The Constitution of Jethnea

We the sovereign people of Jethnea, in the spirit of Jethnean ideals of democracy, equality, peace, liberty, and prosperity, do hereby ordain and promulgate the Constitution of Jethnea - as constructed with the rights and privileges of present and future Jethnean citizens at the forefront of our purpose - as the supreme law of Jethnea. Of which we as citizens of Jethnea pledge to uphold and not wilfully breach under any circumstance.


Article I. Citizenship

1. Citizenship will grant the following:

  1. Full coverage by Constitutional Rights.
  2. Access to various sections of Jethnea, including the Legislature, Government, and Judiciary.
  3. The ability to vote in elections and referendum.
  4. Eligibility to run as well as vote during Elections.

2. In order to obtain citizenship, the prospective citizen must fulfill the following criteria:[/font]

  1. To have no malicious criminal record throughout Nationstates.
  2. To have a nation residing in the region Jethnea.
  3. To complete the citizenship application form; provided by Internal Affairs.
  4. To take an Oath; provided by Internal Affairs.

3. Citizenship is granted only by the Internal Affairs authorities, and in the absence of an authority, by the Supreme Councilor or High Priestess.
4. Refused applications must be transparent and reported by the Internal Affairs authorities.
5. The Supreme Councilor, the High Priestess, or the Councilor for Defense reserves the right to withhold the masking of citizenship; pending a transparent investigation, save highly sensitive information which shall only be overseen by the High Priestess and The Supreme Councilor.
6. Refused applicants may appeal to the Jethnea Regional Assembly for discussion and voting.
7. Citizenship applications will be frozen one (1) week prior to the election period.

Article II. Charter of Rights

1. Be it promulgated that the Charter of Rights maintains supremacy in law for the protection of all citizens of Jethnea. Furthermore, be it hereby explicitly stated that the absence of a right in this Charter does not suggest a lack of, or non-existence of an accepted, inherent right.

  1. Freedom of Expression and Speech: The Jethnea Regional Assembly may pass no laws prohibiting or restricting the rights of the citizenry’s expression or speech.
  2. Right to Privacy: Neither Government Institution nor citizen may intrude on another’s PM, private conversations, or demand of sensitive information
  3. Due Process: All citizens have the right to the procedure of Due Process
  4. Warrants and Probable Cause: The right of the citizenry to have their persons, PMs, and effects, safe against unreasonable searches and seizures. However these rights can be overturned due to a warrant that shall be issued upon probable cause, by the court.
  5. Fair and Unbiased Trial: Citizens who are accused of breaking a regional law must be given a trial, which will be fair and unbiased.
  6. Uncruel and Balanced Punishment: If found guilty of a crime, a citizen will not be punished by overly cruel or unusual punishment.
  7. Interactions with Government Affairs: Citizens have the right to run for office, vote, know the actions of the Government, peaceably protest, and petition the government.
  8. Secret Ballot: Citizens have the right to vote in Secret ballots during elections via PM to a certain account made specifically for the such.
  9. Leaving the Region: Any person within the realm of the region has the right to leave the region at any time without being persecuted or prosecuted for willful leaving of the region.


Article I. The High Priestess
1. The High Priestess, founder of Jethnea, shall be the unconditional Head of State and shall have the following powers and responsibilities:

  1. The High Priestess shall also serve as an adviser to the Supreme Councilor, but is the final arbiter of matters which will directly affect the region’s well-being.
  2. The High Priestess shall also be the Commander-in-Chief of the Jethnea Regional Guard, the region’s official army.
  3. Veto any project proposed, or produced, by the Supreme Councilor that is deemed to be harmful for the region.
  4. In times of neglect, inactivity, or dysfunctional government – the High Priestess, in agreement with the Executive Council, provided that at least the Supreme Councilor and another Councilor are present, may call a state of emergency. Whereby, the government is dissolved, and either the High Priestess declares a plan of action to the Jethnea Regional Assembly, or holds new elections immediately. In the event that the High Priestess is inactive, the Supreme Councilor may declare alone, in agreement with at least two Councilors who are not inactive, given that this inactivity is deemed by not posting in the forums for a month or more without prior notice.


Article III. Executive Council

1. The Executive Council of Jethnea are each entitled to appoint deputies iif they deem necessary, but shall only be composed of the following Councilor:

  1. Supreme Councilor
  2. Councilor for External Affairs
  3. Councilor for Defense
  4. Councilor for Internal Affairs
  5. Councilor for Socio-Cultural Affairs
  6. Councilor for Labor and Industry

2. The Executive Council shall be elected by the citizens of Jethnea every three (3) months. Additionally, no Councilor may hold any two elected positions at the same time, as well as hold the same position for three (3) consecutive terms.
3. Members of the Executive Branch will be considered absent if:

  1. He or she does not post for a week without prior notice.
  2. His or her nation leaves Jethnea or ceases to exist, without a notice in the forums within 3 days.
  3. He or she resigns.

4. In the event of a Councilor’s absence, Snap Elections shall immediately be called following impeachment. In the interim, a Deputy, or in the absence of such, the Supreme Councilor shall temporarily fulfill the roles of the absent position.
5. The Supreme Councilor shall be the Head of Government and shall have the following powers and responsibilities:

  1. Supervising the ministers and ensuring that they are lawfully, responsibly, and diligently fulfilling their respective duties.
  2. Negotiating Treaties with other regions along with the External Affairs Minister.
  3. The Supreme Councilor shall also take on the role of World Assembly Delegate and vote on WA proposals according to the will of the citizens.
  4. The Supreme Councilor is also entitled take charge of the responsibilities of the Councilors in the event of their absence, as well as Veto any project proposed, or produced, by a Councilor following the blessing of Jethnea’s High Priestess.


6 The Councilor for External Affairs Minister shall have the following powers and responsibilities:

  1. Negotiating treaties along with the Supreme Councilor, following the blessing of the High Priestess.
  2. Founding and maintaining of embassies in friendly regions; collaborating with appointed Ambassadors, and the Councilor for Socio-Cultural Affairs for updates.
  3. Reviewing all applications from an External Envoy pertaining to establishment of an embassy, with the view of accepting or denying the application.
  4. The opening and closing of an embassy with the approval of the Supreme Councilor.

7. The Councilor for Defense is head of Jethnea's Military and Intelligence agency. He or she has the following powers and responsibilities:

  1. Building, organizing, and training the Military.
  2. Organising and leading missions for the Military.
  3. Documenting and collecting relevant intelligence for Jethnea, as required, with assistance from recruited intelligence agents.

8. The Councilor Internal Affairs has the following powers and responsibilities:

  1. Recruiting nations for Jethnea as well as appointing Internal Affairs Officers for this particular job.
  2. Reviewing all citizenship applications, with the view to approve or deny.
  3. Maintaining an up-to-date Citizenship Database.

9. The Councilor for Socio-Cultural Affairs shall have following powers and responsibilities:

  1. Maintaining, with collaboration between itself and the Councilor for External Affairs, a monthly(or more often) regional update for posting abroad.
  2. Appointing reporters that will be given assignments to assist with publication of news worthy articles.
  3. Keeping the forums as well as the Regional Message Board active and interesting.
  4. Creating or hosting festivals, celebrations, contests or other recreational activities for Jethnea.
  5. Appointing, if he or she deems necessary, a Cartographer who will maintain the Regional Map, as well as a Role Play Facilitator who will keep the tradition of Role-Playing in Jethnea alive.

10. The Councilor for Labor and Industry shall have the following powers and responsibilities:

  1. Welcoming new nations as well as informing them on the whereabouts and how-to’s of Jethnea.
  2. Making sure that the human resource of the Executive Council is not lacking, and will thus work to promote enlistments for Council and Military work.
  3. Organizing and creating rewards, as well as presenting such to officers and staff as called for by other fellow Councilors accordingly.
  4. Facilitating all forms of elections.


Article IV. Judicial Branch

1. The Judicial power of Jethnea is hereby vested in one court titled The Grand Court of Jethnea.
2. It is the responsibility of the Grand Court to oversee all cases brought forward. These cases include, but are not limited to:

  1. Trials of Treason.
  2. Criminal and Civil Cases.
  3. Trials of Ambassadors and Consuls.
  4. Constitutional contradictions, abuses, and breaches.

3. The Grand Court shall be made up of one (1) judge, to be called the Magistrate.
4. The Magistrate shall be elected to a three month term by the citizens of the region. Furhermore, the Magistrate must not occupy a political or executive position. The Magistrate's duties include, but are not limited to:

  1. Overseeing all cases brought to the Grand Court.
  2. Making a final verdict and sentencing where necessary.
  3. Producing a summary of each case after its conclusion.


Article V. Jethnea Regional Assembly

1. The Jethnea Regional Assembly is vested with legislative power. It is the role of the Jethnea Regional Assembly to create, discuss, review, and vote on all matters of legislation. The Jethnea Regional Assembly may be correctly referred to as the JRA.
2. The right to participate in the JRA is vested in all citizens of Jethnea.
3. Every three (3) months, a Speaker will be elected from amongst the citizenry.

  1. It is the role of the Speaker to moderate discussion in the JRA.
  2. The Speaker will bring proposals to floor, and ensure fair and swift voting occurs.
  3. The Speaker has the right to temporarily bar a citizen from the JRA for misconduct, unruly behaviour, and attacks aimed at another member.
  4. The Speaker has the additional role of maintaining and indexing the Jethnea Law Archives.
  5. The JRA retains the power to impeach an elected Speaker, or any elected government official via 2/3rds majority of votes.
  6. The Speaker, under his or her own ruling, may appoint a Deputy to assist him or her with the assigned jobs.

4. Legislation requires a 50%+1 majority of votes to be considered passed. Once passed, legislation is considered law, effective immediately.

Article VI. Amendments to the Constitution

1. All amendments must be open for discussion for a minimum of five (5) days before a motion to vote is permitted.
2. All motions to vote for an amendment must be seconded.
3. No amendment may pass without a 50%+1 majority of votes.
4. Obsolete copies of the Constitution must be archived, and not deleted.
