Puerto Rico does propose the following agreement with Oregon, which the Puerto Rican government feels will prove mutually beneficial.

TREATY BETWEEN THE REPUBLIC OF PUERTO RICO AND THE DEMOCRATIC KINGDOM OF OREGON ON ECONOMIC COOPERATION The Republic of Puerto Rico and the Democratic Kingdom of Oregon, hereinafter the Parties,
Recognizing the economic benefits of free trade,
Realizing that free trade can facilitate close diplomatic relations,
Desiring mutual benefit through economic benefits and close diplomatic relations,
Have agreed as follows:
ARTICLE I. ECONOMIC COOPERATION.
1. Each Party shall, within one year of the ratification of this agreement by both Parties, eliminate any tax, duty, or tariff on goods imported to that Party by the other Party.
2. Each Party shall, within one year of the ratification of this agreement by both parties, eliminate any tax, duty, or tariff on goods exported from that Party to the other Party.
3. Each Party shall, within one year of the ratification of this agreement by both parties, eliminate any regulation or restriction on the importation of goods from the other Party, except if the Party imposes the same regulation or restriction on the production or sale of the same goods within its own borders.
4. Each Party shall, within one year of the ratification of this agreement by both parties, grant any business, corporation, or individual within that Party the authority to do business with the other Party.
ARTICLE IV. AMENDMENT, WITHDRAWAL, ENACTMENT, LANGUAGES. 1. The Parties may amend this treaty at any time by common agreement.
2. A Party may withdraw from this agreement six months after it provides written notice of withdrawal to the other Party.
3. This Agreement shall enter into force on the exchange of written notifications certifying the completion of necessary legal procedures.
4. The English and Spanish texts of this agreement are equally authentic.
IN WITNESS WHEREOF, the undersigned, being duly authorized by their respective Governments, have signed this Agreement.
