Village Jutsu The Fire Nation's proud Konoha Village passes down these techniques to their ninja in the hopes that they will display, not only their individual strength, but the strength of Konoha as a whole. The creators of the village of Konoha employ a system of making these techniques widespread among native ninja yet regarded as carefully guarded teachings to any outsider. Konoha techniques often emphasize chief values displayed in how each jutsu is able stand alone but is stronger and more effective when used in combination with another. Kokyuuyu no Jutsu (Oil Breath Technique) Rank: E Element: Non-Elemental Cost: 20 Chakra Hand Seals: None Effect: A basic supplemental jutsu taught to all Konoha residents in order to lay an easy foundation for learning and using Katon type jutsu. Using chakra to convert breath into a flammable oil that the user can spray from their mouth. By itself the cloud of ignitable material does no damage, instead it is used as an amplifier for fire techniques and allows the user to conserve chakra that would otherwise be used to convert chakra directly into fire. Katon: Houka Henshin no Jutsu (Fire Disguise Technique) Rank: D Element: Fire Cost: 300 + 100 for additional objects Hand Seals: Tiger Effect: These flames not only damage the enemy but are weak enough to hide small to medium objects from shuriken and kunai to a sword, making this a good jutsu to use in combination with projectiles and strikes. The flames themselves provide light burn damage and for the cost, the user can shoot three plus the cost of adding additional objects of the same size. It wouldn't be any severe blow to take this technique head on and simply receive the light burn to skin or clothing, but then again, the added surprise of what hides behind these flames make this a useful supplementary jutsu as well. Katon: Enjin no Houka (Fire Release: Ring of Fire) Rank: C Element: Fire Cost: 400 Chakra per turn Hand Seals: Tiger Effect: Despite it's high cost, this C-Rank technique bends fire around the enemy to form a ring, often times using Kokyuuyu no Jutsu to supplement the ring's creation. The enemy is trapped by flames which rise to about six feet in height, allowing the user to force them above or to take moderate damage by exiting the ring. The ring does not dissipate until the user uses a simple hand sign to dispel it. Mikazuki no Mai (Dance of the Crescent Moon) Rank: B Element: Non-Elemental Cost: 300 Chakra + 50 per additional bunshin Hand Seals: None Effect: This technique is specifically for use with Bunshin no Jutsu and to an advanced user, Houka Henshin no Jutsu to further confuse the enemy. Although for the appropriate cost of creating actual clones, Kage Bunshin may be substituted. When activated, the user creates two clones (20 per additional bunshin) to confuse the enemy on the timing of the actual weapon or taijutsu strike. This is considered by most to be the quintissential Konoha technique since it combines practicality, tactics, timing, enemy analysis, technique combination and many other factors to be extremely effective. Katon: Gouen Shouheki (Fire Release: Blazing Barrier) Rank: A Element: Fire Cost: 3000 Chakra Hand Seals: Horse, Tiger Effect: The user releases air and chakra from their mouth, converting it to fire as it releases, the shape varies on the user but the common effect is that a wall of fire separates the enemy from the user. Used to damage or simply push back the enemy to gain distance. Requirements: Kokyuuyu no Jutsu Katon: Chuuseki no Houka (Fire Release: Pillar of Fire) Rank: S Element: Fire Cost: 7500 Chakra Hand Seals: Horse, Tiger Effect: To make the jutsu easier to learn and more common, users taught this technique can be perform it with Kokyuuyu no Jutsu to bend their fire into a circle around the enemy just like Enjin no Houka, except now that the effect is amplified to an unbelievable degree, the ring spreads and continues to encircle the enemy until a literal pillar of fire is formed. The enemy is trapped to receive damage from the flames, which now seek to make a solid pillar and enclose on the enemy, or forced above where the user may follow up with a combo of some kind. When the the technique is dispelled, the pillar explodes outward in a circular radius, sending flames in all directions. Due to the high cost and damage potential of the technique, unless the user has massive chakra reserves, it is not recommended to pay the cost of executing the pillar's creation to sustain it, although it is possible.
