King Jason finished lunch with the President and headed back to the conference room with King Edward. He listened to what was said and then gave his response. "I would like to begin by saying I wish to express my deepest sympathies regarding the passing of Vasily VII. He was a fine leader who will be fondly remembered. I believe discussing the Vienna Alliance proposal is an excellent idea. I also agree with Queen Cleopatra regarding achieving the aims of the this conference.'' King Jason immediatly though his order of words was ackward but everyone seemed to understand what he said. |

The Stadhouder stood up and said 'The Seven United Provinces sends her condolences to the Duke and Duchess of Veomo regarding the passing of Vasily VII. Personally I want to add my deepest compassion, for the Grand Duchy of Veomo has been more than a good neighbour to us. Vasily VII will be missed and never forgotten. The Seven United Provinces will support the Grand Duchy in any means necessary.' He then looked around the Cantonal Hall 'Can anyone explain the Vienna Alliance proposal in detail? The details are unknown to the Seven United Provinces and we are curious what the Vienna Alliance is expecting from each nation in the region.' He sat down again and waited for someone to explain the plan. |

Emperor Julii decided to wait until the conference ended to speak with the Grand Duke on a more personal basis to give his condolences. However as not to seem disrespectful or uncaring he gave quick mention on the issue. The Emperor then review his notes, and then cleared his throat before he spoke. "The details of the Alliance's proposal is as follows: In exchange for an agreement from Byronmandy to stay out of the region, Monaco-Ville-Nice will withdraw from the former Ixzaran Republic with the exception of the city of Mersin. The Istanbul District has already made arrangements with the Empire in regards to it's future. Therefor such agreements made will continue to be honored. The basic details of Our agreement with Colonel Ridvan Kemal and the mayor of Istanbul are that the District shall remain an Imperial protectorate until one year when a referendum shall be held to vote on either continuing as a protectorate, integration into the Empire as an Imperial Province with full Imperial citizenship given to the residents, or full independence. The Grand Duchy shall continue to administer the regions which is currently holds. The rest of the former Republic shall be divided up into administrative regions. Levantia shall be under the administration of Celatoria with the assistance of San Lumen. North Chicanan is invited to provide assistance as well if it is so desired. With the withdrawal of MVN troops form the south, Central and Southern Anatolia will be administered by a joint administration of Alliance members. Non-Alliance members not involved in the recent war are also invited to assist if they so desire. After one year, a referendum shall be held to determine the future of the region. In essence the plan involves a limiting to the roles of the main belligerents of the war in involvement in the former Republic and leaving administration to parties which had remained neutral. To this, We are all willing to refrain from involvement outside the Istanbul District if it is so desired." The Emperor then looked at the other members of the Vienna Alliance, and spoke again. "If there was any details We have inaccurately described or facts We have forgotten, please feel free to correct Us." |

The Stadhouder had asked for this explanation and felt it was not more than decent to react, so after the explanation of the Grangale Emperor he waited a few seconds for any Vienna alliance member to correct any mistakes or misinterpretations. However none of them did, and to the great dislike of the Raadspensionaris the Stadhouder took the microphone again. 'Thank you very much Emperor Julii for this explanation. I want to be honest with all of you here. As you might know I believe honesty is one of the greatest goods mankind posesses. So I am going to be honest with you, and I sincerely hope that all of you have the professionality no to be personally offended. The truth may hurt you know.' This statement made the Raadspensionaris quiver, he was sure the Stadhouder would provoke another war before the end of the day. The Stadhouder continued... Het paused and thought for a moment 'I must say that the proposal seems wise at first glance. The only logical way to attack this problem is for both Byronmandy and MVN to stay out of the region. And with staying out I mean not a single soldier present in the former Ixzaran republic. If any nation would refuse this they admit bad intentions in the first place. For instance it would mean Byronmandy admitting the plan to attack the Empire of Grangale or Monaco-Ville-Nice, or it would mean that Monaco-Ville-Nice did just attack for imperialistic reasons. The Seven United Provinces completely supports this point of view.' 'Ladies and gentlemen I had my doubts, doubts about you, doubts about the Seven United Provinces, but above all doubts about myself. Did we do the right thing by staying out of everything, are we maybe cowards? Is the Vienna alliance trusthworthy? Is Byronmandy deliberately attacking nations involved in Ixzara? Is Monaco-Ville-Nice just abusing the opportunity to attack the ones she hates? What is going to happen with the people of former Ixzara? And finally what can the Seven United Provinces do?' 'Self reflection tells me the Seven United Provinces, and myself, have done wrong. We have not participated in this global conflict but stayed on the sideline. We want to make up to the people of Ixzara by taking part in the Vienna alliance proposal. We could for instance help the grand Duchy of Veomo stabilizing and rebuilding the region under their supervision. We have a splendid history of military cooporation which could make thing much easier.' The Stadhouder took seat. However, he thought of something and stood up again 'do not understand me wrong, this IS an official appology to the people living in former Ixzaran.' The Stadhouder seemed satisfied now and sat down. |

(OOC: I haven't voiced my opinion to Vienna Alliance on my views in the region. So to all members, sorry for the umm.. surprise? that might be to come. I want to continue with the golf RP to convey it, but since this meeting is resumed, I think it might be best, and maybe more entertaining if I just show up here. I will go back and RP the game of golf if interested. I still would like to know what the monarchs' intentions are) King Dizhwar turned on his microphone. He looked around at all the leaders for a moment, wondering how they would feel about his opinion(s). "I will cut to the chase, however, first I want to offer my condolences to the Duke and Duchess of Veomo on the passing of Vasily VII, it is always terrible to see respected family members pass away." "Now, I have been blown away by all the wheeling-and-dealing going on in the Anatolian region. The lengths the major powers of the region have gone to, to intervene, and the immediacy in which it happened is ridiculous. There was an obvious lack of communication in President Wayne's move to push his agenda in the region, somewhere, quite frankly, I don't think he belongs; and the Pharaoh's overreaction to attack so suddenly. It got way too out of hand, too quickly - and innocent, completely uninvolved life was taken in the downing of the Northern airliner. I don't believe anyone who rushed to get their hands in the ring has noble intentions for the future of the region, or for the people who live there. All this talk of holding referendums in a year - no one is going to take the actual voice of the people there into consideration. Instead, the people whose opinions should count will be muted; it will be the heads, conveniently picked to talk, who are undoubtedly going to be pro-accession, that will be taken as official opinion. Imperialism will always have its day, but when the three main superpowers are all seeking expansion in costumed enlightenment-oriented terms of "providing aid", "humanitarian assistance", the region is more at threat of instability as a result, than it already was, which has been vocally disapproved of by many of the democracies. Democracies, I might add, who have crumbled at the whim of an untied shoelace. I have recently been informed of the collapse of Nationalist Zion. Baradoz is in dire need of intelligence, collective efforts to enforce peace, and provide nation-building, with no talk of future empirical inclusion, or desires of expansion, not even hinted at. Currently, I have no desire to commit Darjistani resources to the Anatolian region, but if a plan is drafted, that excludes any expansion, I will offer whatever help I can. Concerning Nationalist Zion, full Darji support goes to the Palestinian people. I have no desire to lead, nor to help them in an all out war with Israel, but I am in favor of getting them together in a room, and not leaving until something is agreed upon. However, Israeli provocation will see Darjistani resources, and light military aid, if necessary, reach the shores of the Gaza Strip, for the defense of the Palestinian people. We are a Muslim nation, and we protect our brothers. Quite frankly, I am surprised to see these Northern nations so quick to adopt the Vienna Alliance proposal, and that I, as a member, would be more against than anyone else, other than perhaps President Wayne. Expansion is highly unnecessary, and it only stands to create more instability, which this region does not need right now. As I've already suggested towards. I propose, a plan be put together, that's sole intent is to go in, keep the peace, establish elections, and start building up domestic security forces, making sure water is available to drink, and other infrastructure needs to help these nations get on their way. The cultural, and ethnic boundaries are already drawn, Anatolia, Levantia, Kurdistan, Armenia, they should exist as the people from those nations desire, and Istanbul should be given to Anatolia, not on a referendum in a year, but once peace is established, and the nation is able to provide its basic needs of security, and functionality." King Dizhwar realized he wouldn't be a popular person after his rant, and he expected grievances would be aired in similar fashion to the feeling one experiences while skydiving, at the next Vienna meeting, which, he remembered is to be held in Darjistan. "Oh boy" he thought to himself. However, these agendas were getting too out of hand. For someone who wouldn't be expected to be a voice of reason in this region (he was more modest in his wielding of power than perhaps many, especially the democracies, thought) he felt he needed to try to bring it as best he could. |

Emperor Julii thought for a moment before speaking again. He expected that somebody wouldn't buy the provision of the referendums at face value. Though he was rather miffed at why the King had not mentioned it at the emergency conference. The Emperor was about to speak when Major Sari gestured for the microphone, and the Emperor let him speak. "Your concerns are appropriated your highness, however I must state that a years time would be the minimum to rebuild the damaged areas. To withdraw foreign assistance so soon would leave many places to fend for themselves, or would bankrupt any new states that emerge. That would lead to instability and we would end up right back here again. I understand I may come off as just a puppet of his majesty, but the truth is I was ordered here by Colonel Ridvan Kemal, not asked to come here by his majesty. The economy is for all intents and purposes destroyed, and the military has completely disintegrated. It will take time for infrastructure to be rebuilt, and for the remaining warlords, mainly General Metran to be wiped out. By providing a set time, Baradoz has a definite point in time where something specific is supposed to happen. No administering country would be able to claim, that the new state is "not ready for them to leave." I must ask, are not all the concerns you have voiced already being addressed? A stable water supply and electricity have be restored to Istanbul and the Imperial Army Corp of Engineers have begun construction of new apartment buildings around the city to accommodate the refugees who have fled there and currents reside in tent cities. Colonel Kemal is in over all command of his remaining troops and the Imperial Army troops sent to Istanbul. He has taken offensive action against the last remaining warlord on Anatolia, and has currently begun integrating defectors from the warlords into his command. In fact, the mayor of Istanbul, who is the current political leader of the District is even up for re-election soon. From what we have been hearing the area under Celatoria's administration has like-wise seen improvement. In fact, I would implore you your majesty to speak with some of the refugees in Istanbul, or whether or not they are grateful for the Empire's assistance. Or rather... whether or not they would be alive without it..." Emperor Julii was somewhat taken a back by Major Sari's words. The Major had taken a tone that seemed to imply that he meant to tell King Dizwhar that he did not know what he was talking about. Which most definitely was not the impression that Emperor Julii wanted to project, nor was it an impression he shared. "Hey take it a little easy there huh..." The Emperor whispered to Major Sari. The Emperor took the microphone and cleared his throat before he spoke. "Ah... thank you for you... insight... Major." The Emperor then looked at King Dizwhar with a somewhat apologetic look. "We understand that some would be... suspicious... about the outcomes of the referendum. Perhaps minds would be put at ease if at the time of the referendums that outside observers be allowed in, free of official minders? The key reason why nations not involved in the war would be the main nations administering the region is that they have no territorial interest in Anatolia. As We have mentioned We would remain in the Istanbul District and honor our commitment and agreements with Colonel Kemal and the Mayor. We will also add that if anyone wishes to visit and see Istanbul for themselves, they are more than welcome to come and see. No minders, no pre-plotted travel plans, you are free to come and wander the city." There was another thing that the Emperor wanted to discuss. "There is another matter related to Anatolia We must decide on. Currently the international criminal Kenneth Baker is in the custody of the Grand Duchy. While serving as CEO of ArmsTech Industries, he was also top member of the black market network that was recently dismantled. He was also a key figure in the collapse of the Ixzaran central government. In addition he was a main supplier of small arms and munitions to warlords Metran and Burakgazi. Naturally he must be held accountable for his crimes. With the Ixzaran justice system non-existant, We propose setting up and international tribune to try him for his crimes." The Grand Duke thanked all the expressions of condolences, and then spoke: "The Grand Duchy thanks and accepts the assistance of the Seven United Provinces on the administration of the areas that shall fall under our supervision on the outcome of this meeting. Concerning His Majesty Dizhwar worries, the Grand Duchy is sympathetic to them, but I also believe that the human nature can be very disruptive when it comes to a region with so much more tribal bond among its people than a national bond. Under the former Ixzaran government, the nationality was almost imposed, and the result was as we saw when the central government felt. I believe that the city of Mersin may come to be the biggest issue to be addressed, at Vienna, we were confident that MVN's position, on its desire to keep the city under its administration were sincere, and as it happened with Istanbul with the assistance of the imperial troops of Grangale, Levantia with the assistance of Celatoria and the Western banks region, and the north strip, with the assistance of the Grand Ducal and Krasnodarian forces, the people on those lands, and I believe I speak for all, become used to our presence and any extreme substitution of administrative body may come to have the same effect of the central government fall all over again, of course on a smaller scale, but still, conflict and fragmentation would come. I propose then the following, which I believe would work to remove your concerns. As His Imperial Highness suggested, the referendums would be overseen by outside neutral observers. I trully believe the one year timeline for the referendums to be held are a must, since it will not only put a fixed date for it to happen, but also would be a guarantee for the regional population that our presence there is only temporary, and that their future is ultimately up to them. Well besides of that, I propose that the local administrations, Mersin, Istanbul, Levantia, and the one that falls under my government, should be on the criteria of protectorates, that is, the local government would be the one actually in charge, under the tutelage of the joint administration, on the other hand, we would provide the security forces necessary for that they would have no other worry than rebuild themselves. This from a political point of view of course, since from a pragmatical point of view, assistance on the means of providing the basic services would be under our responsibility until the infrastructure is rebuilt so they can stand on their own feet. This would be supplied by the joint forces on the remaining areas. And of course all areas would be open for visitors to see the work being done as Emperor Julii said." The Grand Duke made a pause. On the matter of Kenneth Baker, he is indeed currently under our custody, and although I agree with Emperor Julii proposal on the international tribune, I am concerned on the bases and precedents we may generate on this matter, since there's no international law nor body to deal with the matter. Therefore, bearing in mind that this is a delicate matter, and that Mr. Baker won't go anywhere, I propose that we discuss this topic after we have decided on the remaining topic of the agenda, and therefore we can focus ourselves on the subjects being dealt." The Grand Duke sat back, and drank some water. "It's going to be a long day, and that Byronmandy hasn't spoken yet" he thought looking at Byronmandy delegation. |

Everyone looked in the direction of the delegation from the Seven United Provinces, there was a murmur caused by the Raadspensionaris. He had been afraid when the Stadhouder spoke, but now the Ambassador took the microphone. The ambassador, Maarten den Hollander, was a great politician but a crazy and dangerous individual. During his years in the Seven United Provinces he had proven not to be a bad storm but a tsunami capable of flooding a complete government. As the Ambassador stood up the Raadspensionaris tried to call him back, but history had shown that Maarten was not to be led nor lectured. He spoke 'Hello, I am just an ambassador. Compared to people of your stature I am scum of the streets, rif-raf if you will. I am probably not allowed to say anything because of my insignificance. I mean that is why the Raadspensionaris here just tried to stop me huh?' He turned around and looked at the Raadspensionaris whose face was now turning from a high red to a deep purple color. 'Anyways for the people who do not know me, my usual act is to stand up and insult all authorities and dignitaries by speaking the mind of the public. Following this you people turn angry, make a fool of yourselves, and I win. But today is different because I promised the boss overhere to behave myself, and frankly I always keep my promises.' He looked at the Raadspensionaris again, smirked and said loud and clear 'Stop being afraid of me, if I had wanted you would have been down months ago.' 'Ok, and now the point I wanted to talk about all along. Why are we talking about a referendum at an arbitrary date like 1 year, why aren't we speaking about a referendum after a maximum period of 1 year? We are making a classical political mistake overhere. We believe to understand the world by our misconception of being part of it. Well folks, we are complete strangers to the world and we do not know a thing. That is why the people tend to dislike us so much, we are alien to the people as well as they are to us. The regions in former Ixzaran are fighting eachother because of their great differences, and what are we doing here? We are applying the same rules and thoughts on all of them. Once again we prove to the people that we are clueless. Not all regions are equally damaged and I bet some can get on their own feet much faster than one year. We should give them that chance accordingly. So why don't we see the referendum as a safety net for us not to stay too long and abusing the opportunity to please our hunger for power?' He turned around again and said to the Raadspensionaris 'Satisfied now?' The Raadspensionaris was suddenly very interested in his shoes and did not dare to look at anyone else. However completely unexpected, the Stadhouder started clapping. He stood up and said loud and clear 'Bravo, Maarten. I am partially a proud man overhere. What you are saying does actually make sense for a change, but your attack on the Raadspensionaris is way out of line.' He looked into the conference hall and said 'Don't you think the man is improving? I bet someday he will master the skill of communication. What he says does make sense though, us politicians overestimate our connection with the public, and make great mistakes accordingly. If possible we should give the individual parts of former Ixzara the space and freedom to stand on their own feet as soon as possible, even if it means us retreating much faster than one year. This matter is not as arbitrary as we would like to handle it.' He took a seat and put a comforting hand on the Raadspensionaris his shoulder, the good man never seemed to get a break. |

Queen Cleopatra felt inclined to talk and switched on her microphone. She had spoken privately with the Grand Duke earlier and offered condolences on the passing of Vasily VII so there was no need to address it when she spoke in front of the conference "First off I want to say that the Empire fully supports the views of the Grand Duchy of Veomo. We believe Ixzaran ran government backed by our economic, political, and military support is the best and fastest way to get them to be self reliant. However we must not speed this process there is to much at stake here. We've invested to much, to much time, to much much money, to many of our soldiers lives, and to much Ixzaran blood has already been spilled for us to simply rush out of Anatolia premature and see our efforts fail and violence and lawlessness return. This is a prospect that we must use all of our resources and talents to avoid. This is the greatest danger in Anatolia as we speak here today.". The Queen paused for a moment and the continued " We must not let absurd this fear of appearing a certain way conflict with that interest. We know our goal and that is to get Anatolia self sufficient in a reasonable time frame. We know that is why we are there and we must not let fear of certain countries perceiving our involvement a different way dictate how we improve Anatolia. We must only do what is best for Anatolia, anything done for another reason especially a reason based in appearances is totally counterproductive. That being said the Empire understands there to be a bit of anxiety about our occupation of Mersin. The Empire recognizes this and I am willing to state before all of you here that we have no interest in making the city an official part of the Empire now or in the future. We have no need or desire to make it a part of the Empire in any capacity. The power in Mersin will be given to whatever type of leadership the people of Mersin desire." The Queen then paused for a moment to gather her thoughts. She was annoyed by the ambassador from the SUP. "She knew the voice of the people, she was the voice, the heartbeat, the face of it. Worshiped as a god by the people of the Empire and revered as the link between Egypt and the eternal. This ambassador was as foreign to any concept of what life was like in the Empire as it got. She chuckled to herself thinking of what would happen to a man that questioned her openly like this in Alexandria. She then began to speak "Ambassador...... I've seem to have forgotten your name... Perhaps a strict time line for a referendum is a bit to cumbersome, perhaps a less arbitrary approach is best. However this means that while some regions in Anatolia may reach a level of peace where referendums can be reached sooner than a year, conversely others may take longer than a year. Stability dictating the timing as we go. Since the fate of Anatolia is something I am not willing to "bet" like you ambassador. We must look onto both sides of this approach, both the shorter and potentially longer if we true peace is to be achieved. We must not "Bet" anything here, we must only be certain that we're leaving a region to a better and more stable future. These decisions must only be made by commanders, experts, and local Anatolian leaders on the ground. They must not be made on the opinion or "bets" of the SUP's ambassador to North Chicanan whose reason for speaking as neither the leader of a nation or person of great knowledge on the issue eludes me.". The Queen then turned off her microphone and sat back in her chair. |

Well, at least they were talking. Helene spoke, "In regards to the Darjistani position on their decision not to commit troops to the Central Anatolia region what the Alliance proposes to replace them with. And the Northern support on the Vienna Group's proposal is of course contingent that the plesbecites occur within a year, as we see the damage done in conflict over the region to be rather severe and has indeed rattled the population. However, and we may be alone in our viewpoint, the Northern government does desire a united Anatolia to emerge from the chaos. While we understand there are some concerns over continued ethnic conflict, splintering the state could lead to further consequences throughout the region. Should the one-year elections occur and the population supports a partition then the Northern government would recognize such a decision, as we have in Yugoslavia and in the emerging Sarajev state. However, that decision must be made by the population alone. Our only fear is shifting the region into protectorate states could further splinter the state and lead to future conflict between rivals rather than seeing the state unite for the common good of the people. We do support the plan for allowing troops in the region to help with security as well as the one-year mark for elections but in the end we expect all states to refrain from creating political conflict that would create divided states." She then turned to Byronmandy. Much of the plan laid in their inability to assist in any measure or to provide forces on the ground - terms the Queen and the Grangale Empire would expect to be enforced. She was curious how they would respond. |
