Charter of The Coalition of Christian Communities

We, the signatory Bodies and Nations united under the Christian Trinity do hereby consecrate this Charter and any sanctioned associations it inspires.

In this, we do declare that we shall ascribe to the following aims as conditions of entry:
1. We take the entirety of The Lord’s Prayer & The Apostle's Creed as perfect truth and defines our doctrine.
2. If given solely in a spirit of friendship and fellowship in a non-aggressive and non-judgemental manner, we shall give and take pastoral guidance to any and all members wherever able should spiritual issues occur.
3. We shall not encroach upon the rights of each member to reasonable independent internal governance of Church and State unless warranted under Aim 2.
4. And, to otherwise provide for the common good and reputation of the international Christian community in any way practicable, cognitive of the fact that our actions shape the reputation of the Christian faith.

and to the following objectives with regard to other Christian Bodies and Nations subject to this Charter & the international Christian community:
1. Promote the ideal of wellbeing
2. Encourage trade
3. Intervene militarily only in defence against: the suppression of Christianity, its liberties or its tenets; or attack against a fellow Christian or Coalition body or nation
and more generally:
4. Promote a healthy atmosphere of debate and discussion in all things for the purposes of learning & resolution.
5. Work towards establishing a process for Coalition Assembly, along with any structural or regulatory appointments

Coalition Appointments

Prime Executor: [[nation]Tsardom Universalis[/nation]]
There shall be an appointment of Executor of The Charter of Coalition, who shall be named the Prime Executor.
The Prime Executor shall be given the following directives and powers:
1. The Prime Executor shall preside over the Coalition of Christian Communities.
2. The presiding governance of the Coalition is empowered by interpretation of the Charter of Coalition.
3. As the Executor of the Charter, the Prime Executor is to interpret the intention of the Charter of Coalition.
4. The Prime Executor is to refine the Charter, presenting refinement proposals to the Coalition Assembly.
5. The Prime Executor is to convene the Coalition Assembly.
6. The Prime Executor is to notify Chartered Coalition members of Coalition Assemblies and any votes motioned.
7. The Prime Executor is to be a primary point of contact (for anyone in or out of the Coalition).
8. In the interests of Aim 4, the Prime Executor is to act to the best of their Christian conscience.

High-Commissioner of Pastoral Moderation: [[nation]Ros Ekasna[/nation]]
There shall be an appointment of Executor of Aim 2, who shall be named the High-Commissioner of Pastoral Moderation.
The High-Commissioner of Pastoral Moderation (HCPM) shall be given the following directives and powers:
1. The HCPM has the right of way to observe within reason the National Happenings of any and all Coalition member nations and their doctrinal or pastoral behaviour when in forum.
2. Should the HCPM perceive a doctrinal or pastoral error in judgement it their obligation to perfrom an inquest by the following process:
2a. Issue the relevant nation with an Informal Accountability Request (IAR) regarding the perceived issue.
2b. Should the problem at hand be clearly and obviously grave or should an IAR response be insufficient, Issue an Official Accountability Request (OAR)
2c. Should an IAR of OAR yield reasonings for doctrinal or pastoral issues which are unreasonable to the HCPM (who must act with reasonable partiality), the HCPM may require that the nation in question make steps towards rectification at the discretion of the HCPM (apology, statment of future action, retraction etc).
2d. Should the previous private steps be insufficient to rectify the situation, the HCPM is to publicly notify the Coalition. The issue will be brought up in Coalition Assembly and discussed then resolved by opinion of peers.
3. The HCPM is to act as the avenue of contact for further action if one Coalition nation perceives issue with another. The HCPM is to be the one to notify a nation of wrong action and take any action or notification required. This is in the interests of reducing reasons for internal arguments. It will be better if the power of 'commenting on specks' in public is kept to an executive position.
4. At the HCPM's greatest and highest discretion towards privacy, they are to notify the Coalition Assembly of important and topical Pastoral issues encountered and the HCPM's reccomended position(s) on the issue. This will be publicly published into a Register of Pastoral Issues in the interests of creating a coherent approach to spiritual issues within the Coalition.
5. Should any perceive issue with the HCPM themself, then they are to contact them about it first and then if resolution is not reached, then contact the founder.

High-Commissioner of Observation (Exterior): [Vacant-Nominations Open]
There shall be an appointment of Executor of Objective 3 with reference to Aim 4, who shall be named the High-Commissioner of Observation (Exterior).
The High-Commissioner of Observation (Exterior) (HCO(E)) shall be given the following directives and powers:
1. Investigating (WITHOUT contacting or interacting with involved parties in any way - hence the use of OBSERVATION in title) incidents outside of the Coalition which would contravene Obj 3 & Aim 4, potentially validating Coalition Intervention.
2. Following an inquest by the HCO(E) (whether independent or commissioned) they are to file an Intervention Request Report (IRR) for Coalition Review.
3. This Coalition Review would consist of an open discussion in Coalition Assembly, potentially an Intervention Review Committee and importantly a vote by Chartered Coalition Members (to a majority to be defined by a prior consensus).
4. The HCO(E) would act as the port of call (along with the Prime Executor) to any Coalition member who felt an inquest into Coalition Intervention is warranted who is to act upon any request for investigation.

Coalition Provisions:

Military action appointments & interventions
In the spirit of Objective 3 & Aim 4, given previous discussion the following provision will be enacted.
Following a successful inquest by the High-Commissioner of Observation (Exterior) & support by the Prime Executor, the Coalition will vote in Assembly on performing any military intervention. A vote for Military Intervention will be passed if given significant support (80% of votes made without abstention or absence without notification).
Once passed, the Coalition may vote for the installation of a Diarch-Militum Protempus (DMP), an emergency appointment, who will occupy the role for the duration of the intervention (or until relieved by Coalition vote).
To maximise integrity, the Prime Executor is to liase with the Diarch-Militum Protempus in coordinating the intervention (and is to take DMP advisement), whose deployment orders given must bear the counter-signature of the DMP.
