Smuggling and Bounty Hunting

Smugglers and Bounty Hunters are individuals who often end up working against each other. In GCW, Bounty Hunters have the opportunity to hunt down Player Smugglers and turn them in for rewards, while Smugglers have the opportunities to run smuggling missions for players or NPC quest-givers.



SMUGGLING
Smugglers make their living by moving goods illegally. Whether these are legal goods crafted by merchants who do not want to pay taxes or they are illegal goods such as spice, Smugglers can be paid by other players to move and/or sell these items. When a Player accepts a contract from another Player to move a good to another planet for sale or transfer of possession, there runs the risk that the authorities will pick up on and try to arrest both Players; there is a chance for Smugglers to escape arrest attempts. The possibility of suspicion increases with every additional item the player agrees to move (or 10 units of Spice). When entering the destination planet, there is another chance that the authorities on that planet will intercept or attempt to search the cargo of the Player's ship; this chance, like the first, increases depending on how much the Player is carrying. If the Player remains undetected and reaches the planet, he may conduct his business as normal.

Smugglers may also accept contracts from the Underworld. The Underworld is a loose term to denote many shady characters and other undesirables who run what is often seen as a Black Market underneath the free markets of the rest of the galaxy. These contracts are missions given by Underworld NPCs to move goods across planets or to different planets. Missions are given in increasing difficulties and risks, but also rewards, depending on the Player's Smuggler Level.

Player Smugglers have two additional "Levels": their Smuggler Level and their Wanted Level. A Player's Smuggler Level determines how lucrative of contracts he can accept from the Underworld, and increases the possibility of his being able to escape from arrests and searches. Every time a Player successfully completes either a Player-given or Underworld-Given contract, they earn 1 point of Reputation. Every 3 points of Reputation increases their Smuggler Level, starting at Level 1. A Player's Wanted Level determines how visible the Smuggler is to authorities and Player Bounty Hunters. Every time a Player is apprehended by authorities, even if he escapes, his Wanted Level increases, starting at Level 1. At Wanted Level 3, Smugglers can only accept 3 contracts per week, and at Wanted Level 5, this decreases to 2. At Wanted Level 8 and above, this decreases to only 1, although abilities can alter these numbers. If a Smuggler does not accept any contracts in a week, his Wanted Level decreases by 1.


BOUNTY HUNTING
Bounty Hunters make their living by hunting down and apprehending, or killing, criminals, including Smugglers. Bounty Hunters receive all of their missions from the Authorities, who are NPC quest-givers. The Player can choose to accept bounties on Players, if they are being offered, or on NPC targets. If a bounty is accepted against a Player target, the Bounty Hunter must begin stalking them. Every time the Player target commits an action, whether it be flying from planet to planet, conducting a transaction, or fighting in a battle, the Bounty Hunter may make a roll using his Intelligence modifier, attempting to track the Player, with three possible outcomes: Failure, Success, and Apprehension. This roll is also modified by the Player's Wanted Level (if they are a Smuggler) or their Crime Severity (if they committed a crime), with increased Wanted Levels or Crime Severity leading to easier attempts by the Bounty Hunter to track. If the roll fails, the Bounty Hunter can do nothing. If the roll Succeeds, the Bounty Hunter is one step closer to apprehending his target; subsequent rolls on the target's next action are more likely to result in Apprehension. It the roll is Apprehension, the Player and Bounty Hunter enter into a PvP battle. The Target Player must try to escape to a certain area of the map before the Bounty Hunter can capture them by incapacitating them. There is no notification to Smuggler players as to whether or not they are being hunted by Bounty Hunters until the Bounty Hunter is upon them.

Bounties against NPC targets follow the same general rules, although the Bounty Hunter will be required to go to different planets and speak with various NPCs in between failed or success rolls in order to perform better on their next Apprehension roll. Once they Apprehend their target, a PvE battle is begun and the Bounty Hunter must try to incapacitate or kill their target, whichever is required by the bounty.

If a Player is captured by a Bounty Hunter, they are turned into the Authorities, and must serve their time in jail based on their Wanted Level or Crime Severity. Smugglers who spend time in jail this way have their Wanted Level reduced back to 1.

If the Bounty Hunter fails to capture their target during the battle, different things happen. NPC targets may continue to be hunted, with the rolls somewhat easier. Player targets lose their bounty if they are able to escape the Bounty Hunter.
