A: The Word must be executed by means of a verbal command, usually barked at a suspect individual. But (!) The Word will only work on an individual that has broken the law. Q: What is "the law"?
A: The law is the law of the judges and their order. Those actions deemed as illegal by the judges themselves are crimes, and thus are punishable in general society through jail time and the use of The Word. The law is defined by the judges. This means a rogue ex-judge cannot make up his/her own laws and enforce them with The Word. Ultimately, the Judgemaster has the final say in what constitutes crime and appropriate punishment.

Q: What about civilians trying to avoid Judges? It's a crime, right?
A: Avoiding a Judge is only a crime when coupled with another suspected crime. Thus you can and have the right to avoid a Judge if you have committed no crime. However, non-cooperation and resistance can be considered crimes.

Q: When does someone count as having committed a crime?
A: If your character has a Bounty and is a known criminal then the Word will work on you anywhere. If you steal a bag of sugar and no Bounty was filed and a Judge has no reason to believe that you have committed any crime, The Word would be ineffective. It is designed this way so that The Word cannot simply be thrown around against everyone on the forum (after all, who hasn't stolen a piece of candy or a few coins before?).

A: Truth. If there is no suspicion of crime, and you are being completely cooperative, then there is no grounds for the Law to take action.

Q: How do I as a Judge gain Words?
A: Every Judge must have a Writ to legally use a specific Word, granted to them by a Conciliator. To get this Writ it is necessary for you to petition your commanding officer, who will then make the request to a Conciliator for you to learn a new Word and be granted a Writ to use it.

Q: Can Words be taken away?
A: No, but if you get in trouble or leave the Faction then a Conciliator can void Writs, making it an illegal action (crime) to use it against anyone.

Q: Can I enforce the Law on my own? I'm a kick-ass Judge!
A: Always make sure to clear actions with your Magister Elite. Arbitors (specialists with the Word) have their own system of ranking, and are usually just a small part of a Magister Walker Squad, but still follow commands from a Magister Elite Squad Leader. Also note that an order from a higher ranking officer than your Magister always overrides it. Magister Elites only answer to Conciliators or High Arbitors, and therefore can call the shots for themselves and their Squad. Make sure to get approval though, if for nothing else then just to cover your own butt when things get icky. Make sure it's someone else's call, and not yours.

Q: How strong is the Word of Holding?
A: Level 1: Leg paralysis only. Level 2: Paralysis of the arms and legs. Movement is severely inhibited. Level 3: Whole body Paralysis. Though the person can still think, they cannot speak, blink, or move their eyes, arms, or legs.

Q: What if I used to be a Judge, and left the Law Faction... Can I still use The Word?
A: The Judges will likely strip you of your writs and make it an illegal action to use the Word, since only Judges are supposed to have that ability. Just for technicallity's sake, they do that to everyone who leaves. That doesn't mean you can't still use it. But you will be breaking the law in doing so.
