a local when Colonel Almathea walked up and whispered something in his ear.

"Didn't we just leave that party?" The Emperor said. Emperor Julii finished his conversation with the local and looked over at Almathea. "We'll need to bring Colonel Kemal or a representative of his with us, his voice should be heard."

Emperor Julii sent most of the Imperial Guards that were with him for the Vienna Confrence home, and only 16 accompanied him back to Vienna with a full squadron of 12 Rafales flying escort, for the emergency conference. He met with Colonel Kemal who was too tied up with an up comming offensive against General Metran and ordered his aid Major Zaide Sari to accompany the Emperor and serve as Kemal's voice.

The white with gold and red stripe Airbus A340 once again made way for Vienna. An hour after take off, the pilot switched on the radio to contact air traffic control "Vienna tower, this is Grangale One requesting clearance to land." the pilot said.


--- Imperial Council Chambers, Directia ---

"What is this about now?" Clifford asked "Wasn't His Majesty supposed to be returning home today?"

"Apparently an emergency conference got called in Vienna, about the war." Arlington said, just a slight hint of a sour tone in his voice. As if he didn't want the war to end just yet.

"The war should have been over after that naval victory, at least for us." Reeve said.

"What do you mean?" Arlington replied.

"We joined the war to fight off a threat. Byronmandy, with their navy crushed can no longer transport troops to the region so the threat has been removed. Further more we sent them a message that we would fight them, and a message to our allies that we would stand with you." Reeve said. "I just don't see why Monaco-Ville-Nice has decided to continue the war.

"Well in the mean time until anything is official we are still at war and the 6th and what's left of the 7th will continue to support them. Colonel Kemal requested the 4th Fleet, so we should be sending them back to their original mission. They're not equipped for a full scale battle anyway." Arlington said.

"They just released a statement saying they had no intention of attacking us." Raines said.

"Hmph, yeah, I'll believe that one when my crap turns purple and smells like rainbow shurbert." Arlington sarcastically said. If that was their intent, they should have contacted us, so we could have coordinated efforts against the warlords, did they do that? No. We've no reason to believe them at all, they came to carve off a piece for themselves, set themselves up a beachhead to assault Istanbul and now they got kicked in the nuts and are trying to play the victim card as to not look like a bully got what he had coming for his trash talking."

"Sometimes I can't tell who's more pigheaded about this, you or President Wayne, Arlington. You're acting as if this war is your struggle." Ashley said.

"Oh and what is that supposed to mean?!" Arlington retorted.

"Alright cool it you two." Councilor Scarlet sternly said. "We don't need a war in the Council Chambers too!" She further admonished.

Emperor Franz Joseph I International Airport aka Vienna International
"Grangale One this is Emperor Tower you are cleared to land on runway 25L'' Shortly after the plane landed in Vienna. Members of the State Department including Secretary of State Benson Thomas were there to greet them. Upon arriving at the Vienna Alliance HQ Emperor Julii and the others were informed that King Jason would be arriving shortly.

Alexandria, Monaco-Ville-Nice: The pharaoh groaned learning of the emergency conference being called. He couldn't go, after all he had a war to fight. The thought of the Queen leaving and spending more time away from him was hard for him to bare. "It must be done. I'll be back in a few days at the most.". The Pharaoh then sighed heavily "Well if you must go." the Queen then smile and kissed him on the cheek "It won't be long before I return.". The Pharaoh then touched her face and kissed her on the cheek " I will be most distracted while your away. The hordes of Byronmandy don't scare me nearly as much as you being away.". The Queen and Pharaoh then disappeared into there chambers emerging an hour later when the Queen departed on Imperial Air Corps One to Vienna.

King Jason was informed at Palazzo Vecchio that Queen Cleopatra was en route to Vienna. he would be leaving for Vienna as soon as his meeting with King Edward was done. King Jason found Byronmandy's threat's of war frighting. A horrible thought went through his mind of losing his younger brother Scott in an air strike on Florence. The thought of losing not only him but thousands was a terrifying thought to the young King. King Jason was determined to avoid war at all costs. It was his hope he could convince Queen Cleopatra to end the war in a peaceful manner at the emergency meeting.

As they waited, Emperor Julii was accompanied by his two aids, Colonels Kiryu and Almathea, and four Imperial Guardsmen in full combat gear.

"We're going to have to keep an eye on Clifford and especially Arlington." Emperor Julii said to Almathea.

Councilor Clifford was the sort of man who took no s*** from anyone. He was prideful and hardheaded and not too terribly difficult to control. Once the man felt his ego had been satiated he tended to calm down a bit. Arlington on the other hand, Arlington was by far the most dangerous member of the Imperial Council. Arlington was ambition personafied, the man rose from a middle class nobody to an elected member of the Imperial Council. Arlington would throw his own mother and grandmother under a bus to further his own ambitions. To make him even more dangerous, the man graduated at the top of his class from the Imperial University of Directia, and had a gift for oration. True, Emperor Julii had authority over him, but that didn't make him any less dangerous of an opponent.

Almathea was going though files on her tablet when she recieved an incoming message from Councilor Ashley. Emperor Julii read the message and simply said "hmm, so that's how it was, figured."

Emperor Julii himself saw no more need to continue the war, Byronmandy's navy had it's back broken and was no longer capable of carrying out any major action, in fact, the combined Grangale task force and MVN navy proved to Byronmandy that it never could have to being with. Once word of Operation Mantis reached him, he felt it was overkill. However, the Empire pledged their support, and the Empire did not abandon their responsibility. Not to those requesting help, and certainly not to allies. He was also well aware the other nations of the region were growing fed up with this war, especially over the downing of a civilian aircraft.

Arlington excused himself from the Council session and left the Chambers for a small cigar break. Damn fools...

After about 5 min of walking the Imperial District, he arrived at his favorite smoking spot, It was a balcony on the third floor overlooking Grangale Bay. He took a seat at bench and lit a small cigar. Arlington cared only for his country. Only wanted to see it soar to new heights. He wasn't content with being the main eastern hegemon, not when their neighbors were all 3rd world backwaters. He was one of the late Empress Lunamarie IX's strongest supporters for moving away from their isolationist position. When the Empire was approached by the Ixzaran refugees, he saw an opportunity to enhance Imperial prestige in the west, by taking the initiative and commencing a humanitarian operation. When President Wayne came with his hostile rhetoric, his deployment of invasion forces and MVN acted, he saw another opportunity for Imperial prestige, in joining their allies. Arlington also saw the war as something personal. Arlington viewed President Wayne as something akin to a religious fanatic. A neo-conservative fanatic on a crusade again any and all non-republics. Arlington even read a few of Wayne's books, and thought The New Byronmandian Century may as well have been titled My Struggle. If there was one thing that Arlington knew, was that there was simply no negotiations with fanatics. He would fight Wayne in a propaganda war, while their task force fought him along side their allies in a military war.

But what frustrated Arlington the most was, why couldn't the others in the Council see that? Why couldn't the Emperor see that? They wanted to end the war because the "threat was neutralized"?! Didn't they realize that as long as the neo-conservative fanatics held power in the government that the threat would NEVER be neutralized? Wayne would only build up his strength again to attack them at a later date. Arlington loved his country, and it would be over his dead body that Byronmandy or anyone else would be able to threaten and walk all over it.

Ashley watched Arlington leave, and shook his head in frustration. Imperial Councilor Arlington and President Wayne were two sides of the same coin. Stubborn, pigheaded, and dead set in their views. Ashley sincerely doubted there could be peace so long as both had anything to say about it.

King Jason and King Edward arrived together at Vienna City Hall were Mayor Parren Oswald had graciously set up the conference room to serve the needs of the emergency meeting.
Mayor Oswald was making sure the Queen and Emperor were being accomedated. He noticed King Jason and King Edward enter the room.
"Your Majesty welcome to City Hall.'' Mayor Oswald said as he bowed to both monarchs.
"I have set up the conference room for you.'' Mayor Oswald said.
"Thank you Mr. Mayor. I apoligize for keeping both of you waiting. Shall we begin?'' King Jason said.

Having just left the meeting with the Collegium, the Grand Duke received the notification of an Emergency meeting being summoned.

"Oh well." he sighted.

A few minutes later he was flying to Vienna.

Vienna, Kingdom of San Lumen: Queen Cleopatra sat unhappily in a waiting room with her massive entourage. Traveling with her was Foreign Minister Nelson Beaudelairen, her hand maidens, many aides, the new ambassador to San Lumen Amahté, and of course the Praetorian Guards. It wasn't that she didn't like meeting with her allies, it was just she felt there were more pressing matters at the time. Calling this emergency meeting in a time of war took her away from her many domestic responsibilities. It only made matters worse once Byronmandy began seeking a ceasefire, Alexandria was in a celebratory partying mood and the Queen was missing it. She attempted to calm herself by having an aide sent out to find her the biggest possible margarita that could be found in the whole of Vienna.

Queen Cleopatra was quite happy to see Emperor Julii when he arrived. She warmly greeted him "Hello Emperor Julii! Good to see you again!". She was a bit more bubbly than usual due to the margarita, but she was genuinely happy the Grangales were now in Vienna. The Emperor of the Grangale was new to the Empire but quickly making a name for not only himself but his country. The Queen was beyond happy that the Grengale had been such great allies during the war against Byronmandy, leading the Queen to say "I want to personally thank you Emperor Julii for siding with us during this hard but brutally effective campaign. We have no doubt taught Byronmandy a lesson they won't soon forget on how to deal with other nations. Something tells me they won't be threatening any other nation again for a long time.".

The Queen was enjoying talking to the Emperor and then noticed the other monarchs come in "Finally" she thought. She was quite anxious to get the meeting started so she could get back to Alexandria and relish in the Imperial achievements this week.

Emperor Julii was lounging on a couch trying to think of ways to deal with Councilor Arlington, when a large entourage entered. He already knew who it was before she even entered and, he was put in a better mood to see a familiar face.

Emperor Julii and Queen Cleopatra chatted for a bit over drinks. "No need to thank us, all we did was simply stand by and ally in the face of a mutual threat. Besides, I couldn't very well allow the Empire to be bullied and pushed around for doing nothing more than an humanitarian operation overseas. We also don't abandon our responsibilities, just because someone doesn't like us." Emperor Julii took another sip from his White Russian and briefly wondered if the Queen should take it a little easy on the drink. For a friendly conversation he decided to drop the royal "We". "We certainly learned quite a bit from watching and working with your troops, I definitely made sure GHQ was taking notes. In fact, part of what we learned lead to the decision to build a few Kirov-class guided missile battlecruisers for our fleet." After another sip, he spoke up again in agreement with a remark the Queen made. "Well President Wayne and the neo-conservative party had to learn a hard lesson in that you can't just threaten and bully other nations to get your way, though I regret that the average Byronmandian solider had to pay for that man's folly, I made sure to let my commanders know to treat any POWs humanely and respectfully, as a kind of professorial courtesy."

When the other monarchs arrived, Emperor Julii was happy to get this conference started, and motioned Almathea and Major Sari follow him in, as before Kiryu would remain outside on stand by. The Emperor hoped to get a solution towards ending the war hammered out, also he wanted to get some kind of frame work set up for how the matter in Ixzaran would be further handled. He considered proposing a troop cap on all nations so each could be sure another wasn't massing against another.
