It's possible to catch without using a cheat code etc: the way I did it was to have my friend trade me a pokemon with cut so I didn't need to go onto the SS Anne. Then, when you get strength, surf and the master ball you go onto the bit of pier that requires a ticket, surf across to the right (or left) and there's a mew under an object which can be moved with strength.

I got mine on Route 8.

And no, I didn't use any outside devices, what part of in game do people not understand.

If you can get it in game without cheating, gamesharks & the like, it's legitimate bitch.

There is no legit mew in the entire game. The problem with the first version games is that there was limited space in the cartridge for all the info they put in it so it was very easy glitch. It's entirely possible you accidentally glitched it into giving you a mew. Improbable, yes, but possible.
