Emperor Julii listened to what the Pharaoh had to say and found himself nodding on several points. He was most pleased that someone else was finally addressing the country's infrastructure. He looked over at Major Sari and asked what he thought.

"I think its good." The Major said.

The Emperor then took the microphone again, mindful of the glass of water. "That is certainly a proposal We can support. As We have already invested large sums of money in the Istanbul District, We offer three ways to compensate for investing in other administrative zones.

First, We offer the services of the Imperial Army and Imperial Navy Engineer Corp. To ease any suspensions, this will only be the Engineer Corp. no combat troops. Their services are offered free of charge. We will also negotiate with private construction companies back in the Empire if additional engineers are needed.

Secondly, We will offer heavy machinery such as bulldozers and cranes, at grossly discounted prices.

Thirdly, We will also offer military equipment for security forces, also at grossly discounted prices."

He took another drink and spoke again. "There you have it, with Monaco-Ville-Nice's modifications, the proposal has Our support."

The Grand Duke had been listening to all that had been said, it has also been a nice touch to see the large amounts of money that were being infused into a weakened nation, a terrible thing to do if not done with tons of attention. He believed it was necessary to speak up, turning his mic on.

First of all, as Emperor Julii so wisely spoke, infrastructure is the base to achieve anything else, but it is not only rebuilding stuff, there's also the human factor, so many times forgotten. Almost an entire generation of Anatolians have been lost be either by the open combat, or by the genocidal attacks of some warlords, many other had fled or are now on a terrible situation. Not only roads and railroads have been lost, but several industries, and several of them considered base industries were destroyed, but worse we may come to find ourselves that on the rush for rebuilding we come to have no one to make these industries work again. Yes, they were once a might nation, but they are now crippled, there are still regions under the direct or indirect control of the warlods, and of these we can only speculate based on rumors from the people that manages to get to the haven that became Istanbul and Levantia, and aerial photos.

There's no magical formula for rebuilding a nation, it is not just throwing them tons of money and everything will work out. We have the obligation no.." the Grand Duke made a small pause looking for the word "we have the opportunity to assist this beautiful, hardworking people to get back to their feet."

So we suggest the following. At first we, the administrators would fund the region, as a kick start, helping the people get jobs accordingly with their capacities and the needs of the region. At first we invest on the construction sector, from cement productions to construction companies, from metallurgy and ironworks to wagon assemble lines. These will provide the base to get the job done. The goal now is to generate as much jobs as possible while keeping it in such a way that the industry won't collapse once the job is done."

The Stadhouder took the microphone 'Good job on the roadmap, I think it will give us a good plan to follow. At this moment I have no numbers prepared, I sincerely have no idea what the Seven United Provinces can spend on the matter. However, if the Grand Duchy is still willing to work with us in their protectorate regions I am sure we will work something out.'

'I can offer all of you our water-management, which concerning the infrastructural matters could be of great help. We have the knowhow and the capacity to build new land in sea, so it should not be very problematic to rebuild dams and dry the land wherever such is needed. Afterall our engineers have been creating new land out of the sea since the 12th century. We can do our part on the infrastructure on the land, but since it is not our speciality I think it could be of a greater asset if the Seven United Provinces puts her focus on the water. Because problems with flooding and such are not confined to a single region I offer our help to any nation within their respective protectorate region.'

'I think it would be a waste if the specialties of any nation would stay confined to their respective regions. For example Monaco-Ville-Nice has a great knowledge of aviation techniques, San Lumen has a great knowledge of mountain engineering, etcetera etcetera. We should let everyone do what they do best I suppose.'

Queen Cleopatra moved forward and switched her microphone on and began to speak "The administration of the money I feel will best be done by executives from the countries who contribute money to Anatolia, working in tandem with representatives from the Anatolian transitional governments. This I feel will give the contributing countries the comfort that their money is being spent wisely, while utilizing the Anatolian's natural knowledge of where is best spent. This is my plan for the administration of the money and I urge all nations here to support it. With our over site and the Anatolian's knowledge of where the money is best spent we will be able to get money to the places that need it most.".

"I agree with the Grand Duke that our focus when it comes to jobs should be low level. Jobs in construction, agriculture, and other base industries should be our priority at the moment. These jobs our the type in which nearly all others branch from and also benefit society. So the Empire will push for job creation to be in low level manufacturing, construction, and agriculture."

"I also agree with the Stadhouder that we should all use our unique skills and expertise to get Anatolia back on its feet again. Sitting here are the finest nations in Baradoz we all have skilled people, organizations, and businesses that can help. The Empire is considering tax breaks to companies who decide to invest in Anatolia. This is a win - win situation for our nations. Our nations industries will make money and create jobs within our nations and in turn help Anatolia. The Empire strongly suggests other nations look into this as a viable option.".

So far the Emperor liked what he was hearing from MVN and Veomo, and he had no issue with SUP providing engineering assistance instead of financial assistance.

"Well, now we're getting somewhere. The Grand Duke and the Queen's proposals have our support. Our concerns regarding the regions infrastructure, local economies and possible corruption issues are adequately addressed. Furthermore We have no opposition to the Seven United Provinces providing engineering assistance in lieu of financial assistance.

We would also like to propose liaisons between the security forces of each administrative zone. While we will likely not see a reunited Anatolia, we may at least be able foster some level of cooperation and unity between some of the future states".

The Stadhouder took the microphone and said 'We will take our financial share, I am not sure on the exact amount at this moment though. The Ministry of Finance will sort that out for us. Why I came up with the water management engineering was because we are a much greater asset building dams and harbours than tunneling through mountains, others might have equal concerns. I tried to point out that we are willing to reach over subregional borders to rebuild.'

The Pharaoh nodded at Emperor Julii's words and turned his microphone on to speak "Surely a liaison system would work the best for communication between our armies and Anatolia's security forces. Members of the Vienna Alliance already have liaisons between our armed forces, so we would need to only send out liaisons to North Chicanan, the SUP if they decide to work with Veomo, and the native Anatolian security forces. So the whole process should be rather easy since there are liaisons between most of us here already."

"Byronmandy will support this. However I wish it to be known that Byronmandy will watch all happenings in Anatolia to make sure that proper political and social freedoms that were present under the Ixzaran government are maintained, if not improved upon."
