Northern Conference on the Anatolian Region; Bringing Baradoz Together To Settle The Ixzaran Crisis

Helene and Jason tried to control their eyes, but every time they and their foreign secretary would connect, they'd roll so hard they could fall out. The Provinces had drawn the ire of the Imperials, the Grangales were against full unification of the land and Byronmandy just announced the Kurds and Armenians should take part of the Ixzaran territory for their own and create two new states.

"You've got to be kidding," Secretary O'Riell said to Helene while the Queen and the Ambassador sqaubbled.

"I'm surprised no one's stormed off in protest yet." Helene responded back before taking to the mic again.

"Leaders, I would like to point out now if not the time for petty arguments over governance or rule in terms of making policy. If we're all in agreement that stability of the former Ixzaran territory is paramount, then the focus should be there and there alone.

As for the Byronmander proposal, as the Northern state has been opposed to forced partition since the conflict began, especially to parties who were not involved in the conflict. Obviously we will not accept the proposal as it currently stands, for it goes against our principles of seeing the wishes of the people handled correctly. However, as Celatoria has offered a possible avenue to bridge the Vienna group's proposal and the Byronmander suggestion, I think it is worthwhile to consider allowing discussion on such a merger.

We do feel a time frame from six months to a year for proper pullout of any troops on the ground is worthwhile, as the argument on Istanbul and as even Byronmandy points out in regards to the eastern territories are in better shape for recovery. We do feel a year should be the limit to maintaining any standing armies and strongly recommend as little interference of transitional councils by any state that would alter electoral results in terms of governance or future unity of the region."

Emperor Julii waived over one of the attendants and asked for bottle of mineral water. He was starting to get frustrated with some of the parties insisting reunification even after Major Sari, the only Ixzaran there, said that unifaction of the region had been imposed by the central government. This only further reinforced his suspicions that many were there to pursue their own political agendas, though that hardly surprised him. I bring and actual Ixzaran here and nobody listens to him... However he was glad that North Chicanan also recognized the need to establishing stability first. He poured a glass of the sparkling mineral water for himself and passed the bottle to Major Sari, gesturing towards it for him to help himself if he wanted.

Major Sari himself was past frustrated, he accepted the Emperor's gracious offer and poured himself a glass which he promptly downed to irrigate his parched mouth and throat. As solider, and a career officer he was trained to see things in the most pragmatic light. Which meant to him the most important thing was working out a plan to create economic stability. Instead all he was hearing were politically oriented solutions. The people didn't care about democracy right now, they cared about if they basic needs would be met. You can't survive eating ballots... he cynically thought. He was most grateful that the Emperor had said his part about economic stability and he would have done so in less diplomatic ways.

"We have a concern with Celatoria's plan. How would security forces be paid if under a transitional government, if first the economy isn't being grown? All it would take is someone with money who can pay security personnel better wages to have a new warlord on our hands. How would the protecting government fund public service projects? This goes back to what We have said earlier. We must first outline a plan to revive the economy before moving forward with anything else. We have to start at Step 1 before we talk about Step 7."

The Emperor reached over to move the microphone over and inadvertently knocked his glass over, spilling the contents onto the table and onto his lap. "Aw son-of-a-b*$%$!"

Almathea took her jacked and leaned over patting own the Emperor's lap.

"Wow I knew we were close, but not close like that..." The Emperor quipped. In the corner of his eye he saw the Pharaoh giving him a smile and a thumbs up, that earned him an elbow to the ribs from the Queen.

Almathea looked down and realized what she was doing and how it must look and turned three shades of red. "Ahhh... um... my apologies your majesty!" She straighted up and stood back at her position behind the chair leaving her jacket on his lap, her embarrassed expression actually making her appear kind of cute.

The Emperor refilled his glass as an attendant came to wipe the table dry, afterwards he spoke again. "Where was I..." he muttered into the microphone "Ah right! As for Istanbul, it has always been our intention to withdraw all ground forces and leave security to Colonel Kemal's forces once the last of the warlords has been defeated. The Colonel and the Mayor already have a plan worked out to re-train former warlord soldiers who did not participate in the genocide and integrate them into his command. Only the 4th Air Fleet and the 4th Imperial Fleet would remain to provide support for Kemal's forces. Once Kemal has trained an air force, the 4th Air Fleet too will return to the Empire. The only members of the Imperial Army expected to stay long term are members of the Imperial Army Engineer Corp. who are currently building new apartments, schools, police stations and what have you in Istanbul and in the surrounding cities in the District."

President Wayne's expression didn't change much as he heard person after person refuse to compromise. If anyone intended to have the conference be a success, everyone would have to eventually agree on a peace deal. Byronmandy needed this first meeting to be a success so that the war in north Africa could be resolved too. Since it seemed no one else was willing to use common sense, Byronmandy would have to go first.

“After much thought,” said the President as he leaned toward his microphone, “Byronmandy believes that Celatoria’s proposal would be the best for the region as a whole. We think that if the region is ever to move forward again, we will all have to make sacrifices.

I am asking that everyone else here please agree with the Celatorian proposal also. Hopefully then we can move on to other topics of discussion and get Anatolia back up on it’s feet. We have spent far too much time yelling at each other without getting anything done.”

Wayne then sat back in his chair, hoping that everyone else will see the sense in his statement and go with Celatoria’s proposal. It was time to move on.

Emperor Julii responded to President Wayne plea for backing of the Celatorian proposal.

"We cannot back the Celatorian proposal until our concerns of how security forces and public services are to be funded are addressed. As it stands their proposal is one which puts the carriage before the horse. Where will the money to purchase equipment and for pay roll come from? All We hear is flowery language about democracy and giving the power back to the people, what We are not hearing are the technical nuts and bolts of how these new states will function. You can speak of democracy and all that, but explain to Us how that is all supposed to function when there is no infrastructure or a healthy economy or a civil society to support it. You're talking about the paint job when we haven't even started building the car yet. We fail to see how a local temporary administration will have the legitimacy, respect and financial resources by itself to build up a security force and public services."

Once again the Emperor looked right at President Wayne. "Mr. President, you fancy yourself a student of history. Well has history not taught us that a functioning state and society are dependent upon a healthy economy? When the economy goes bad, does not a state being to experience levels of instability? "

"Sir," said the President, "I had assumed that since you had undertaken this great enterprise that you would have had the funds for such an operation already in place. You cannot possible think that the region will pay for your occupation. Yes, I know that something had to be done in Anatolia before things got out of hand, but if you don't have the money to support your troops or the people that you occupy then perhaps you should have let more finacially stronger nations restore order instead.

I also do not really see the need for too much financial aid for Ixzara anyway. I believe that once the fighting stops, the land should be able to support and rebuild itself rather well. The occupying nations would simply provide the security and order for normal life to resume, both economically and politically. The Ixzaran economy will be able to flourish as it did under the old government once realtive stability has been established. All of the unemployed should be able to easily get jobs rebuilding the nation that they live in. With the security that your nation, as well as the others, provides, the Ixzaran economy should be able to function properly. This, along with other basics of a stable economy such as free enterprise, more jobs for reconstruction and slight taxation will restore the economy in no time."

King Edward spoke, directing his speech towards Emperor Julii, "You appear to have misunderstood my proposal, for I said nothing about where the funding for arms would come from that differs from what is outlined in the Vienna proposal, which the system of elected councils would simply be an ammendment to. Thankfully, President Wayne has, rather deftly, answered your concerns in much the same manner as I intended to." at this he gestured briefly, with a thankful motion, towards the president.

"We musn't forget the economic power that Ixzara holds. Only a short time ago they were one of, if not the, richest nation in Baradoz. With even low levels of taxation, which could be legitimately imposed by an elected council, as well as contributions from the government serving as protector, Ixzara could rapidly be rebuilt and, to a certain extent, rearmed.

These short-term protectorates were never meant to financially support the region to any great extent, although by virtue of being there I believe we have a responsibility to provide financial help, but simply to keep order while peace and security are insured. "

The Stadhouder was thinking about what he had said before and he thought that simple repetition would be in place 'Like I said before, we are to help the former Ixzaran subregions to get their independance rather than them helping us retrieving it. As soon as the fuse is pulled out of the fighting and rebuilding starts most of the Ixzaran regions will be financially independant in no time. Their industry is knocked out, but it is not gone.'

'We are present for support, not to take over. So I agree with both King Edward and President Wayne. Plus if any rebuilding nation can not bear the burden of its temporary protectorate their part is too big. They could either hand some of it over to another nation or ask for cooporation.'

While he was speaking the Raadspensionaris was pouring in a glass of water. The Stadhouder saw this and said in the microphone 'Please Johan do not drop it like the Emperor just did, seeing you cleaning it just after the Colonel would be the anti-climax of the day.' Once again the Raadspensionaris face changed from slightly pale to a deep red, however this time he could laugh about it.

The Emperor flashed an amused smile at the SUP delegation then looked at President Wayne, he was a man who could take a laugh or two at his own expense.

"Mr. President you miss Our point. The concern was not whether administering nations would have the funds to properly administer their charge, it was whether local provisional governments would be able to do the same." Then the Emperor's tone turned cold again, the word "occupation" did not slip past him, and he was not going to let that one go. "Though, We are curious as to who you are referring to that We are currently occupying. To our knowledge our assistance was requested at the behalf of Colonel Kemal to fight the warlords, which we, true to our word, are currently undertaking..."

The Emperor took a drink and spoke again and his gaze went from President Wayne to King Edward, the earlier edge in his tone noticeably gone. "Yes stability, the thing we all desire for the region. But how do we accomplish that when the roads, highways and rail lines that the country's once flourishing economy stood upon is in ruin? From our position, We see things the other way around. The economy must be grown then stability will naturally follow. The economy must be grown first in order to provide for the people's basic needs, then stability will follow once those needs are met. We are not opposed to the idea of local elected councils itself, however We feel we would be risking issues of corruption to set them up before some level of economic stability has been brought. We need to bring the people under our charges to a point where all their basic needs, water, food, medicine, are met, then we can begin the transfer of authority.

The Stadhouder is completely correct, the industry is knocked out but not gone. Reviving it ought to be priority one, and ought to be where our focus at this phase lies." As he spoke the word "phase" and idea came to mind.

"This is certainly a great undertaking, for all of us, perhaps too big an undertaking for one conference to settle all issues. None of us here can predict the future, so perhaps, we focus on one issue now and at a later point in time, our representatives can meet again on this matter and see what the situation has evolved towards and what the next appropriate course of action should be. Admittedly we are getting nowhere right now. We need to begin outlining a new plan of action as none of the proposals set fourth seem to have the support of all."

"Or are we just so fed up with each other now, that neither of us wants to have anything to do with the other?" The Emperor quipped.

(OOC: Glad you like all the paradoxes SUP! I read a really interesting article on Gaddafi and all his crazy paradoxes awhile back in like May. I wanted to infuse some of that personality into the Queen and combine that with the glamor, ambition, and undoubtedly near bipolar personality of Cleopatra.)

The Queen while listening to the conversation was busy texting the Chairman of the Imperial Treasury. She was still in the middle of the conversation when silence came across the room. The Pharaoh saw this as another opportunity for him to talk. switched his microphone on and began to speak " The Empire believes the Celatorian proposal is acceptable as well. It is the best possible compromise we have seen so far I believe. Flaws? Yes, but we'd never see our homelands again if we tried work through our differences for a perfect plan. Though there are a few improvements I feel that should be made to the plan.".

The Pharaoh took a sip of water, cleared his throat and continued speaking " Now while I agree with the Celatorian plan that our countries should bear the brunt of the financial cost of this operation, we must get the transitional governments use to running a treasury and working with a budget. We can't pay all the bills to rebuild Anatolia and fund there government and people and then expect them to be able to effectively run a treasury. We can't simply give them a blank check in which to rebuild Anatolia, that being said we must not be cheap as well. We need to fund the transitional government, and give them an operating budget. We can't leave them cash poor, even from the start of this transitional phase.".

The Queen finished her conversation with the Chairman and then switched her microphone on and spoke " On this end the Empire is willing to fund the transitional governments in Anatolia in two forms. First the Empire will grant the governments a 200 billion solidus grant. This grant will however be split into different parts. The parts are as follows 25 billion to the funding of Anatolian security and defense forces. This will allow them to make payroll, pay for there own military training, pay for new equipment, etc, etc. 25 billion for emergency aid in Anatolia. This will cover food, water, medicine, doctors, nurses, aid workers, and all the emergency supplies that are required. Another 50 billion will go for the repair of infrastructure in Anatolia. This will cover everything from apartments, to rail lines, airports, and bridges. Lastly 100 billion will go for the stimulation of business in Anatolia. We need to put people back to work in Anatolia. The faster the better and the easier this transitional phase will be. The longer people go without jobs the sooner they turn towards the forces of General Metran and the other warlords for employment. This also addresses the economic concerns of the Grangale and gets the Anatolian economy a quick shot of capital that it desperately needs. Like the SUP delegation has said "Their industry is knocked out, but it is not gone." and with this infusion of capital they soon will return to strength.".

The Queen sat back and then quickly moved forward nearly forgetting another major talking point "Oh yes! The Imperial Treasury is also extending to the transitional Anatolian governments a 500 solidus dollar credit line at the very low interest rate of 2.1%. Repayment from this credit line will begin two years from the initial payment to give the Anatolian governments time to build there treasury.". The Queen sat back in her chair waiting for the others to reply.

Helene was now aggravated that the parties would be fine for Anatolia and Levantia to be carved up. But at least someone agreed on something. Jason, however, saw the opening needed to finalize a deal, complete the first day of the conference and get Nationalist Zion and the Africa situation up for debate quicker.

"North Chicanan will cautiously support the Celatoria proposal at this time, although it does not deal with the eventual result of the territory in the most ideal manner. However, as a means of achieving a viable state or states quickly, it is the most feasible option and we are pleased that Byronmandy and the United Provinces will support such a plan. As funding the project was on the future agenda, I see no problem discussing this now," Jason said. "In speaking with the Finance ministry on behalf of the Northern government, North Chicanan will contribute 100 billion Northern pounds in grants towards infrastructure repair and the defense and security apparatuses in the state, with each section receiving half of the grant through the transitional councils that Celatoria has proposed. Further, the National Treasury will coordinate with our major national banks to extend a line of credit to the transitional council of 200 billion pounds, maintaining interest level with the current national interest rate of .7% Repayments, as they would with the Imperial loan, would start in two years time with full faith and credit of Northern banks supporting the action."

Jason then leaned over to Helene. "We're in a lost cause on keeping the current borders But we can at least get a start towards peace." Helene was silent, for once outmaneuvered by her boss...well, technically her equal. She didn't consider it a betrayal, but a sign of her weakness. especially since he got the Finance Ministry involved so fast, they had been trying to not contribute funding for the project.

"In the future, Mr. President," Helene hissed back in hushed tones, "at least tell me before you commit to a cause."

"Of course Ms. First Minister," Jason said back, stifling a grin that Helene was not immune to.
