These are the pacts. Each pact has varying costs and benenfits that will affect an empire. {Trade Pact} This simply allows your race to send caravans between other nations. Make a unit for this purpose, and I will decide the values and how legal they are. {Culture Pact} This is very useful. It will cost the societies 10% of their baseline literacy, but adds 30% to their baseline culture values. {Social Pact} Entertainment is a very useful assett. The social pact allows empires to gain news about other empires, along with opening the borders for tourism. {Alliances} Alliances allow forces to participate in battles with the pertaining empire, and opens up their borders for military units to cross as well. {Literacy Pact} Literacy is invaluable for training advanced forces and using complicated equipments. This reduces baseline science by 10%, but adds 30% literacy. {Research Pact} With science comes more technologies. This reduces baseline culture by 10% but adds 30% to your empires baseline science rates. {Resource Pact} When you are willing to share resources with other empires, this is the pact for you. Its basicly the equivalent of tribute. {Unity Pact} This requires considerable trust with a given species. That species unifies with this race, allowing the sharing of buildings and resources. Policies: Policies follow a simple fasion. YOu can normally have 5 policies for each community. Policies have a set price dependant on age. To enact policies, just look at the tech bonuses you have developed, and choose one, thats a policy. Each bonus on a tech can only be applied once no matter what, but doctrines grant improved policies. Cavemen policies take 300 Culture Points. Ancient poliicies take 2k Culture Points. Medeval policies take 5k Culture Points. Renesaunce policies take 10k Culture Points. Industrial policies take 25K Culture Points. Modern policies take 35K Culture Points. Cybernetic policies take 75K Culture Points. Intersellar takes 125K culture points. Galactic takes 200K culture points. Universal takes 500k culture points.
