The Republic of Kazakia was a nation mired in corruption. Powerful businesses had bribed many in the capital to legislate laws and enact policy decisions that favored them to the detirement of the common citizens. Following a brutal crackdown of a non-violent protest at the capital, a boiling point had been reached and regional governors in the northern parts of the country contemplated secession.

"Andre, even if we did secede we wouldn't be able to defend ourselves from the army. They out number us by a huge margin." Governor Vladimir Korolev pointed out.

"He's right Andre." Governor Sonya Grishenkov added.

"Both of you are right. If we struck out on our own, we wouldn't have the military power to defend ourselves from the Republic Army or the Mongolians. What we need is a powerful friend we can join with." Andre Nikanor replied.

"And who would this powerful friend be?" Governor Nikolai Anakushin asked.

"The Grangale Empire." Andre answered.

"What?!" Sonya asked, not bothering to hid her surprise.

"Yes, they value justice and fairness, their citizens enjoy far more civil rights than the Republic's citizens do, and they have checks and balances in place to prevent the sort of corruption that's eating the Republic. Besides, I've a foot in the door when it comes to talking to their government..." Andre replied.

"Yeah? How?" Nikolai asked.

"My younger brother... he's an influential member of the Imperial Council." The other replied.

"You never mentioned a brother before." Valdimir commented.

"Well, it's a LONG story... he changed his last name to Raines when he emigrated to the Empire with our mother." Andre said.

Councilor Raines was reading though some reports when the intercom on his desk beeped.

"Raines here." He said into the mic.

"Councilor, this is the front desk, I've a man here, who insists on seeing you. He claims to be your older brother." The voice on the other side said.

"What?!"

"He says he's your older brother and has something important he needs to speak with you about." The voice replied.

"Fine, let him though." Raines said. After hearing an acknowledgement he unconsciously ran his hand over the Cz-75 9mm pistol he kept taped to the underside of his desk. A few minutes later a man who bore a distinct resemblance to the Councilor, only with a neatly trimmed beard and about a few inches more in height, entered.

"Been a long time Marcus." Andre said.

"What the hell are you doing here?! I told you 15 years ago that I wanted nothing to do with you!" Raines said.

"Is that how you greet a brother you haven't seen in 15 years?" Andre retorted.

"A brother that last I seen had a criminal record, a brother that ran my father's name though the dirt..." Raines replied with his own retort.

"OK, OK... Look, at lot has changed in 15 years, I'm not that same person." Andre said.

"Yeah, I'll believe that when President Wayne and Pharaoh Mark Antony share a beer... they told me you had something important to talk to me about, what do you want..."

"Secession..." The older brother simply said.

"...What...?" Raines said, not sure what Andre was getting at.

"I've been governor of our province back home for the past 5 years. I did some time in the joint, came out, went to college, got into politics, and got elected. Look things have gotten really bad back home. The political bullsh*t that dad fought only got worse and me and several provinces are planning to secede." The other explained.

"And that has what to do with me?"

"Our four provinces can't stand alone as an independent nation, the Republic Army of the Mongolians would invade. We want to join the Empire. Not a protectorate status, but as an official part of the Empire."

--- Imperial Council Chambers, Directia ---

Several hours later.

Andre Nikanor found himself standing before the assembled Imperial Council, and a monitor with displaying the face of Emperor Julii, who was aboard Grangale One while the conference recessed for the night.

"Lets get down to brass tacks, what does the Empire stand to gain if we allow your four provinces to join, and what do you get by joining the Empire?" The Emperor asked.

He's straight to the point, good. Andre thought. What the Empire would get would be the vast natural resources in our territory. Petrolium, natural gas, rare earth minerals. Also part of the region is mountainous which would provide a natural defensive line for the Empire. What we stand to gain is national security, and to live under a system, that is just and fair. As you know the Republic of Kazakia is almost completely consumed by corruption. Big businesses continue to bribe judges and politicians and life for the average citizens grows harder and harder by the day." Andre explained.

"So why the Empire, why not ask the SUP or Greater Mongolia or Pekhora for assistance?" Clifford inquired.

"Well, one my younger brother is in a high government post here, I would not be able to have an audience with the other nations. Second, they lack the military power to beat back and keep the Republic Army out. The Empire is the strongest military power in eastern Baradoz." The other explained.

"But you're part of a republic, why would you want to join an Empire? A completely different political system." Scarlet asked.

"There is no freedom in a corrupt republic. Imperial citizens enjoy far more civil liberties than the republic's citizens do under the growing police state." Andre replied. "Besides, it is not as if the Grangale Empire is a tyrannical autocracy, all of you from the Emperor on down are bound by the Imperial Constitution." Andre added.

"You know, we do stand to gain a lot..." Arlington commented.

"Governor Nikanor, would you please wait outside? We need some time to deliberate this." Clifford said.

Andre nodded and left the Chambers. For the next four and a half hours the Emperor and the 12 Councilmen debated the issue. Diplomats familiar with the area were called in, army and air force commanders were called in. Finally, after nearly 5 hours, Andre was called back in.

"We have decided to accept your request to join our Empire, as provinces of the Empire." The Emperor announced.

The next hour was spent working out the details of the annexation, and tomorrow, Nikanor would announce that the four northern provinces would secede from the Republic and join the Empire.

Andre Nikanor looked at the camera and prepared himself to make this announcement. At this moment elements of the 6th and 7th Imperial Armies were being deployed to what would be the Empire's new southern boarder, and bombers of the 1st Air Fleet were on stand-by and ready to take off from Murska Air Base.

"Good evening everyone, tonight I have an important announcement to make to all. For years now the Republic of Kazakia has been on the steady and gradual path towards a fascist oligarchy, ruled by big business and special interest. Politicians at the capital take bribe money and make decisions favoring their backers and ignoring the needs of their citizens.

For years we've tolerated this broken system, we've tried to work with this broken system to no avail. With our options dwindling, and our fate more and more appeared to be a new serfdom to the monied privileged class, we took our destiny into our own hands. We decided to break ties with the corrupt regime in Astana, and joined hands with our neighbor to the north east. A neighbor who is a nation of justice and fairness, not privilege, a nation of laws not politics. Tonight, I declare that the four northern provinces of the Republic of Kazakia are now formally part of the Grangale Empire. Citizens of the northern provinces now have the rights and privileges of Imperial Citizenship."

As Andre completed his announcement, Imperial Army troops had landed and were preparing their fortifications against the impending Republic Army assault to retain the provinces.

The artillery bombardment by the Republic Army was relentless. It had been three days since the four provinces seceded and were allowed to join the Empire. After locating the Republic's major bases that had the provinces within striking range, the Air Fleet decided to end it in a massive bombing raid.

First, Tornadoes with anti-radiation missiles launched on defense suppression strikes. They came in low at treetop height below the radar. They gouged out the eyes and ripped out the teeth of three army bases and two air bases. The Tornado IDS squads struck with a surgeon's precision.

Moments after the Tornadoes struck, the Tu-160s and B-1Bs arrived on scene. The heavy bombers flatted the bases with impunity. Runways were cratered and barracks were flattened.

By the end of the day, five Republic military bases were flattend and they had lost the ability to strike at the provinces without traveling across the country. It had barely gotten dark before Astana announced that it was willing to negotiate the final boundaries.
