that thought ran through my head too XD

just import a giant ass image and vertex over it. would un-complicate map making indeed.

Wouldn't that make the game more laggy, because the game will load a giant picture instead of small tiles? Tiles also mean you can reuse them, but in a giant picture all it does is take up more memory, which the PSP can't handle right now.

The "giant image" has been done before, but it's impractical because of the 256 tile limit - you're limited to a 16x16 map (or 8x32, or 4x64, so on... but why would you want such a skinny map?). I could add an option for importing a 512x512 image into UCSPSPE.
