The ratings are not a definite thing. While they limit, its much more geared to long intrinsic plotlines. The ratings only indicate the level of training or efficiency in its main aspects. That is, its only a guideline how good your forces, yourself, and your technologies are. Even the best advantages could be defeated... but not necessasrilly to easy in that matter. On that note, lets say the ratings. Attack - Potential damage. Pretty explanitory. Defense - Opposite of attack. Also quite understandable. Accuracy - The ability to hit things. Evasion - The ability to dodge things. May not exist on some things. Tactics - How able to outsmart others this or, or its strategic value with npcs. Logistics - Used for travel and navigation. Only makes it more efficient. Operations - How functional an asset is in general, or how well a unit can use complex things. Maintenance - Higher is worse. Quite explanitory. Specials - How good this things special properties are. Complexity - How difficult this this is to utilize, along with develop in the first place. On infantry, this is the level of training.
