The Emperor spoke up again in response to President Wayne.

"We feel that given the relationship between certain nations, that would be best achieved though NGOs. Perhaps an organization can be set up with a branch in each administrative zones to observe the social and political climates and each month release a report to all administering states of their observations?" His tone and expression neutral.

The Emperor had no problem with a neutral group observing things but simply put, he did not trust President Wayne and his party enough to allow any Byronmandian government official free reign in the Istanbul District. I would not put it past this guy to slip in subversive elements in Istanbul or Mersin... He suspiciously thought.

"I don't think that is a bad idea Emperor. However what type of NGO's would these be? Where would they be from? I'd just like a little clarification and a little more detail as to exactly what your proposing?'' King Jason said as leaned forward hoping he didn't come off as patronizing or rude.

The Emperor leaned over to speak into the microphone.

"A valid question." The Emperor said with a nod. "What we had in mind was a sort of watchdog group, with members from various existing NGOs that deal with matters involving civil and political freedoms. For instance in the Empire there is a citizen's group that monitors elections of Imperial Senators and basically hovers over the shoulders of Imperial Judges to watch for corruption. We would see if member of this group would be interested in being part of this watchdog group. We are sure there are various humanitarian aid groups that would be willing to step in for this role.

The way We envision this watchdog group working out is by having a branch in each administrative zone, these branches would be tasked with observing local low level elections, monitoring the interaction between civilians and the authorities and monitoring the local authorities to ensure that aid money goes where it is supposed to. Then at the end of each month, their reports are compiled and published to each state involved, that way we know what is going on in each other's zones. To prevent any parituclar branch from getting too cushy with the local administration, the personnel of each branch would be rotated monthly. Of course they would have to be granted and unprecedented level of access, but obviously we don't all trust each other, so the transparency would be good. Secondly, members could be assigned badges the way the press is to identify them, and these badges would allow them in more sensitive areas where regulars personnel might not be allowed in, such as say, a new security forces base, or administrative offices."

"I thank you for the clarification. It sounds like an excellent idea. I would support it. In the Kingdom we have organizations that provide food banks and medical supplies to those in need. We also similar government watchdog group that monitors corruption. They publish a report every few months called The Most Corrupt Members of Parliament as well as a list of those under investigation for corruption.'' King Jason announced.

He then looked towards the Grand Duke. "Agreed, We think we have enough to start a draft of things."
