ok, on Sony Vegas, you right click your clip. Go to properties, then it should say the FPS. For example, 25.000 FPS, 29.970 FPS, 59.900 FPS. the higher the FPS is, the better the slow mo. 59.900 is good. 59+ FPS is great for slowing things down because you won't get that ghosting effect. If you're video isn't 59+ then yeah you can still use it, but it just won't look as good. Ok, now to to the slow mo :P
Right click your clip. It should say something like, 'insert envelope' or something like that. Click that and then go to 'Velocity'. When you click Velocity a line should come on your clip on the timeline. Drag that line down to slow it down. Drag it up to speed up. You don't wanna drag it too low though cause then your video will go in reverse. While dragging, there should be a number with a percentage there. don't drag lower then 1% or else it would go in reverse. :)
Oh and also when you're slowing down with velocity try slow down a part that doesn't have much movement. Even if youre video is 60 FPS, your video will still get that ghosting effect if there is a lot of movement =]

Hope this helped!
