'Mister Raadspensionaris, you have to wake up' Katrien said, knocking on the door of his room. (ooc: I think that was her name right?)
'Incorrect, I need to eat solids, breath gasses and drink solubles. All the rest is optional!' the Raadspensionaris said from the other side of the door.
'No sir, you forgot waking up when I am around.' Katrien added with a grin. 'The Stadhouder finished his breakfast over an hour ago, and he asked me to wake you up.'

That moment the Raadspensionaris opened the door of his room, Katrien could only wonder how he got dressed so fast. He must have been awake already or hold the record of worlds fastest dresser. The Raadspensionaris said 'Let me guess, he offered you to eat with him and asked you all kinds of personal stuff?'
'... yes, and afterwards he asked me to wake you up. How do you know that by the way?' Katrien asked.
'I have known the man for a very long time. He has a certain dislike for our kind, politicians that is. But he loves the "real people" as he calls you. Not to forget he is a nutcrack ofcourse.' the Raadspensionaris added with a smile.

As he entered the living area the Stadhouder was busy gaming on one of the many screens in and around the house. 'Terrific, the greatest leaders of the world have gathered for a serious conference and our magnificent leader is killing serious aliens on a CrossBox500 or how do they call those bloody things...'
'Goodmorning sunshine!' the Stadhouder replied. 'Actually it is an Xbox360, and this is Halo3. I was killing uglies with Katrien, but you destroyed the fun by not waking up.'
Katrien entered the room just behind the Raadspensionaris and asked 'Mister Raadspensionaris can I get you anything for breakfast.'
The Stadhouder was shutting of the console and intervened before the Raadspensionaris could answer 'You can, but you won't my dear. The Raadspensionaris is a healthy Dutch boy with two healthy hands. He can put those talents to use if he wants breakfast. As I recall it you are here to help us, that does not include slavery if I recollect correctly.'
Saying this the Stadhouder jumped behind the kitchen counter and asked 'Bonjour monsieur le Raadspensionarisssss, what can zis humble servant make you zis morning???'
The Raadspensionaris turned around to Katrien and said 'Told you he's bonkers..... I will have a famous Coffee a la Stadhouder please. A sandwich I will make myself, thank you.'

Katrien laughed and said 'No problems gentlemen, let me get some Sandwiches we have.'
'Only if you insist, but do not forget to eat yourself too. No way we want to cause famine with our presence.' the Stadhouder concluded.

*** The three of them enjoyed their company and coffee a la Baaper with Sandwiches ***

'You make the best sandwiches ever!' Oh Johan, make sure to offer he a passport this afternoon the Stadhouder joked.
That moment the Ambassador entered Villa Rosa 'Goodmorning gentlemen' he said, poored himself a cup of coffee and took a seat.
'I think you have to hurry because the limo to bring you to Old Estate can be here any minute.' Katrien said.
'Certainly not! The Stadhouder said, it is just a mile or 3. We will walk there!'

And so they did, the men walked to the Old Estate causing the strangest unexpected event upon arrival. The press was waiting for limousines to stop in front of the building followed by royals or other important people, and so did anyone else. But suddenly three men approach by feet, guards rushed in shouting warnings causing great commotion. The men stopped in their tracks except for the Stadhouder who kept walking. He seemd unmoved and said while pointing at the commandig officer 'Gentlemen, gentlemen, no need to panic! It is just us the delegation from the Seven United Provinces. Nice gun you have there by the way!' He turned around and said 'Johan, Maarten, let us go inside. There are people are waiting for us.'

The men continued and approached the entrance of the Old Estate, the Raadspensionaris and the Ambassador entered as fast as they could. However, it took a while for the Stadhouder. He simply could not resist walking pas the press without talking to some of them. After some time he waved at the press, got a warm applause, and entered the building. He said to one of the guards 'God, I love real people!', did not wait for a reply and entered the Cantonal Hall where he took seat between the Raadspensionaris and the Ambassador.

The Raadspensionaris looked at the stadhouder and said 'They day you change will be celebrated by generations...'

King Dizhwar was up at 0600, as he was most mornings, to get a good dose of current events in the news. Also to place a phone call to the State Minister to make sure things weren't going haywire in Darjistan in his absence. He thought to himself that he couldn't remember a night where he'd felt so comfortable outside of his own residence. The Villa Prane was a very well constructed, and decorated building, he wouldn't mind coming to North Chicanan more often if he could stay here each time.

He'd been given word that he would be sitting next to the Pharoah, which he was glad to have such a familiar face so nearby. Also the delegation from the Seven United Provinces, which he had yet to meet the Stadhouder, so he turned to wikipedia to get a little more information on him, he was determined to know what he looked like so he could make a decent introduction once he arrived.

After downing a pot of coffee, King Dizhwar heard a knock at the door, it was the limo driver to tell him his ride had arrived, and was ready to take him to the Cantonal Hall. When the limo pulled up to the entrance of the meeting hall, King Dizhwar emerged waving and smiling to the crowd that had gathered, and answered a couple questions of the press, then made his way into the building. He noticed King Jason next to his name-tag on the table, and he recognized the Stadhouder from his research earlier in the morning next to it on the other side, but first he'd make his way over to where Emperor Julii was seated, an effort to greet everyone who was in the room. After exchanging greetings with the Emperor, the Darji King walked around the table the way he'd come so King Jason would be next, it was good to see these familiar faces. A similar exchange of greetings took place. Then he walked over to his seat, and introduced himself to the Stadhouder.

"Stadhouder, it's a pleasure to finally meet you. After seeing the Provinces in the news a lot lately with the Piracy, and Nova Zembla issues, it's good to put be able to put a face with the name. Ah, and you must be the Raadspensionaris - I wasn't sure if you would be here as well."

King Dizhwar then outstretched his hand to shake the Raadspensionaris'

"It's nice to meet you as well. I trust all is well in the Provinces these days?"

Queen Cleopatra rose from bed early in the morning and noticed the Pharaoh and his company had not yet returned "As long as he doesn't show up to the meeting to drunk." she assured herself. Waking up for the Queen of Monaco-Ville-Nice is a production in itself, handmaidens rushed to open curtains, others rushed to change the Queen from her sleep wear into her morning wear, aides then came in and began speaking to the Queen on her itinerary for the day. For people not familiar with the massive amounts of Imperial procedure in the Imperial Court of Monaco-Ville-Nice would likely find this insane, however this was everyday for Queen Cleopatra.

Once she finished dressing she walked out of her sleeping quarters and into the dinning room area where her butler for the conference Wiggins was waiting with a massive selection of food for breakfast. "How lovely! Just like home! Thank you for Wiggins for having such a beautiful feast prepared for me.". The Queen then selected an apple, some toast with blue berry jam, and indulged in a few pieces of bacon. She figured she could use the protein with all the strength she would need to restrain herself and keep respectful today.

She sat down and began eating as Foreign Minister Nelson Beaudelairen, also an early riser came into the dinning room dressed in his usual all black. "Morning Highness." the Queen acknowledged him and then said "Must be nice to be home Nelson?" the Foreign Minister then spoke "Home, what is that?" speaking to his A. lack of family and B. The journeyman nature of being a scholar. He then continued "A beautiful country though right?" the Queen nodded "Beautiful and so very different from the Empire, from the weather, to the architecture, and then the people. Enjoyable though to see such a different world." the Foreign Minister nodded in agreement with the Queen. "I grew up not far from St. Johns, in its suburbs. Studied during the week, football on the weekends, and all the while it rained." the Foreign Minister said garnering a laugh and a bit of shock from the Queen who was not use to the Foreign Minister divulging any of his past.

The two then started going over there plans for the day and finishing up the finishing touches of there peace agreement to be offered to Byronmnady later in the conference. The door to the dining room opened and the Pharaoh stumbled out from the stairway followed by a few of his officers. The Foreign Minister sighed at the state of the drunken Pharaoh and the Queen looked displeased at his disheveled appearance and the bottle in his hand.

The Pharaoh stumbled over to the Queen followed by his company and gave her kiss "My lovely wife, sorry I was out so late. Got to drinking and talking with the Grangales, likable men.". The Queen looked the Pharaoh over and spoke "And women by the smell of you. I don't care if you sleep with other women, but do me the favor of cleaning yourself before you kiss me." the Pharaoh smirked and said "Very well... I'm off to bed and then a shower." the Queen then replied "You have an hour to sleep." the Pharaoh who had begun walking away turned and said "All the sleep I need." before entering his sleeping quarters and shutting the door for a power nap. His company dispersed into various rooms for equally short power naps.

The Foreign Minister then said "Hope he doesn't show up to drunk." the Queen then sighed and said " Well even if he does he always manages to pull it together.".

................................

Two hours later in the morning.

The Queen went into her room followed by her handmaidens to change into her dress and jewels for the conference. The Pharaoh stirred and awoke in a haze before quickly coming to. The Queen hurrying into the room said in an unusually panicked voice "Oh come on get up! Have you forgotten what we're doing today!" the Pharaoh then sat up and sarcastically said " What are we doing today?" the Queen being stripped and changed by her handmaidens slapped them away and turned saying "I'm not up for your games today!" the Pharaoh then laughed and said "Relax woman! This is going to be my day! I can feel it in the air!" he then noticed the Queen was putting on probably the largest diamond necklace he had ever seen. The Pharaoh then chuckled a little to himself still quite drunk and said "I don't think I've ever fucked a woman wearing a hundred million dollar necklace before." the Queen then said "And you won't." the Pharaoh then sighed and sarcastically said "What a shame, you shall have to put it on Ati (One of the Queens aides, old and terribly ugly)." the Queen losing patience said "She'd eat you alive. Now get out of bed!". The Pharaoh lunged for her still in the bed pulling her near to him saying "Come here it can be quick." but the Queen pushed him off saying "Stop fooling around and get up!". The Pharaoh then laid back in bed and yelled "I'm not getting out of bed until I've fucked something!" the Queen then sighed and turned to one of her younger prettier handmaidens and said "Fine! Keffa do whatever he wants and see to it it's quick!".

The Queen then stormed out with her handmaidens in tow, leaving only Keffa and a smiling Pharaoh in the room. "Well lets get to it." the Pharaoh said with a grin.

...........................

About an hour later.

The Imperial Limos pulled up to the Old Estate and sent the reporters into a picture taking frenzy. Praetorian Guards emerged and opened the door to the first Imperial limo, the Foreign Minister came out first with reporters screaming questions. The Foreign Minister nearly shuddered at the media frenzy, looking at them with more than his usual disdain. Next the Pharaoh emerged still drunk but looking rather nice in a trim black suit, he then outstretched his hand and the Queen took it and came out igniting even more of the reporters bulbs. She emerged wearing a gray Armani dress and wearing a massive diamond necklace (OOC: Think a more practical hope diamond.) the couple embraced and waved to the cameras. The Praetorian Guards then escorted the Couple and the Foreign Minister into the Old Estate once the Royals were finished with there photo op.

Once inside they were shown there seats and sat down. The Queen and Pharaoh then began side conversations with the leaders who had already arrived to pass the waiting time.

At 5:53AM, King Edward awoke and sat upright in his bed, glancing at his alarm clock. Seven minutes before it was due to go off. He smiled slightly at his timing.

Within an hour, he had washed and dressed, electing to wear a black suit. As he finished adjusting his tie, there was a knock on his door. Chancellor James Bentham entered, wearing a grey suit of similar cut.

"Sir, I am glad to see you are ready, I am glad that you chose to wear something simple. Subtlety shows that you respect the seriousness of this issue, unlike certain other nations, whom I fully expect to try and turn this into a fashion show. Here are the documents you requested, I shall see you shortly."

"Thank you, James."

The Chancellor exited the room.

-----------

Later that day

The King and Chancellor arrived at the conference at precisely the correct time. The King greeted the leaders of the many nations gathered by name, effortlessly using the correct form of address. He took his seat.

While the conference settled, he spoke briefly to the Stadhouder of the S.U.P,

"Regardless of how this conference is concluded, I would very much like to speak with you further afterwards. There is something I would like to discuss, rather minor I assure you, but I believe it might be of mutual benefit to our nations."

Emperor Julii was discussing several matters with Major Sari, and at the mention of the 4th Fleet, remembered something. He gestured to Colonel Almathea to lean forward and quietly spoke. "Tell the S.U.P. delegation that I would like to speak to them when they have the time, regarding Nova Zembla." The Colonel nodded in acknowledgement and left to carry out her orders, and a moment later she returned to her place behind the Emperor's seat.

Helene stood for the first time to address the dignitaries of the Baradoz region. The First Minister was a known orator in the state but wanted to stay brief and clear what her expectations were for the conference.

And to make sure they stayed on task. She wanted some tangable results. It would show the nations could work together effectively.

"Distinguished guests, I personally thank all of you for taking time to come here to discuss the issues surrounding the Anatolian region and the former Ixzaran Republic. It is the wish of North Chicanan to see this region emerge from the chaos as a strong and prosperous neighbor within the region and I feel that we as fellow states can and will assist the territory in the best way possible.

In order to help the region, I feel it is best that as a whole we work together to come to some agreement on the future of the Anatolian region, in terms of the present conflict and the future economic and political nature the region will take. While I know some of you have other interest in the region in mind," pausing briefly to make eye-contact with President Wayne, "we feel this course of discussion today will help guide the conference and the future of the Baradoz.

I am aware that the Vienna Alliance has discussed the matter and has brought a proposal on the situation, one that will help stabilize the region and lead to a speedy recovery of soverignty for any future state or states in the region. I and the Northern delegation look forward to hearing this plan and working with the Alliance, as well as our friends from the United Provinces and Byronmandy, to push a proposal that best works towards a proper solution."

As she seated, Jason passed a note that said King Jason had agreed to the lunch meeting to discuss matters between the states and Celatoria. She was pleased, but did notice King Jason had the strangest face as she looked up. "What do you suppose is his deal," she asked Jason who looked as confused as Helene on the issue.

Helene then went back to the mic, "at this time, I will open the floor for discussion of the Ixzaran crisis. I would, as I believe all states would, like to hear the proposal the monarchs have brought with them form Vienna."

The Grand Duke approached his mic, "The purposes of this meeting are honorable, and we shall be seen in the future for what we accomplish here today and on the days to come." he makes a pause "The situation on Anatolia and Levantia, are far better than they were a few weeks ago, the intervention of our nations was fundamental to that. Uncountable lives were lost on all sides. Many of the Ixzaran youth is gone, and more than a generation is lost. But it could be worse if we had left it to chance, perhaps, we'll never know, for what is done is done."

He made another pause to let the real weight of these words to be felt.

"Now we must decide what shall be done next. Due to the great assistance of the Grangale's troops to Colonel Kemal's forces the Istanbul District became an oasis of safety to the people of that land, of that we are sure. Persecution had became a part of the daily life of the several ethnics of the Ixzaran lands. Further on the hard blow given by Celatorian troops on the western Levantia was fundamental to give a break to Kemal's troops, besides of guaranteeing the safety of the people of Levantia of course. The actions of the imperials on Southern Anatolia terminated with a major threat to that land, General Pasha. The Kurds on the east got their share of battle, as did the Armenians on the northeast, though their fight was mostly to preserve their shores and their people. It wouldn't take long for the warlords to fight each other. The Grand Duchy was still focused on the events on Ukraine, and we limited ourselves to send supplies, both alimentary and medical, besides of setting a contention line over the Black Sea. It was only after the attack on the cruise liner Gerveroux, that we decided to take a more active stand. With the assistance of the Krasnodarian fleet we were able to control both the western shore of the bosphorus and the northern shore of Anatolia. Unfortunately as more inland as we get, more power we can see on the hands of the warlord, and as we are aware the cost to upkeep the troops get higher as farther the home nation is."

He makes a pause and drinks some water and get some papers from his assistant who was sitting a bit behind.

"During the latest meeting of the Vienna Alliance we came to the conclusion that due to the situation that the former ixzaran territory came to, it would be unwise to leave them to their own chance, at least for now. Therefore we believe that a joint action of the monarchies would give the so needed stability to the region. The northern operations on the balkans are fully supported by us. Due to the war between Byronmandy and Monaco-Ville-Nice, we also believe that neither should hold troops on the area, although for its efforts and for giving such a definitive blow on the southern warlords, the urban area of Mersin shall be kept under the administrative control of MVN. Also, the Istanbul district authorities have already made arrangements with the Grangale Empire, and such shall be honored. The remain of the territory shall be divided for proper administration."

With another pause the Grand Duke scanned another portion of the document before continuing, raising some sheets here and there.

"We are very aware that there's still much work to be done, but we cannot lose focus on this matter. That's why the Grand Duchy proposes this division: The Northerns shall work close with San Lumen and Celatoria, as they have been so far, in order to guarantee peace on the balkans. Shall be your responsibility to oversee the evolution of the new nations that may come into formation. San Lumen shall also oversee the progress of the former European portion of Ixzara, with the exception of the area under control of the Grand Ducal troops, we shall also control the northern shores of Anatolia. I have spoken with the governments of Armenia and Kurdistan, and they are willing to take responsibilities over the respective areas with greatest presence of their peoples. (OOC: this would justify the difference on the sizes of Armenia and Kurdistan from the older map to the new one) Istanbul district would remain under the control of Grangale, as they have already agreed upon. while Levantia shall be administrated by Celatoria. Darjistan shall assist on the rebuilt of the southern Anatolia, if they so wishes to. Central Anatolia, due to its situation would be administrated by a joint government of Grangale, San Lumen, Celatoria, Darjistan, if they wish so, and the Grand Duchy. With the exception of the Istanbul district, which has scheduled already their own agenda, unless of course they wish to modify it, this division would be held for one year, in the end of which a general referendum would be held, as well as regional referendums to determine the future of the territory."

Closing the file, the Grand Duke lay back on his seat and wait for the response of the other leaders.

Major Sari looked over at Emperor Julii and motioned towards the microphone, the Emperor nodded and he reached over for it.

"Allow me to introduce myself, I am Major Sari, second in command to Colonel Kemal, I am here as his representative and to provide insight from someone on the ground so to speak.

What the Grand Duke has laid out is an accurate description of what was discussed at the emergency conference at Vienna. I would also like to add though, that before we move forward that we must not be locked in a mindset of retaining the former Republic's boundaries. The Ixzaran Republic was a hodgepodge of tribal and religious groups which was held together by the central government. As we have seen, without the central government these groups quickly went back to centuries long grudges. Trying to retain the former Republic's boundaries and restoring order are not one and the same. Colonel Kemal understands this and this is why he has not attempted to restore the former Republic and instead had focused on defending his district. The colonel has stated on more than one occasion that the Republic is gone, and that there was no point in trying to force its restoration when the people of it's former lands are clearly not interested.

To refer to an 'Ixzaran People' is something of an over simplification. I myself was born and raised in Istanbul, not to say I have any animosity towards them, but I have little in common, little shared experience with the Kurds to the east. We became "Ixzarans" when the central government united the lands, so it isn't too far off to say that the term "Ixzaran People" is something of an artificial construct. We have always thought of ourselves as Anatolians first, or Levantians first, or Kurds first, and Izxarans second."

Just before the meeting the three men from the Republic of the Seven United Provinces had made their "grand entrance". A very characteristic thing for the Stadhouder to nearly get himself shot in front of the press. After he had entered the Cantonal Hall he took a seat next to his very ashamed Raadspensionaris and Ambassador. He did not get to sit long though.

First the men were greeted by the King of Darjistan. 'It is a pleasure to meet you, your Majesty.' the Stadhouder said. 'I hope you like the embassy we appointed to your nation.'
The Raadspensionaris shook hands with the King but did not say much. He could only hope the conversation would not take long because he could not bear any more embarrassing actions from the Stadhouder. However, this time the Stadhouder managed to refrain himself from doing something weird or to insult someone without even knowing that he did it.

Secondly the King Edward from Celatoria approached the Stadhouder and he requested a meeting to discuss something 'minor, but profitable' after the conference. The Stadhouder smiled and said 'That can be arranged. You are making me a very curious man I must admit. I let it up to you to decide where and when we will meet. However, it would be delightful if our meeting could have an informal character. I am probably done with the formalities after the conference.' Again the Raadspensionaris shook hands and made sure to stay out of the conversation.

Third and finally, a woman approached. The Ambassador leaned a bit forward and whispered the Raadspensionaris in the ear 'ME LIKE!'. The Raadspensionaris sank a bit further away in his chair and waited for the blow and disaster that was about to follow. The Stadhouder said 'Pleased to meet you miss...? ma'am...? colonel?' The colonel said 'Colonel Sezja Leanne Almathea. Likewise.' and both of them shook hands. After Almathea requested a meeting about Nova Zembla the Stadhouder said 'Fine, how about during lunch or dinner? Or do you prefer a larger, more formal meeting on the matter?' After the came to an agreement the meeting was about to begin.

***

After Major Sari had spoken the Stadhouder stood up and began to speak. The Raadspensionaris thought that these were the scariest moments in his life, apart from meeting his mother in law ofcourse. The Stadhouder had managed to keep away disaster speaking with both Kings and the Colonel just before the meeting. However, this was of a whole different level and could mean the end of everything. The Stadhouder was to speak in front of all the important people in the world, and the Raadspensionaris thought another war would be inevitable afterwards. The man was on the brink of panic.

The Stadhouder said 'Ladies and Gentlemen, I am Baaper de I van Voorne-Putten, the Stadhouder of the Republic of the Seven United Provices. Most of you might know me already, the ones of you who don't will know me as soon as the press in front of the door have printed their stories.' Some silent laughter could be heard in the Contonal Hall, however the Stadhouder continued pretending to hear none of it. 'Former Neoplanta and Ixzara fell in front our very own eyes. We, the Seven United Provinces, never expected such a thing to happen. We lived with the illusion of the existence of two stable and powerful nations. It was horrible to see these nations fall and disintegrate.'

'We, the Republic of the Seven United Provinces, did not take a stance immediately because we knew about the regions atmosphere. An atmosphere made of gunpowder awaiting to be ignited. To make long stories short... egotism ruled, reason disappeared, hell broke lose, resulting in half a million lives ended and many more destroyed. Now a little while later it is up to us, the failed leaders, to bring stability to the region? Gentlemen, the truth is indeed stranger than fiction! I ask you, how can people who fight a war because a few unliked words bring stability to a region? What might happen if a former Ixzarian citizen speaks its mind and opposes their new "peace-bringers", are they to be shot or gassed because of a damaged ego? How big is a leader whom fights personal battles over the backs of his own people? Who the hell are we to use the nations we represent as a toy?'

'I know what I stand for, and I can only hope for the best concerning your opinions. Whatever the help we are going to offer may look like, I want, no I demand the decisions to be made by grownups. Who knows, maybe we will like decisionmaking like that. Thank you very much!'

The Stadhouder sat down, and the Raadspensionaris could cry of happiness. He thanked every type of god he could think of, for it seemed the men was not completely nuts after all.

Queen Cleopatra was slightly offended at being called a failed leader even if it was meant to be about all the leaders in the room. "Just the Dutch" she concluded and decided to let it go. She felt compelled to speak on the words of Major Sari. She switched her microphone on and began to speak.

" The Grand Duke has proposed the plan of the Vienna Alliance which the Empire fully supports. Though as we all admit there will need to be work done on how we split the territory along ethnic or religious lines. We can't here make the same mistakes that were made in Southern and Central Africa. Mistakes that the Empire has had to clean up in Chad, Libya, and Nigeria. We owe it to the people of Anatolia to assure we do not repeat those same mistakes."

The Queen then took a drink of the Evian water she had poured for herself. She had been feeling a little under the weather and had a sore throat so she cleared her throat and continued.

"I urge the other leaders here to endorse the Vienna Alliances proposal. The sooner we endorse this plan the quicker we can set about setting real boundaries, begin serious rebuilding projects, continue fighting and ultimately defeating the powerful central Anatolian warlords, and begin giving the people of Anatolia real peace and hope. I can not understate enough how important it is not to end our missions prematurely. The one year outline we've set forward is a realistic timetable for the lands we administer to obtain true stability and peace. A plan of a few months or a plan that simply pushes to hard and to fast for Anatolian sovereignty is a plan doomed to fail. We must commit ourselves fully and commit ourselves for the long term and not just view this as a quick fix type of problem. Indeed much of Anatolia's heartland remains out of our control even now. It would be very foolish to only commit ourselves to a short term mission when we don't even have full control of the whole of Anatolia."

The Queen then took another drink before continuing to speak.

"So without adding much else, I implore all of you to get behind the Vienna Alliances proposal that brings a true and lasting hope for Anatolia."

The Queen then sat back hoping the leaders of the democracies would understand this was not a quick fix situation.
