Arthur Landry: Well, your Government has made it expressly clear you don't intend to threaten our sovereignty, so I can't say I have any strenuous objections. Mrs. Carnahan laid out our Government's view well, I think: the Stuart Doctrine does not seem to cause us any harm, and could be the beginning of a kind of new Commonwealth of Nations, were we to look in that direction. Our main concern is our independence, not in rehashing age-old conflicts. From what I understand, the Opposition is more skeptical of the doctrine, but then our...friends...in the Labour Party are naturally more inclined to look inwards. They don't understand the need for foreign friends and partners. |

Queen Sophie: I see. The doctrine was not made to take sovereignty away from the current governments of the lands but to remind them that if it weren't for my ancestors their lands would not be the same and my government deserves respect. But let's put the doctrine aside for know. Before we move on I believe we should exchange gifts now. On behalf of my government I give to you William IV's coronation ring which was left in the Tower of London when you fled. |

Queen Elizabeth: I accept this gift on behalf of the people of the entire Commonwealth and express my gratitude. On behalf of the Commonwealth, I'd like to present you with these items from the archive at Hamilton, in Bermuda. They're the original charter and seal granted to the Somers' Isle Company by your ancestor, and my own, James I and VI, and which led to the first settlement of our Commonwealth. May they be cherished as part of our mutual heritage. |

Queen Sophie: These mean so much to me and my government. I believe Secretary Jacobs has a proposal for you Mr. Landry, which if it recieves your consent I will bring it up to your Parliament in my speech. Secretary Jacobs: The proposal involves the Stuart Doctrine. It would, in effect, recreate the Commonwealth of Nations but with a few small changes. All nations who join the Commonwealth keep their own government and it's sovereignty, but the Commonwealth would act almost like the former European Union, passing legislation and creating a united defense force for it's members, as well as being a united economic zone. The Monarch of the United Kingdom would be the Head of the Commonwealth, with the President of the Commonwealth being elected by the heads of government of the various member-states and the de facto leader of the Commonwealth. What do you think? |

Adelaide Fitzmorgan Carnahan: If I may answer this one as Foreign Minister, gentlemen, it would require passage through our own Parliament, but I'm intrigued at the idea. I would prefer to avoid the problems the European had, namely a single currency, and it may be somewhat cumbersome at first to sort out logistics, but I think it's something that could work. Obviously we would not be able to contribute the same kind of military resources that the United Kingdom could, especially given the expansion thereof, but what we lack in military force we may be able to make up for in some raw resources. I would certainly be willing to bring it before Parliament. Arthur? Arthur Landry: The biggest concern I see is that getting a treaty of this magnitude through would require the assent of the states as well as Parliament here in Nassau; obviously I think it's to our mutual benefit, but convincing the Labour Party could take some doing. Secretary Jacobs, how much power do you see this new kind of unified Commonwealth exerting in everyday affairs? Edited by Landry, Nov 5 2011, 02:42 AM.

Secretary Jacobs: In everday affairs I don't see the Commonwealth having much of a say. I see the Commonwealth acting as a unifying force in the world, a voice for tradition for the former Stuart Colonies. |

Arthur Landry: If that's to be the case, I think that it can be pressed through if sold in the right way. Our Governments would need to draft a formal treaty for ratification, of course. I'm not exactly sure how the Stuart realms handle international affairs of this magnitude, but we'll need to press it through Parliament, and receive majority backing in the states. I don't anticipate problems in that regard if it focuses on mutual economic and military cooperation however. If you wish to include it in your speech, Your Majesty, I'm sure Parliament would be more receptive than if it came from the Cabinet directly. |

Queen Sophie: Very well Mr. Landry, I will hold off on presenting the plan and leave it to your cabinet. I am quite tired so I am going to retire now as I am quite tired. Secretary Jacobs, continue speaking of the Treaty and get as much of it worked out as possible. Adieu. Secretary Jacobs: Adieu moi Reine. Mr. Landry, I am quite tired also. Perhaps you and your cabinet could draw up a draft of the treaty, with what you want included, and we can continue with it tomorrow? |

Arthur Landry: I'll convene a meeting of the Cabinet this evening in order to begin discussing the treaty, and I would be happy to try and provide a draft, or at least a framework, at our meeting tomorrow. Your Majesty, Secretary Jacobs, Secretary Marceau, I hope you have a pleasant evening. Landry and Carnahan bow to Queen Sophie and to Queen Elizabeth before leaving the room. Queen Elizabeth: If you'd like to follow me, I can show you to your apartments. I'm afraid they're not as grand as Versailles or Holyroodhouse, but I do hope you'll find them quite comfortable. |
