--- Imperial Council Chambers, Directia --- Clifford finished reading the report prepared by Agent Antares regarding the elections to be held in MVN. "Well, times of change are certainly upon us... first the Republic, and now our allies MVN." He lightly said. "Hmph, how about that... next issue on the agenda is a Senate proposal to amend Section 5 Article 6 of the Constitution." Arlington said reading though a list in front of him. Ashley looked down at his own files. "Apparently the citizens in several provinces don't think there's enough checks on the Praetor. There's been several accusations of corruption and cronyism and that Directia is to slow to address these matters in a timely fashion. 'The Imperial Council is too back logged, and His Majesty is constantly overseas attending to state functions in addition the Imperial Council with it's focus on the Empire as a whole is too removed from local matters.' the Senate said. I think they have a point, we are fairly backlogged on things, and which of us can actually name all the Praetors?" Raines was reading though the files as well. "So they're proposing that instead of the Praetor coming up for review by the Council and His Majesty, a referendum is held by popular vote and that the Provisional Senate be allowed to pass their recommendations for a successor as well." Raines then looked around. "I don't about the rest of you, but is seems reasonable enough to me. It's a local Provisional matter, let them deal with it. Especially now that the Empire is involved internationally, our work load has definitely doubled at least." "So then, shall we present this to His Majesty then?" Councilor Shu asked. "Yeah, as soon as we can get a hold of him. I hear things in Vienna are heating up quite a bit." Clifford answered. |

After an hour or so of deliberation the Council settled on the wording of the new amendment. The Praetor shall serve a life term with review by a provincial citizen referendum every 5 years. The Throne cannot reverse a removal by referendum, nor can the Emperor reappoint the dismissed Praetor without support of 3/4s of the Provincial Council and the Provincial Senate. The Praetor can alternately be removed from office by the Throne or by 3/4 vote by the Provincial Council and the Provincial Senate. "So are we in agreement with this...?" Clifford asked, with no objections he continued. "Good, we'll present this to the Senate and to His Majesty for approval." |
