Pretty sure Clover hit on it. Basically its the clean way of saying "its a load of bull----". They couldn't get away with saying that, but you can tell Hawky was thinking it. ;)
Given the definition of "bollocks" and "a load of old bollocks ", they are (in British English) equivalents of "bull----" and "a load of bull----". Since rabbits of Watership Down are British, then it is only natural that they use slightly modified British English idioms and phrases. ;)
