off center; frame to front wheel measurement

i was fitting a new front bumper and taking measurement , when i noticed about an inch difference between the frame and the front wheel tire , the passenger's side seems to be 1 inch closer to the frame than the driver's side.

Now should i center the bumper with the frame or with the wheels?

I discovered my bumper wasn't centered on the frame when I went to weld on the D rings for my tow shackles. I wanted them directly over the suspension leafs but it differed by almost an inch measured from the edge of the bumper right vs left. I decided to go with centering over the leaf springs vs pulling equal distances from either end of the bumper for asthetic and practical reasons.

thanks goose, it probably goes center of wheels for esthetic reasons but the way you are putting it makes sense for maximun strenght
