He had refused to return to the hall after the incident and thus didn’t get to confirm an actual plan. Nonetheless, Yusei will not betray his lord. Due to the lack of coin in our coffers, no agent missions will be carried out in the next year, especially not bribes. However, if an opportunity to assassinate the Date daiymo presents itself, I advise strongly to take it. Executing the enemy leader will prove a crippling blow to our foes. Our ninja should continue their push north, scouting out territory and potential targets for later years. I request that they split up to cover more ground, and meet up further north. Our Metsuke on the northern front should also assist in scouting operations if possible. All other agents should remain at their assigned posts until funds are regained. I would also like to inform my Lord and my fellow officers that should hostilities commence with the Hattori, I will be forced to resign. That is all. |

Fujiko approached the scroll and began to write: Hattori: No actions are to be taken yet as per Ieyasu-sama's request. It is extremely unlikely that they'll declare war on us over the next year. Ikko-Ikki: Their armies are not to be hampered in any way. They might try to go further north, but only in an effort to assist in our war with the Date. They will not attack us. If the need arises, Kaga's garrison should be ready to help protect Echizen. In the summer of 1567 a marriage between princess Fumiko and the Ikko-Ikki clan should be arranged to bind them even closer to us, but once we go that far, we must make sure that the Ikki survive as a clan. Religious Affairs: Kaga: 9.5% Ikki. Negligable. Hitachi: 20.2% Christian. Our monk's presence is still required. As soon as the island of Sado is taken, the Nanban trade port is to be demolished. Unless the capture takes more time than expected, Christian population is expected to be around 10%. Since the Tatami Master intends to have a temple built there, the situation will be contained. Calmly, Motohisa strolled to the scroll, his head held high. Having arrived at the scroll, Motohisa whipped out his brush and began writing his orders: Treasury Report Keep at least 1500 koku in reserve at all times, unless a urgent matter crops up, it is also fine to go below that if it is only a little. To my knowledge, no other officers require any funding so that does not need to be worried about. As much can be spent on agents as needed, as I am sure the Wise Ieyasu-sama will be able to decide how much money is needed by himself. Construction Report Mikawa: Castle (as people have voted for in the People’s Mikawa) Uzen: Post Roads and Stations Miyagi: Post Roads and stations Fukushima: Lumberyards Hida: Lumberyards Totomi: Merchants Guild Kaga: Rice Exchange Kozuke: Merchants Guild South Shinano: Rice Exchange Fukushima: Rice Exchange Echigo: Rice Exchange Etchu: Rice Exchange North Shinano: Rice Exchange Suruga: Rice Exchange Noto: Rice Exchange Sagami: Rice Exchange Uzen: Terrace Farming Miyagi: Terrace farming Having finished writing the orders, Motohisa walked out again, at first with his face facing downwards. Quickly correcting the position of his head and raising it up, Motohisa carried on slowly walking outside of the castle, to an escort of 25 samurai cavalrymen waiting for him. After having arrived at the escort, he talked to the captain quickly and began to begin his journey around the lands of the clan. His goal: to analyse the land and get first-hand experience of it. It was time to see exactly what else could be done to allow the people of the clan to prosper. (This is out of character again, just thought it might be worth mentioning that the post roads and stations are primarily for the extra move speed to re deploy armies in those large provinces much easier and quicker, also for moving them slightly quicker to the Hattori front if we ever need them. Also, now phase 2, the tice exchange construction, is begging so as to help our short term income so that the war and lack of trade with the Hattori won’t be as big a loss as it could potentially be, our large food surplus has been growing our towns rapidly for quite some time now and we should be in a good enough position to finally reduce that food surplus. Reducing it now also helps prevent getting to the stage where we are making 10k+ a turn and then everything becomes quite easy then with around 7 full stacks and 15 agents patrolling around., however we should still have quite a lot of income still so we should be able to do quite a lot of things, while not reducing the fun of watching as when things get too easy often they get boring for some viewers) |

Ieyasu watched as both Fujiko and Motohisa left the hall having written their entries. Whilst the hall was empty he arose from the throne and approached the scroll. Very soon he would be ordering his aides to read the entries and start delegating the tasks the necessary people within the clan but for now he had his own entry to complete. He would be able to verbally give the orders to his aides but for history's sake he would write the orders. "The two Ninjas and Metsuke in Date lands are to head post haste towards the Hattori border in preparation for our impending war. Whilst they are enroute I will commision the recruitment of one more Metsuke where there are Magistrates present to allow him to be trained to the highest standard. Once his training is complete, he too will head to the Hattori borders. I feel that three Ninja and two Metsuke should suffice to begin the Hattori conflict. The ninja already in Hattori lands is to continue his reconnaisance mission, scouting out the Hattori's armies and defences. He is to carry out no missions yet, he is merely to watch and wait. The monk will stay put in Hitatchi as per the wishes of Fujiko-san and continue to preach the word of Buddhism to our clansmen so they can follow the true path to enlightment. Finally, our Metsuke in Sado is to keep a close eye on our noble Daimyo. I want no underhanded espionage to befall our leader and deny him his opportunity of glory." Ieyasu put the pen down, looking at his first and probably last entry on the scroll. He walked back to his throne and sat down awaiting the arrival of Yusei to add his entry. Whilst he was waiting he picked up a large box that was on the floor by his side. He gave it a little shake. Several papers fluttered about inside. The applications for the next Shinobi Elder were within and there were quite a few for Ieyasu to consider. He smiled at the prospect of having the opportunity to select an officer that would change the clans fortunes in the future. He set the box back down, that would all come in time. Yusei had been busy taking care of his eye and hurried to leave his orders in the Scroll of Fate It read: Military Recruitment NO SPECIFIC RECRUITMENT. ANY PUBLIC ORDERS PROBLEMS, IMMEDIATELY RECRUIT ONE YARI ASHIGARU OR BOW ASHIGARU Military Movement Mochikata will continue to move towards Owari, upon entering the vicinity of Mikawa, my lord Tokugawa Ieyasu, is requested to take his place and move towards Owari. Take the Katana Samurai unit in Mikawa with you. 2 Units of Katana Samurai from Mochimori's Army will join with Ieyasu's army. The army in the Date lands is to stay and recuperate in Miyagi for two turns. If a Date army comes into our lands, sally forth and chase down the army. Wait one more turn and head towards Iwate north of Miyagi. Leave any units as you need. Our beloved daimyo Hirotada is to face the Date Daimyo, should the Date sally forth fight them back and attack Sado. (Fight the battle) Take Sado and peacefully occupy it, wait two turns and leave for Echigo where the Daimyo shall rest. (Sorry everything isnt that formal, but there isnt much for me to do as I usually do, things are pretty slow right now.) |

The Hall had been quiet for a while. Although the execution of the orders had been pushed back a day, Fujiko felt that everything was in place and thus there was no reason not to uphold the customary deadline. Indeed, despite all the craziness of the past week and Motohisa's disappearance, she felt that with the addition of Chikage the council had been the most productive ever since it's founding. For the first time she could remember, she began to write her orders with a smile on her face. Hattori: As we discussed, the following objectives should be met, before the war with the Hattori can commence. 1. The ninja should be in Hattori lands 2. Ieyasu and Mochimori should have a Metsuke each to accompany them. 3. That troublesome monk near Mikawa has to be dealt with. 4. Ieyasu must have made the Takaoka our vassal and idealy taken Tamba as well. 5. The garrison from Kaga must have been moved to Wakasa. As soon as we are ready, the diplomatic proceedings are to be the following. Make a demand of 10.000 koku of the Hattori. Instead of the usual proposal, use the option to threaten them. (The left button in the diplomacy screen. This may have to be done twice in order to work.) During the next season the Hattori will most likely declare war on one of our vassals to camouflage their intent. Upon this event we will enter the war on the side of our vassal and thus be effectively at war with the Hattori without any penalty. Do not break the alliance on your own or declare war on them. (OOC: Otherwise we'll get dishonouring treaties for -200 and our vassals will delcare war on us!) Ikko Ikki: No actions. Relations couldn't be better. Takaoka: When their last settlement of Tango is captured, make them a vassal. Immediately follow that up with a trade agreement. In the coming war they will hopefully do the sensible thing and strike out at the vulnerable Hattori hinterlands. Religious affairs: Sado: 3.6% Christian -negligable due to happiness bonus from the Sake Den Hitachi: 12.1% Christian -our monk will continue his conversion in the province Kaga: 7.7% Ikko -negligable due to having a castle Wakasa: 16.3% Ikko -needs to be addressed in the future Wakasa will not be a problem for now, since the Kaga garrison is scheduled to take over and will keep order. The Tatami Master and I had planned to build a temple on Sado, but due to his absence this could not be discussed. I suggest putting these plans on hold, since Sado is fine as it is, and instead filling the free slot in Wakasa with a temple. Since you are in charge of building work for the moment, my lord, it is your decision whether we can spare the funds for such a project. It would certainly help in the long-term stabilization of the province. Clan Proposition of the Week: Commence the study of 'Ninjutsu Mastery', so we can recruit Geisha assassins in the future. Chikage’s first week in office had been a fruitful one, despite a few oddities. There had been heated discussions in the daimyo’s hall and her addition to the ranks of the Tokugawa’s leading body had gone without a hiccup. True, the head priestess was aware of just who she was, and she hadn’t had the opportunity to explain her motives to her yet, but for the moment that could prove to be advantageous to her. Everything was quickly coming together, soon the mighty war machines of the Hattori and the Tokugawa would clash, and she would use all of the underhanded tricks she knew in order to swing the advantage against her former masters. With some consideration she began to carefully inscribe her plans. “The ship on the southern coast is to continue its journey westward, in order to deliver our agents closer to the Hattori/Tokugawa border. Our ninja must depart near to the Ashikaga’s monk, who is currently spreading lies and misinformation throughout our land and could prove harmful to our efforts to establish metsuke supervision in our armies; he must be assassinated at once, Yorimasa is most suited for such a task.” “The armies of Tokugawa Mochimori and Tokugawa Ieyasu must be overseen by a metsuke before the war with the Hattori starts, this is essential to help prevent their assassination by enemy ninja. There is currently one metsuke travelling on the same ship as the ninja, and one near Mikawa province, both of whom would be apt at protecting our generals; assuming, that is, that the Ashikaga Shogunate’s monk does not infect them with his words first.” “All three ninja should be positioned strategically within Hattori land, in order to ensure that we are well aware of the location of their armies and of their troop movements. When doing this these ninja should engage in a campaign of mild harassment, sabotaging various armies and buildings in order to gain experience that they may develop their skills. Ideally one ninja suited to Assassination and two ninja suited to sabotage should prove to be very versatile. Kanehira and Saneatsu are little more than rookies, and could certainly use the opportunity to hone their abilities through practice.” “The true purpose of these ninja is to hamper the enemy armies once our own forces have begun to marc h into their lands. A large Hattori army will suffer significant casualties should its food become poisoned, enough to swing and otherwise balanced fight into our favour and prevent the loss of Tokugawa soldiers, which is vital considering that not only are their provinces well defended, but they have at least two large armies of their own that our ninja have encountered so far. Sabotage their armies whenever it would prove to be of use to us, and assassinate their leaders should such an opportunity present itself.” “We shall have the so-called ‘Masters of Darkness’ fear their own shadows.” “In more internal affairs, the monk in Hitachi province should be allowed to continue preaching uninterrupted, so as to convert more heathen Christians. Wakasa province has a large population of followers of Jodo Shinshu Buddhism, and so it may be worthwhile considering recruiting a second monk to preach in that location; said monk could be useful in the future of our campaigns, should he be kept safe from enemy ninja, and he could easily be hired from the nearby Mino province. This is not essential, however, so it should only be done should our treasury allow it.” That would be all for now; Chikage allowed herself a boisterous grin, pleased with the thought of how well things were starting to proceed. |

Yusei walked into the Daimyo's Hall leaving his official orders, and then planning to meet with Icorisu. Unit Recruitment: There will be no specific unit recruitment at this time. My lord, you are free to recruit whatever troops you deem necessary. Once again, if public order drops, recruit an ashigaru unit. Armies: Takaoka: Tokugawa Ieyasu will wait until Winter of 1566 and then begin moving towards the Tango. Attack the army just outside of Tango, and then proceed to take Tango. Population shall be made a vassal as for the orders of the Head Priestess. The unit acquired from vassalizing the Takaoka will head to Wakasa. Hattori: Tokugawa Mochimori shall await for his metsuke in Owari, and then until the war officially begins. When war is started, move the army to attack Omi, it should be easy to take, as it is undefended. Wait there while Tokugawa Ieyasu take Tamba, if it is taken by Hattori. Hatano: If the Hattori take Tamba, Tokugawa Ieyasu will remain in front of Tango until war begins. When it does, immediately attack and take Tamba. Wait there after taking. Date: The army in Date lands will continue its voyage up north beginning in Winter of 1566. Even if the unit suffers attrition, they must still march. I request promoting a General after taking Iwate so our troops have better moral and loyalty. Once Iwate is taken recruit units to maintain public order and head for the last Date Province. Garrison: The Kaga garrison is to head to Wakasa to maintain our northern front against the Hattori. Navy: All navies in Date lands will begin moving to raid trade routes owned by any of our enemies. Trade ships carrying agents will return to trade post. Misc. Should any army appear in our lands once taken deal with it accordingly. In request of Chikage-sama, use our agents to subvert them preventing movement and holding the army still. Make sure that the metsuke moves with the army, do not leave it behind. |

Fujiko didn't know whether to laugh or cry about the dark comedy that had descended on the council in form of the Tatami Guard. One thing was for certain, though. With the dismissal of the Kensei and the absence of the Tatami Master, she was the only remaining member of the original council. For now she could only finish up this awful year with her official orders and hope that the next one would somehow be better. Ikko-Ikki: No actions. Relations are very good. Takaoka: As long as they are in mortal danger from the Hattori, any diplomatic action would be a waste. But once we do secure Tamba and should their relationship drop below +20, a cash offer of 1.000 koku would certainly help to keep the trust between our clans. Religious affairs: Hitachi: 6.4% Christian - The province can cope without a monk present from now on. Kaga: 3.6% Ikko - Negligable due to castle. Wakasa: 11.5% Ikko - With the planned construction of a temple in the province, things will steadily improve. The rate of Ikko-believers is expected to drop below 10% within the next year. On Sado all traces of the Christian faith have been wiped out. There is no further need to take any actions. Clan Proposition of the Week: None, due to not a single proposal being made during this crisis. Geez, think the sight of corpses in the temple courtyard made people weary of dropping by to make proposals? Thanks a lot, Yusei! Wherever you are. Hm, Fujiko wondered, as she left the hall. For a brief while Chikage pondered her orders. What there was to note down seemed scant this time, but considering that the majority of the planning for this war had been done months, even years in advance, that was to be natural. For the moment she would have to be content with the fact that things were progressing properly, that the war was about to begin in earnest and that she had been there by the daimyo’s side arranging its specifics. “The monk from Hitachi is to immediately set out on a journey westward, in order to meet up with and assist our armies in the conquest of the Hattori, his skills at inspiring our troops and demoralising our enemies are to be put to full use.” “As for the metsuke; the recently recruited mestuke in Omi province is reasonably close to Tokugawa Ieyasu, even if it has caused us further delays, so there is little purpose now in not allowing him to continue on his journey unless you plan on having Ieyasu’s army move further away, in which case the metsuke currently overseeing Mochimori’s army would have a somewhat longer reach should you have him move right away.” “As for our ninja, I would suggest that Kanehira in the West travel back East and position himself in the trees between Settsu and Tamba, allowing us to take stock of Tamba’s defences should Fujiko’s military plan be attempted. Saneatsu to the South should move very slightly to the West, just enough to allows us a brief glimpse at Kii’s defences, before maintaining his original position. Yorimasa’s current position is perfect, giving our most skilled ninja unparalleled range to attack any of our enemy’s armies or settlements should the need be, it may be worthwhile having him conceal his position in the nearby trees however.” “If we have sufficient money I would suggest allowing our ninja to practice their skills once per season upon simple farms, such acts are cheap and have good odds of success, granting our unskilled ninja some experience that they desperately need. If money is tight however, this might not be an option.” “At this moment in time army sabotage and assassination are both expensive and have low odds of success, so they are to be avoided unless absolutely necessary. Fujiko didn't have the best of gut feelings about the coming year as she approached the scroll. There had been little time for discussions after the new officers had been named and their further delay in arriving had made coordination between the offices virtually impossible. Still things couldn't be worse than they had been with one officer missing and the other crazy. For now all she could do was concentrate on her own orders and hope for the best. Ikko-Ikki: No actions. Relations are very good. Takaoka: The same order remains. Should their relationship drop below +20, make an immediate gift of 1.000 koku. For now it seems unlikely that things would deteriorate that far, though. Machiko-himesama will turn 14 soon. She might have to be married to the Takaoka, once we have taken Kyoto. For now all I ask is that any marriage proposals towards her are turned down. It's too early for a definite decision on her future. Religious affairs: Hitachi: 2.3% Christian - Has no effect on public order any longer. Wakasa: 7.1% Ikko - The small impact on public order is canceled out by the temple. The rate is expected to drop below 5% in the next year and will then have no further impact on public order. All other provinces are both steadfast and happy in their Shinto-Buddhist belief. Clan Proposition of the Week: None, due to no proposals being made. (OOC: With the majority of the more active users engaged in a rebellion of one sort or the other, that is unlikely to change.) When not used for the purpose of army sabotage he should attempt to keep watch over the Western area of the Central Hattori lands, ensuring that no Hattori army from their further Western provinces can take us by surprise.” “As a final note, there are two things I think need to be paid attention to: Firstly, ensure that whenever an army is moved out of a province that the agents are ordered to travel with them, which they will not default to, we cannot afford to lose our generals because the metsuke was not ordered to accompany the army to prevent assassination, as we have already seen the Hattori attempt multiple times.
