The President and Secretary Adair both walked in and took their seats. They were horrified after what had just happened, since the Grand Duke and President Wayne had spoken many times, but yet they were anxious to move on with the peace process.

King Jason decided to be the one to speak first once everyone had taken their seats.
"Good Morning everyone. Like everyone here I am shocked and appalled at what occurred earlier today. The Grand Duke was a great and honorable man and I will do everything legally in my power to find out who was responsible. In honor of the Grand Duke Kahv Eirm it is my hope we will be able to ratify a peace proposal. Does anyone have a peace proposal they wish to present for deliberation?" King Jason asked feeling ackward for his jumbled sentences but no one seemed to mind. In fact they agreed with him.

Emperor Julii cleared his throat. "We're aware we may be jumping ahead of ourselves here, with conditions for a peace treaty still needing to be discussed. But as an end goal we propose a non-aggression treaty between Byronmandy and Monaci-Ville-Nice, and between the Grangale Empire. A peace agreement can only last if neither party thinks the other is plotting against them, and with a non-aggression treaty an agreement not to attack each other is put on paper. In effect it is a written contract between nations to leave each other alone.

We feel that an ultimate goal in mind would help steer negotiations."

Sooner this gets wrapped up the sooner we get get onto more pressing matters... on that though, I should talk to King Jason and the other Alliance leaders after this is all done...
He thought.

The Pharaoh nodded his head when Emperor Julii finished talking and said "I agree with the Emperor, these all seem to be the ultimate goals of any end for our discussions here.". The Pharaoh then paused a moment, thinking on his demands on Byronmandy and then spoke again "And of course our proposal on troop movements. Byronmandy would be able to move no more than 20,000 soldiers east of Malta." the Pharaoh said before returning to his drink. He wondered what the other leaders would think of this? For the Empire it seemed a reasonable way to prevent any sort of military buildup that would lead to a war much like the current war between the Empire and Republic.

"We have no objections to that." Emperor Julii said as he turned to look at President Wayne, awaiting his response.

Since Anatolia was MVN's backyard, the Emperor was inclined to let the Pharaoh dictate the terms. In addition the Emperor trusted the Pharaoh's judgment as an experienced solider.

The Stadhouder took the microphone. 'Pharaoh, your lack of detail is shocking. When you demand a maximum of 20.000 Byronmander troops east of Malta you literally speak about half the globe which is unreasonable and unrealistic. You really need to be more specific before we can agree or disagree with you.'

'Much more realistic would be the demand of a maximum Byronmander naval movement of 20.000 troops east of Sicily in the mediterranean, this is an excellent geographical bottleneck to control. But one who takes must give something back. What are you willing to give in return Pharaoh? Maybe a maximum of MVN naval movement of 20.000 troops WEST of Sicily in the Mediterranean?'

'Fair deal I suppos. Plus it would keep you two out of eachothers, let's say, personal space. And that is what would be the best for everyone isn't it?'

He sat down again knowing that his proposal would mean an incredible decrease in MVN's demand. He disliked the idea that the Queen had left because she would certainly have gone berserk.

Ambassador Temkoy, was calmly listening to the leaders, and to the Grand Ducal delegation sat behind him, after a few moments he believed it was time to put his two cents on the table.

"The Grand Duchy believes that a such massive body as Sicily is an unfortunate choice since it's extension give a lot of margin for becoming a true boundary. On the other hand we believe that since the Republic of Byronmandy holds the island of Corsica, and its claims on northern Africa extend to some point at the same longitud, also acknowledging the legit maritime claim of San Lumen on the area, our proposal is that a line drawn from Tunis to Darius shall be held as the limit to both nations military assets, on the Mediterranean, also acknowledging the roundness of our world, a line drawn from the city of Archangel in Pekhora, to the north pole and to Darius shall limit Byronmandian military forces, in the north, with the exception of and limited to allied territories to the south. it would be limited by a line going from Tunis to Accra, and from there to the southern pole, with the same exception and limitation of the northern boundary. The Republic of Byronmandy shall not cross over these lines with more than 20,000 troops of any kind, unless specifically requested by an allied nation, and due reported to the Vienna Alliance Members, hence more the requester shall be included on the exception foreseen on the north and south boundaries. At no time shall Byronmandy hold more than 20,000 troops east of the aforementioned lines. The same principle shall be valid for MVN and Grangale Empires to the west of the line."

At this moment one of the members of the delegation handed over a folder to each delegation.

"Here is a map with the proposed lines"

Emperor Julii looked over at the map. Not like we have any real military interests that far west...

"So just that We understand this correctly, neither side is to have more than 20,000 troops on the opposite side of the line? If that is the case, we have no objection." The Emperor said.

The Stadhouder spoke briefly with the Raadspensionaris. 'Look Johan, a proposal to divide the world in two.' 'Yes, and we are located at the opposite side of the border.' the Raadspensionaris replied. 'Well, time to tell the people about our little problem then.' the Stadhouder said while he grabbed the microphone.

'We understand the proposal, but it raises one concern and one problem for us. Our concern is that with this plan we are dividing the entire world while mediterranean is the region of interest. Though, our problem is of a much greater scale. As you might know the Republic of the Seven United Provinces is a member of the LTO, and the LTO treaty dictates a close military collaboration. Another thing you might have noticed is that practically the entire SUP territory lies east of the proposed border.'

He thought for a second and continued 'I will be as honest as possible with you here. The Seven United Provinces has always allowed allies to use her territory, and this plan will not change that. We only deny an ally the use of our territory if we do not support their actions. Recently the Grand Duchy of Veomo stationed a great number of troops in the Provinces, and given the circumstance that the Republic of Byronmandy is an ally we will not deny them access either.'

'The only conclusion I can make is that the Seven United Provinces can not accept this proposal concerning our territory.'

Emperor Julii studied the map and again and tried to see if he could think of a compromise. Taking a second look he also noticed a possible problem.

"Are troop numbers all that big of a deal, with a non-aggression treaty in place? Might we just limit the area of troop limitations to the Mediterranean and areas along it? Taking a second look, We've noticed that Celatoria is on the other side of the line, this would make it difficult for MVN and our Empire to conduct the joint military exercises in accordance with the Vienna Treaty."

He took a drink from his glass of mineral water and closed his eyes in thought... and couldn't think of anything...
