Subpunching and Boltbeaming on the same set. You could go with Flamethrower if you fear something like Heracross. Anyway, you should be slower than most pokes with a -Speed nature. You could also give Dragonite a 0 Speed IV so the sub stays up untill it's broken next turn. Focus Punch is awesome. Thunderbolt is 2HKO on Skarm. Boltbeam hits everything (except for Lanturn and Magneton) for neutral or SE damage (as if you didn't know...).

DDnite. It’s pretty much the same as DDmence, except Draggy gets Focus Punch. Send Dragonite in on something like a CB Earthquake, and DD on the switch. Without Intimidate it is harder to make the opponent switch, but chances are they will be afraid that with Draggy’s awesome movepool you'll have something Super Effective against them in your set. Too bad it doesnt' learn Rock Slide... Thunder is for para and power and makes Skarm run away scared.

A more Special Dragonite. This set has an attack for pretty much any occasion. Thunder for 30% para chance. Once your opponent finds out you're running a special set, chances are they'll send out Blissey or their Sp. wall. That's what FP is for. Agility to boost Speed but not Attack. You could work HP Grass into this set somewhere for Swampert. Don't try Dragon Claw.

Focus Punch is a big reason to use this over Salamence. This guy hits incredibly hard with a CB, and his nice Defenses help him survive. If you have Sleep Talk you could switch in to a predicted sleep and put a huge dent in whatever you hit. Switching into a Milotic's Hypnosis is not recommended...

EVs: Set one should have a decent amount of HP. I'd give it a Quiet nature because it's Attack stat is naturally higher, though you could go Brave. Put about an even amount of EVs in Attack and SpAtk. Set two should have 248 Speed (don't forget to fix the IVs so Speed stays the same, if you can't just use 249) because it outspeeds the 372 pokes with one boost. It can't make it to 264 Speed, so you won't outspeed Jolteon and friends with just one DD. Focus on Attack, but it doesn't need to be maxed. If you have Thunder, maybe put the leftover EVs into SpAtk. For set three I would go ahead and max SpAtk. Even if you have FP, you won't need many Attack EVs, if any. Get to 198 Speed if you have Agility. The rest of your EVs can go into HP. The CB set should have max Attack or close to it. 244 Speed works here, but max it if you want.

Other Options: I *did not* know this thing learned Agility. DD is probably better on most sets, but it's worth a mention. I've been testing Heal Bell lately (XD mods), Thunder Wave is fun, Roar, Haze, Aerial Ace if you want a different Hidden Power

Counters: Claydol, Milotic, Suicune, HP Ice Zapdos, Gengar, Weezing and Skarm counter the DDer w/o Thunder, Special Defensive pokes like Blissey wall Set three.

Opinion: This pokemon is often compared to Salamence. As far as I can tell, Draggy is slightly less used. Inner Focus sucks, and Intimidate is awesome, so there’s a reason already. I love Dragonite's huge movepool, but why can't Nintendo make a fully Evolved Dragon without a 4x Ice weak? Draggy is one of my favorite pokemon.
