I can careless either way if it is citizen or not, but we should start focusing on programs within each exec's area, which will be the main plan stan of it & we need not deputies, but in a sense employees.

Since there isn't alot for the citizens, we need to make things available for people to do, especially without a senate type thingy.

I think that the fifth government position should be occupied by a fifth citizen rather than one of the four already elected.

My point is that I don't want to create a position that is in charge of the executive but has no other real responsibility, which we've done in the past... because then they either take the blame for everything or take the praise for everything, even though in truth they've done jack all and yet is still in charge of everything.

It is not any different then electing the speaker from the elected/appointed senators under the old system

Mmm, I see your point. However I we had far more people involved with the council last time. If the position entails internal communications I would have thought it would make sense to have a separate official to handle it though...

Sorry, it made sense through my tramadol haze.

Basically I meant that the speaker was elected from a far larger body of executives, and had a single job after his election. Giving the internal communications aspect of the job to a member of the four strong group will put an undue weight on them and still keeps power in the hands of very few. If the Secretary has the job of communicating decisions to the people then that is Internal Affairs, so why not have it as a separate position. Unless that is the Press Officers job, in which case the SG would serve to co-ordinate the efforts of the group I presume? If this is the case then it should definitely belong to a separate executive.

Does that make any more sense?
