Emperor Julii was getting annoyed by Ambassador Maarten den Hollander's theatrics, the man is even worse than Arlington, at least Arlington gets to the point... After the Queen and Helene spoke up he took the microphone again. "Ambassador Hollander, you are absolutely correct that we sitting here don't really know what is going on, on the ground, which is exactly why We brought Major Sari here. He is a career officer and Colonel Kemal's direct subordinate and second in command. If there is any man here in this room who know what he is talking about in regards to the former Ixzaran, it is him. As the major has previously said, before we can even think about leaving the region, we must first establish the foundations which society can function. With a set time line, it gives the administrators a deadline to complete their work and it will also mean that administering nations will leave at the same time, depending on the outcome of the vote." The Emperor then looked over at Helene. "We too would like to see a united Anatolia, however, as We have seen that unity was imposed and artificial. We believe the way to ensure a stable region in which any new states won't attack each other is to set the foundations for a functioning society and build the region's economy back up. While none of us can ever guarantee there won't be any fighting between Anatolian states later on down the road, it's just the way things are. For better or for worse the region is already splintered, as demonstrated by the genocide that General Metran and other warlords were carrying out, we've seen no indication that the people want to be united into a restored Ixzaran." |

The Ambassador was laughing in silence, politicians were all the same to him. He knew that by attacking the Raadspensionaris from his position he would agitate more than a few in the Cantonal Hall, he had rather insulted one of the others but he had promised not to do so. He could only try to agitate them and hope for someone to bite. And he caught a big one. He knew the Stadhouder would not let him to get near the microphone again by reacting before he could. To his great amusement he was correct again, the Stadhouder stood up and grabbed the microphone. He looked with a friendly smile towards the MVN authorities 'I "bet" that you would see the paradox that just hit the surface overhere. You do not want the ambassador to speak because he is not in the position to do so, but at the same time you agree on his statement that we should approach the matter less arbitrary. When I extrapolate this way of thought it means that it is wise to listen to the people who are not to be listened to. Maybe we should listen to the people more often?' He thought for a moment and continued 'As I just said, what the Ambassador did was way out of line. But he did not attack you, nor me. He attacked the Raadspensionaris which is an internal matter we will take care of. Things like that are not accepted within our government. On the other hand we both seem to agree that the content of his story was true. So it seems we need our citizens to open our eyes on matters we never thought about.' He turned around 'Ok, enough about our ambassador. He had his beloved moment of glory, and that was more than enough I suppose. Back to the former Republic of Ixzaran. A single united Anatolia would be preferable, however I do not see how we can manage. Rebuilding the nation will be hard enough while helping the local authorities. However, if we try to unite the nation we will probably have to do so without the help of the locals. That would make us the conquerors we are not trying to be, that is if we would even be able to succeed at all. If ayone of you has ideas on the matter the Seven United Provinces is very interested in them.' 'Though I do have a great concern caused by a thing the Queen just said. Did I understand correctly that the government of Monaco-Ville-Nice will keep the city of Mersin under her control?' He looked in the direction of the Queen and the Pharaoh again with surprise written all over his face. 'If you stay at the city of Mersin while keeping Byronmandy out of the rebuilding plan you are essentially telling that all of this has been to expand your zone of influence while decreasing the influence of others. This would implicate that the war was a scam. You are not about do that right?' The Stadhouder was extremely surprised, the answer that was about to follow would determine the present and the future of the Empire of Monaco-Ville-Nice. There was much at stake for the region, but probably even more for the reputation of the Empire. |

President Wayne was seated at large conference table, with Secretary of State Samuel Adair by his side. So far he had not said a word. The two men from Byronmandy were taking in everything that was said and planning what they would eventually say. Wayne had just arrived back in North Chicanan after departing without much notice to attend to urgent family matters in the Republic. Not only was he greatly saddened that the conference had to be delayed, but he was also not happy that Byronmandy couldn’t take part in the small scale diplomacy that erupted as soon as he left. Nonetheless, there was stuff that had to be resolved and a region that had to heal. He stood, and suddenly the entire room went silent and turned to the overly tall President to wait and see what he had to say. “Ladies and Gentlemen,” he said. “First, I wish to apologize for my recent absence. It could not have come at a worse time, but there was no way to avoid it.” He looked around the room before continuing. “I have read all of your proposals. Numerous times in fact. I’m sure that all of you already know that Byronmandy’s biggest concern is establishing peace so that the war in north Africa may end. But I also realize that in order for some sort of peace to be created, the issue of the former Ixzaran Republic should be resolved first. It should be known that Byronmandy does not support the proposition by the Vienna Alliance that the former territory of Ixzara be split between their member nations until “order has been established”. Byronmandy has witnessed such a thing before. A great nation falls, and then all surrounding forces try to take advantage of the situation and bring “stability” to a falling country. The territory is split, and then the new imperial rulers impose their will on the people, restricting freedoms and staging rigged elections. If everyone here really wishes to divide a land and cut it like a pie into a few zones of occupation, then I am telling you, as a student of history, not a president, that it would make the land even more dangerous and near impossible to repair to it’s former prosperity. The Ixzaran Republic was just that, a Republic. The people of that nation elected their leaders. If suddenly they were forced for an entire year, or longer, as Cleopatra has proposed, to be occupied by far off monarchies, then we will certainly see the eruption of violence across the land. Crime will skyrocket and you may even have a full-blown insurgency on your hands. The people of Ixzara are gracious for all of your help and generosity, but I can assure to you that they do not want to be occupied or annexed. The people that have welcomed you with open arms will turn on you as soon as you refuse to leave. Levantia and Anatolia, which make up the majority of the land that was formally under control of the Ixzaran Republic, have an excellent infrastructure, both physically and financially, in place. Ixzara was one of the richest nations in the world before it collapsed, and even with all of this fighting, it is in excellent capacity to quickly resume the normal life of a nation. But being a student of history, I realize that it would be impossible and reckless for everyone to just suddenly leave Ixzara, so this is what the Republic of Byronmandy is proposing: Ixzara will be split (OOC: as indicated by the official regional map) into Levantia and Anatolia, with the eastern territories given to Armenia and Kurdistan. However appealing it would be to leave Ixzara united, it would be impossible at this point, the ethnic divisions will not allow it, and if forced upon the people, it will not be accepted. Since Armenia and Kurdistan already have functioning governments, they should be able to assimilate the eastern parts into their nations with relative ease. As for Levantia and Anatolia, they will need more help. I am proposing that all nations currently involved in the former territory of Ixzara (yes, including MVN since they are undeniably involved) should stay for a maximum of two months. In this period, they may continue building up the local infrastructure as well as fighting the war lords who have taken advantage of the situation. All of the nations involved would appoint interim governments in their respective nations (either Levantia or Anatolia) out of the people of those territories in one month. The Levantian Transitional Council and the Anatolian Transitional Council will be seen as the legitimate governments of those respective lands and will ultimately be the ones in charge. In two months, all foreign troops in the former land of Ixzara must withdraw (excluding Grangale, since they have already proclaimed a protectorate and scheduled a referendum). At this point, the two transitional councils will assume full responsibility for their lands and keep order until five months from now when free and fair elections will be held. Then hopefully the area can return to normal and live in peace without other nations trying to interfere.” The President looked around the room. He knew that not many of them would agree with what he said, but yet he said it anyway. “This would be the correct and obvious way to proceed with Ixzara, and I hope that all of you can see the sense in my proposal and agree. Splitting up the land into radically different zones of occupation would make eventual semi-unification into the two nations of Levantia and Anatolia completely impossible. We would see the creation of numerous new states out of the zones of occupation, all hostile toward each other. I am one hundred percent positive that the proposal by the Vienna Alliance will do nothing but turn Ixzara into a giant political game that will have grave consequences. The people of Ixzara will expect to live their normal lives as they once did; with all the same freedoms and securities. Anything less I guarantee you they will not accept.” |

Emperor Julii took in all the President Wayne had said. "With all due respect Mr. President, two months time is far too short. Yes Istanbul quickly got back on it's feet, however Istanbul is a port city, many cities inland don't even have basic services, and we have no word of the condition at the former capital city. Simply put, there is no way the inland cities especially those in the mountainous interior of the country can be up and running in two months, let alone have a functioning economy. We have severe doubts that a transitional government would have the power or the legitimacy to complete, in two months, what a modern state needs in order to function." Emperor Julii maintained his poker face and looked straight at President Wayne. A poker face which he had used time and time again in his former life as an Imperial City Prosecutor. This was his first encounter with President Wayne and while he did not intend to appear out right hostile, he also did not intent to appear as someone who would waiver in their stance. He would be willing to listen to what proposals the President had, but whether or not he would agree to them was whole different matter entirely. In addition, President Wayne was not the only educated man in the room as he appeared to insinuate. "I've a question for you, you haven't visited the region have you? Therefore how could you know what the people there desire at this time? If there is one thing that several years of practicing law has taught Us is that once you leave school, get ready to toss out 50% of what you learned in school. As one who holds a degree in History and in Political Science, and a Juris Doctris, We can tell you, holding such degrees does not make one a seer, no more than studying combat manuals makes one a seasoned veteran." The Emperor then cleared his throat and look around the room at the other leaders. "As such, in its current form, the Empire of Grangale rejects the proposal set fourth by the Republic of Byronmandy. Queen Cleopatra laughed hysterically at the Stadhouder and clapped slowly to herself. Several of the other politicians chuckled a bit at the Queens reaction as she began to talk trying to hold back some laughter "Whoever is keeping the minutes and keeping record of what is said please print out a copy of my last statement and hand it to the delegation of the SUP. Perhaps someone can speak it to them in there own tongue? Ohh and you can hand me one as well.". A secretary printed out the Queens last statements in full and walked over to the Dutch delegation and handed it to the Stadhouder. Another then walked over to the Queen and handed her a copy. The Queen continued to chuckle a bit reading her statement and then began to read her words aloud after she gave the Stadhouder some time to read it over "That being said the Empire understands there to be a bit of anxiety about our occupation of Mersin. The Empire recognizes this and I am willing to state before all of you here that we have NO interest in making the city an official part of the Empire now or in the future. We have NO NEED or DESIRE to make it a part of the Empire in any capacity. The POWER in Mersin will be given to WHATEVER type of leadership the PEOPLE OF Mersin desire.". The Queen laughed a little more and then began to talk "Perhaps we should offer grants to the SUP to increase your level of funding for English programs?". She then became more serious and brushed her hair back before talking "Perhaps your delegation could listen to everyone's words carefully and leave your internal bickering at your villa before speaking? This conference is not the place for this type of behavior and the fact you've done it in front of all of the worlds major leaders is an embarrassment on your nation. Surely behavior like this is why your nation is being daily lampooned in nearly every nations press. I clearly stated the Empire has no desire to remain in Mersin once the people reach a level of self sufficiency that can guarantee stability. I stick by this statement and the Empire has taken steps to prove this fact. We're the only nation to have reduced our troop numbers in Anatolia so far. We've reduced from over 60,000 soldiers to now around 20,000 soldiers. So through our actions alone we've shown we have no intentions to assimilate Mersin into the framework of the Empire.". The Queen took a sip of water before continuing to speak "I find it slightly disturbing that the SUP, a country that can contribute little either financially, militarily, and clearly politically to Anatolia is unnecessarily holding this meeting up by making ridiculous claims and even fighting amongst themselves here. The claims they made which you all clearly heard through my words were grossly untrue. This makes it clear that the SUP is simply trying to be a annoyance to all of us here and have no real desire to do anything useful in the conference. They're only trying to make the Vienna alliance out to be conquers which we have gone through lengths to prove is untrue. So unless the SUP can begin to truly listen to what is said or accept a translator, stop fighting amongst themselves, and stop with the absurd claims I move for there microphone to be shut off.". The Queen then turned and looked at President Wayne and shot him a smile full of contempt and began speaking " Dear President Wayne, while you are a student of history, I have history running through my veins. My ancestors fought with Alexander the Great, I administer an Empire as old as recorded history, I've studied under the best teachers of history and philosophy. Don't try and assume before all of us here that you're the expert on how things will turn out in Anatolia." "I wonder how Byronmandy has these assurances on how things will go in Anatolia? If I do recall Byronmandy has no men, no vehicles, no planes, nothing in Anatolia. So it might seem a bit presumptuous for Byronmandy to make these bold predictions on crime skyrocketing and even a insurgency. President Wayne even managed to misquote me by saying "If suddenly they were forced for an entire year, or longer, as Cleopatra has proposed, to be occupied by far off monarchies, then we will certainly see the eruption of violence across the land.". I believe he took this from my explanation to the SUP that if we give full power back to the people on a basis of when they're ready for it and not base it on an arbitrary date that the date could also take longer than a year. I made no claims that any Imperial forces will stay longer than it is needed for them to get the job done. I even agreed that if Mersin is ready sooner than a year then Imperial forces would leave. Yet to President Wayne's ears I said our forces were to stay longer than a year. "And if the Empire is a far off monarchy to Anatolia, what would that have made Byronmandy had I allowed your men to land? An all the way across the Mediterranean democracy? President Wayne stop trying to use the word monarchy as a dirty word. Your nation was sending troops to a far off country just as we all did. The fact that we're monarchies is irrelevant. You'll find monarchies such as Celatoria, San Lumen, and Darjistan to be even more liberal than your own democracy. This is not the time for your countries narrow minded views regarding government type to come out, this is the time to discuss Anatolia." The Queen took another drink of water before finishing "That being said the Empire rejects the Byronmander proposal and agrees with Emperor Julii." |

(OOC: NICE! A big conference without anyone opposing eachother is not possible. We need at least some minor commotion. =D) The Stadhouder was truly enjoying himself, the Ambassador turned out to be the catalyst of truth. The Queen descending into rage because of a concern, or a question if you will was exactly what she should not have done. It pointed out exactly what was wrong in Monaco-Ville-Nice, agitate the Queen and you have a full scale war on your hands. Make her angry and she kills over half a million people without hesitation. It took a bit of acting but she fell for it. The Stadhouder stood up and smiled friendly again, anyone could see he was truly enjoying this, the man had always loved the truth 'Thank you your majesty for pointing out the wonders of the English language, and your stance versus less majestic nations than yourself. As you might know we are Dutch which means all of us are schooled in Dutch, English, German, French and many of us also in Spanish. I can understand your every word and that is why I questioned you, because you happen to enact one paradox after another. First the Vienna proposal is telling us that the largest players in the war are not to engage in the rebuilding project, second you are telling us that you are not to leave immediately. One moment you do not want an ambassador to speak and the following moment you agree with his statement. When I ask you to come clear with us the only thing you do is getting very angry, which like quarreling and public drunkenness, reaches the front pages in all non-government controlled newspapers. You are sending out very mixed messages, so forgive me that I am trying to bring a little structure in your words.' 'Maybe you can ask your secretary to explain the difference between between a question and a claim, because I am not making any claims here. I am asking you questions in order to get clarity. Maybe you find my questions to be painful and irritating, but by attending to this conference you accepted to get questions, so did all of us. This conference is about the the former Republic of Ixzara and the war, not the size of our ego's.' Imperfect but sufficient knowledge of the English language teaches us that the "claim" that the Seven United Provinces is trying to make the Vienna Alliance into conquerors is nonsense. The last time I spoke I told you that I agree with the Vienna Alliance to rebuild the former nation of Ixzara in pieces but without the arbitrary referendum date of 1 year, I would rather see a maximum with the sole purpose to decrease our might. We find the proposal of President Wayne to be based on a slightly too short-term. So that would mean the Republic of the Seven United Provinces supports the plan of the Vienna Alliance which she calls a bunch of conquerors. All of this while being a member of the LTO, the alliance having the opposing proposal. I find this highly unlikely your majesty.' 'As you clearly stated the Seven United Provinces is insignificant to you. That is why I do not understand why you feel personally attacked by us so badly that you resolve into threatening to silence us. Is that because the questions we ask do not have a satisfying answer or are you not used to getting critical questions?' He sat down and waited for an answer. He knew that unlike him the Queen did not like a critical discussion at all, but he did not care for her personal feelings just as he did not care for his own. Maybe he even preferred her angry, because it seemed to make her utterly honest. She could try to insult the Seven United Provinces in any way she wanted. The government and the inhabitants had always been unmoved by big words from abroad. Maybe a threat of war would work, but that would make the Queens position even less credible. The Stadhouder went over the possibilities, a threat of war because he agitated her with critical words without even accusing her of warcrimes? He thought that would be highly unlikely, so he decided to wait what she had to say. More insults probably, he chuckled in silence and poured in a glass of water. The Raadspensionaris was hoping for something bad to happen before anyone could speak again. He preferred anything now... He was not nearly as happy as the Ambassador who believed he had been proven right again, even after he warned them all. |

King Edward and Chancellor Bentham had been silently following the conference. By now, however, the King was struggling to suppress a laugh. What the Dutch delegation were doing was clear, but Cleopatra had taken the bait with an intensity that the King was certain even the Dutch hadn't expected. Angering Queen Cleopatra was not what King Edward wanted to happen, though. He spoke "Now, then, if we may stop throwing insults about and return to the discussion at hand. Whilst, naturally, Celatoria supports the Vienna proposal, having been involved in creating it, Bryonmandy makes a valid point. There is, I feel, little need to alter the proposal drastically, surely even a simple point being agreed upon would again make it agreeable to all? This could be easily solved if we simply agree that a governing council elected by the people of the region be created for each area, which would administer the area and provide the laws for the region, whilst the protecting government maintained law and order, as well as providing any necessary training to police and military forces. The protecting government would also be responsible for providing the bulk of the funding for restoring public services. Once these were done, the government could gradually remove troops until the area was being managed entirely by the Izxaran people through one of these governing councils. The referendum could be held whenever the governing council feels it is ready to assume complete control, within the period of one year. This way, power is placed in the hands of Ixzarans from the first day." |

(OOC: I'm glad I could get her flip out to seem really intense! I was falling asleep while typing it lol.) The Queen sat back in her chair blood boiling. "Annoying little pointless nation." she thought. The Pharaoh saw this anger and touched her arm gently saying " I got this.". The Queen nodded her head acknowledging the Pharaoh's turn to talk.The Pharaoh leaned forward took a sip of water and cleared his throat before speaking. The Pharaoh then turned his microphone on and began to speak "To clarify some of the questions I believe the Dutch have regarding the Empires participation in the rebuilding of Anatolia the Empire has agreed to give up our holdings in the south of Anatolia, save for the city and suburbs of Mersin. This has been agreed upon by all member nations of the Vienna Alliance and is part of the alliances plan which you should have a copy of. Currently the Empire holds all of the South of Anatolia and under this new plan we would retreat from all of our outposts in the south back to Mersin. That's perhaps where you got caught up on the language of the deal." The Emperor looked at the Stadhouder to make sure he was following along. " The Empire also feels that areas such as Mersin could potentially be able to be self reliant in say 6 months. Having been liberated much faster than other areas of Anatolia, being a port city, and having sufficient infrastructure and a working economy. That being said there are areas that remain out of our control. Warlords still control vast swathes of land in Central Anatolia. These lands tribal in nature and geographically harsh will obviously prove much more difficult to reign in. So while some cities and regions can easily meet the 1 year maximum, others aren't even under our control yet. So I feel it a bit premature to try and set any sort of maximum for land not yet under our control. These lands also might remain out of our control for some time with Imperial forces only able to remain in Mersin." The Pharaoh took another drink and continued "So simply put a one year maximum is in areas of Anatolia is just not practical. I feel like we cannot and should not commit ourselves to any sort of maximum date for withdrawal until the whole of Anatolia is under rule of law.". The Pharaoh nodded to show he was finished explaining things to the Stadhouder. "Now on to the Celatorian proposal. I feel it's a good and needs to be talked about further. I agree with nearly all points except for the training of there military which I think should be assisted by us and under our protection. Though the funding still should come from the regional body. As I stated before the one year mark should be a goal for all regions in Anatolia, however if the region is still lawless and unstable it shall be pushed back. That decision though will be the governing council, assuming one exists for the region." The Pharaoh then sat back and switched off his microphone. |

Emperor Julii now glared at the SUP delegation, his face still maintaining his poker face but his eyes now icy cold, and he spoke in a calm, collected and above all cold manner that surprised all the others. It was the sort of voice that when one heard it, one listened. "Enough of this trolling your flame-baiting is obvious, this isn't some internet message board. We're here to settle an international crisis not play games. As you said, keep your ego in check so stop trying to fashion yourselves as some modern day Socrates." He then looked over at the Queen, his expression softening. "Your Majesty, please remain calm, we all have the same general objective here, so lets work out something that we can all agree with." "Our biggest concern with Byronmandy's proposal is what kind of legitimacy would a transitional government have? By it's nature it is not permanent, so what incentive to more... stubborn, elements have in obeying its will? We saw how easily an international criminal like Kenneth Baker manipulated events to bring down the central government for his own financial benefit. What is to stop some would-be war lord from waiting out the government?" The Emperor then took a drink from his glass. "At the end of the day we are all interested in the same thing, no? Stability in the region. But how to we achieve that? The first step would be to establish economic stability. With economic stability, the conditions for an open civil society would be met. To establish economic stability first we need to repair the infrastructure, then get trade going between communities again. You simply cannot have a functioning civil society, especially a democracy, when people's basic needs are not met. The average Ixzaran in central Anatolia isn't thinking 'gee when will I be able to vote?' he's thinking 'where can I refill my water supply next?' all this flowery talk about democracy and giving the country back to the people means nothing to the people when the people are starving, dying of thirst, or because of disease. A man with an empty stomach or a festering disease will not give a damn about a ballot slip. Our priority should be rebuilding the economy, and then civil society can flourish." |

The Stadhouder nodded in agreement 'A flame-bait is making a provoking comment to get an angry response right? What is the name of making a provoking comment to get a response in full honesty? I always believed that to be a "question", but if it is the same I can only admit to be guilty. We are in the aftermath of something that could have been a world war, ofcourse I ask clarity.' He turned in the direction of the Pharaoh. 'Thank you for your explanation, as you might have guessed I appreciate honesty no matter how much it hurts. The one year deadline we have been proposing was about planning a referendum to increase the subregions self-control, it does not necessarily mean that we have to leave after a year. The return to self-control could for some subregions happen at once, others might need to regain it in small steps. I do not want anyone to leave after a year, I want to increase independance after a minimum of one year. By doing this we help the regions to get their own independance back instead of them helping us giving it back. The difference may seem small, but the implications are gigantic. If we act completely transparent and put an agreed limit on our own power we could bring modern times back to the former Republic of Ixzara.' 'Taken all of this into account I think plan of Celatoria sounds pretty good. If we refine it with the ideas of the Vienna alliance and President Wayne we will get something interesting for all of us.' The Raadspensionaris sighed, maybe it was not going to be a disaster after all. If the Stadhouder would stay away from the Mersin matter everything would be fine.
