Yusei waited for a while after Takesun Motohisa spoke, slowly contemplating anything he wanted to add before leaving to put his orders down on the Scroll of Fate. He spoke slowly, as if tired by the officers’ discussions. “Indeed Motohisa-sama, the security of the capital is of course the main priority. How can we be attacking our enemies and trying to take the Shogun’s seat of Kyoto, whilst letting the security of our own capital at stake. Especially Tokugawa Ieyasu, our beloved heir, being left in this capital. Recruiting two Katana Samurai units can cover some ground and when paired with bow and yari ashigaru can hold off decent sized armies. The only thing I am worried is a Chosokabe landing force. They have nothing else to do except attack us. Surely we will be prepared if they do.” Turning to the Head Priestess, “Fujiko-sama, you also believe that letting the Date go to war with us is a logical reaction to our position. That is why General Matsudaira Mochitaka is requested to immediately begin attacking the southern provinces of the Date, which are cut off by the Uesugi at Fukushima, and deal a crushing blow against the Date and help secure our Southern defenses.” Taking a long sigh, Yusei began writing notes to prepare for the Scroll of Fate, keeping his ear to the officers, in case they have anything to say before Yusei can leave the hall and take care of personal matters. |

As soon as Yusei finished speaking Hirotada shifted in his seat and started to speak. "I do not believe attacking the Date at this time benefits us in the long term. It has been expressed that breaking my ties with an ally has significant honour implications not to mention possible problems within my own clan due to unrest. I am not going to be perceived as a man with little or no honour, I have suffered that ill fate in the past and do not wish to experience it again, especially since our situation is precarious at best. Forget attacking the Date directly for now, picking off their isolated province is something that can easily be achieved when the time is right. What you do in the mean time is up to you, but I would suggest eliminating the last of the Uesugi and looking to strengthen our borders. Yusei's face blushed after hearing the Daimyo speak. He bowed and said hastily,"I believe you have misunderstood my lord. Simply poor wording on my part. You see I meant to say that we should immediately attack the Date after they have declared war on us. I understand now that I did not clarify exactly what I was saying and that is why it is simple to misunderstand. He almost took another sip of sake, but refused as if blaming the sake for his two faults. He began talking normally,"I believe I was not very clear and I agree my lord, you are most definitely right when it comes to the Date. I was not planning to attack them right away. Let them dishonour themselves, whilst we reap the benefits." "I also believe I have not clarified my part with you Motohisa-Sama. I am saying that increasing the garrison in Owari or Mikawa, the Capital, can ensure that the Capital is treated with great care along with our great Daimyo Hirotada-Sama and his son and heir Ieyasu-Sama. I have lost one great and respected man to war, I will not lose another. I swear on my life!" He took a quick yawn, feeling a bit more sober, he continued,"Hopefully, by the time war comes with the Date, not started by us, we can get more money from taking their land that I can recruit a larger army to protect Mikawa, ensuring that the great capital of a great clan, home to a great Daimyo, can be safe and stand as a model to the other clans of our might and unification against a large force." With that Yusei finished his speech. |

Fujiko turned to the Daimyo to back the Sword Master up. "Indeed, the Kensei and I seemed to be on the same wavelength here. I apologize, if we haven't made this clear enough. Yes, we want the Date to make the first move. But if they are simply left alone in terms of diplomacy, their declaration of war will come within the next year. It was a cold night, the air was crisp and the sky was crystal clear, littered with twinkling stars and a full moon that emanated a bright light upon the castle steps of Mikawa. Stood at the foot of the steps were three large horses, their heavy breath visible as vapour in the chilly air. The three men dismounted the horses with great ease considering they were wearing full Samurai armour. As Hirotada's feet touched the gravelly ground he looked up at the castle, only a handful of lights were on. They were clearly not expecting his arrival. He walked up the steps flanked by his two escorts before opening the main doors and striding into the entranceway. He looked around stunned. At the sound of the creaking door, two guards hurried down a nearby staircase and looked shocked to see the Daimyo stood in the hallway. They immediately nodded their heads and stood to attention. "What has happened since I left for Echigo. How come I have just walzed in here and have seen no security?" Hirotada sounded less then impressed. "My lord, things have been a little disorganised due to the recent resconstruction work in the castle. We were just in the process of changing the guard." One of the guards spluttered. Hirotada snorted, "Let's just hope our enemies do not come for a day trip at such a time then shall we!? Now get me Hitoshi at once!" One of the guards bowed awkwardly before rushing off back up the stairs he had just descended. Hirotada shook the hands of his escorts and made his way into a large dining hall downstairs where sat down. He was extremely tired having just ridden from Fukushima through the previous day and into the night, taking advantage of the darkness to pass undetected through potential enemy raid parties. Eventually Hitoshi hurried into the dining room to meet with his master. "I did not expect you here..." Hitoshi began. "Of course you didn't. Did you think I would announce my coming here for all and sundry to take note of?" Hirotada replied. "Ah no, of course not." Hirotada wasted no time in getting to the reason he had summoned his servant here. "What has happened since I left for Fukushima?" Hitoshi took a deep breath then began to inform the Daimyo of the clans developments over the past few seasons. Once Hitoshi had finished the Daimyo thanked him and allowed him to return to bed. He remained sat in the dining room for a moment. "Mochimori had accompolished his objective but had to return to defend the Ikko Ikki from a Yamana threat. The Hattori still remain our ally despite everyone else turning their back on us. My very own construction advisors made a blunder which meant building work was slowed but our treasury increased due to lack of spending! Yorimasa continues to blossom in the art of assassination." He then smiled, "And those Uesugi are no more... Well save for a band of rebels that I will return to crush for daring to raid my people's farms." Hirotada's eyes were beginning to feel heavy and he was desperate to remove his armour. Hitoshi would inform the officers of his return in the morning, no doubt there was business to discuss once again, but a warm bed was calling for now. Edited by damo2986, 31/08/2011 - 10:47 am.

Fujiko came in early this morning, after hearing of the daimyo's return. She had plans for the evening involving the Clan Assembly. "It seems to me as if our plans went over fairly well. I didn't expect the Date to declare outright war on us quite so soon, but it was all within calculations. The Hattori situation is a little sensitive right now, but if we pull through to next spring, we'll be fine. After Neneme-himesama marries into the clan, we'll sit pretty with them for the next two years. I've got two things to consider for Yusei-sama, once he gets here. Number 1 is fleet movement. Near the trade spot in the north is a Date trade route. We already have the ships in the area, so it would be a good idea to raid it. The ships will still be close enough to protect our trading fleet. Secondly you might want to recruit some ships in Echigo. We don't want any surprises from the island of Sado. The wind spirits have told me of a rather large force there. A fleet could serve the double purpose of preventing that force to land on our shores and raid more trade routes in the region. Then there's General Mochimori-sama's support for the Ikko-Ikki. Truth be told, I think the Ikki can hold their own. The Yamana are only in their lands to cause devastation and the Ikki could handle it on their own in time. However, we could give our vassals a head start by getting rid of that force for them. They would surely appreciate it. Mochimori-sama could easily wipe out that small Yamana contingent. What I ask is that you reconsider the marching order towards North Shinano, Yusei-sama. His army serves absolutely no purpose that far behind the front lines. What I would suggest is this: Have him wipe out the small Yamana force and then move him south around the mountains (both the Ikko-Ikki and the Hattori will let him pass) and station him either in Mino or Owari. That way he can react to any threat that might arise in the south quickly and he'll secure the way towards the capital. Since I suspect that Hitachi will be one of our next targets, I have to point out the trouble we might have with it. They have a Nanban trade port. I'm sure you'll agree with me, Motohisa-sama, that it sould be torn down immediately after capturing the province. To get rid of the Christian influence I have a request of you, Mokudo-sama. The newly acquired province of Shimotsuke has a temple. You should recruit a monk there immediately and send him straight over to Hitachi. He can begin preaching in the province and stem the tide of the western missionaries even before we move in in force to conquer the province." |

Motohisa was also up early. However, this time you could clearly tell the lines of stress on his forehead and the bags beneath his eyes, even though it was clear he tried to keep his emotions unknown. “ Fujiko-Sama I cannot say that the construction work went particularly well. I had discovered corruptions in the system, not due to the Honourable Daimyo, or myself, but due to vengeful Loyalists from other clans who have fallen to our blade. Somehow, they have managed to infiltrate and corrupt the system of messengers, governors, tax collectors and construction workers. I have spent countless hours attempting to remove these loyalists and recover the Koku wasted on them and by them. I believe that I have succeeded now, even if I had to delegate the Mikawa to do so, but I would also urge you all to watch out for these Loyalists and be careful of them, who knows what they might try next. Also, you are correct in my assumption that any Nanban Trade Ports will be demolished and all effort put into expelling these Arrogant Traders and Christians. Also, I do indeed support the idea of sending an army to protect the capital, as if we lose the capital and our western lands then we will be at a severe disadvantage. “ “Also, I would like to know if any new troops need to be recruiting, as well as when and where, hopefully our current army will be enough but I suspect the treasury will now be able to support more troops as well as more samurai” “While on the topic of the Treasury, due to our sudden excess resources I believe lowering the Taxes to allow for greater economic growth in the long term is now feasible. Also, this will help make captured lands friendlier towards us and help us remove the problem of theses Loyalists, by showing them the Tokugawa is a much better clan to serve under, a clan who cares for the people” also if anyone has any plans for a building or a project speak them now, as now would be the best time to implement them” Having finished speaking, Motohisa remained quiet, waiting to hear the other’s responses. |

Nagao Yusei woke up yelling, as if haunted by a bad dream. As he began to look around he noticed he was in a merchant's house not far off from Mikawa. Great, I can at least get to the Hall in good time... His thought was interrupted by a young women the age of 21, wrapping a bandage around his side. It was the merchant's wife, judging by her eyes she had had no sleep the last night. After the merchant and his wife explained the man's injury to Yusei. Apparently, Yusei's eye was not completely blind but slightly. He would need some years before he could remove the bandages blocking his eyes. Yusei wanted to stay a bit longer, but he must hurry to the Daimyo's Hall before they send a search party after him. As he left the merchant's house, his heart was warmed from the patronage and hospitality of the Tokugawa's lowest class. They kindly extended their hand instead of withdrawing it and let Yusei die in the grass of the cool morning. He reached the Daimyo's Hall in about 20 minutes, noticing that the Priestess and Tatami Master have already spoken, sat himself down after bowing to the daimyo. No one had inquired about his eye, but then again, he really didn't let them see it. He read the recorded talk of the Priestess and Tatami Master and spoke,"In my perspective things have gone well for out military in the past few months. "Fujiko-Sama, indeed you make a valid point in saying Mochimori would better serve in Owari to guarantee the capital's safety and the western border. The reason for Mochimori's movement to North Shinano was to redeploy him later to wherever we as a council decide is for our each representative interest. Defeating that force and moving to Owari is a sound plan and I agree with it." "As for our next targets, well, it seems the Date are camping and army out in the woods. Unless this army retreats to Hitachi or moves to Musashi, then Mochikata will have to stay put and wait for the ladder. As for our daimyo's army attempting to exterminate any trace of Uesugi, then I must say that he could do one of two options, if he will accept the request, to either stay put until Mochikata is ready for a joint attack, or move his army through the woods leading into deep Date lands, somewhere they wouldn't expect." "I will also state that we will not move on Hitachi until the Christian situation is cleared up. I also request to Mokudo-Sama to enlist a Monk to travel with the army to Hitachi, otherwise Mochikata will not budge." Taking a large gulp of sake to drown out the pain, he continued,"In terms of recruitment, with the latest corruption in construction and treasury works, I believe we can spend a bit more, if Motohisa-Sama allows it, for our border garrisons. I suggest a small garrison in Kaga to support the Ikko Ikko of maybe about 5 units, remember that a call to arms has been ordered which will allow us to train and recruit one extra unit per city. Also increase the troop levels in Fukushima for the Daimyo's army. As well as Musashi with more troops to keep the borders clear and support Mochikata when the army leaves Hitachi." He finished his talk and took some more sake to let the other officers speak. |

Hirotada strolled into the hall dressed in his Kimono once again. He felt much perkier this morning after a soothing bath and some fresh fruit for breakfast. He sat in his throne and awaited his officers' arrival. One by one they filtered in and after acknowledging the Daimyo and taking their places they quickly started to discuss the latest developments whilst the Daimyo was contendedly sat listening. After a short while he raised his hand indicating he wanted to speak. "I would like to congrulate you all on your hard work over the past year. During what was expected to be a difficult time, we proved once again that the Tokugawa are a hardy people that welcome a challenge to achieve betterment. Fujiko-San, I am pleased that we are still at peace with the Hattori, hopefully something that can be continued until we have all but defeated the Date. I am also sure that you will also be just as successful at quelling any religious unrest caused by the Date's gullability in trusting foreign traders. I also see that the clan assembly is up and running. I hope our people realise the opportunity that has been presented to them. Oh and I have one request. Before my daughter is sent away into a marriage with one of the Hattori, I would appreciate it if you could do the necessary rituals before she leaves. Motohisa-San, I am aware of the short fallings involving the construction work. I sincerely hope the problem has been solved. I hear that you have appointed someone to oversee the development of Mikawa, I hope that they are up to the job, for if they fail in their duties, it is you that will be badly reflected. Yusei-San." The Daimyo paused for a moment as he surveyed the bandage around Yusei's head. "Our armies are advancing postively, capturing more provinces and bringing people under our noble rule. I would like to see this trend continue, particularly in the land of the Date. I am at your disposal, instruct me to go as you wish, you have proved yourself with your first offerings I will not question you any further. Mokudo-San, I hear Yorimasa is earning himself quite the reputation. The two man Ninja team heading into Date land might just be a unexpected blow that they may have overlooked; with their generals being murdered, their armies will falter." Hirotada fell silent and took a sip of water from a small cup that was placed on his table. He then continued, "There is obviously still much to do, but I am confident that all of you will continue your hard work. I have heard your dicussions so far and I have no objections to anything you have stated. My only request is that Ieyasu remains in Mikawa for now. Whilst here he is protected by Ninja, Metsuke, Royal Guards and even the Castle itself is being fortified. If Mochimori-San is stationed nearby, that would mean he would be under the greatest protection we could offer him. You wonder why I offer him such protection now after risking his life on two occasions? That is for me to worry about. All you need to know is that I want him protected until the time is right for him to lead his own army into battle. Now back to your business, I have talked enough." Mokudo sidles into the hall, bowing stiffly to each of his colleagues and his Lord, an expression of discomfort on his face. To either side of him is a ninja, who each have looks of concern on what little of their faces showing. "Sir, you should rest. The talks can wait. You will agitate it even further." Mokudo looks at his bodyguard with an exasperated expression. "My answer is the same as it has been the last 5 times: it is my duty to be here. If I am not, I will be little more than a leech taking from our generous Lord. Now begin with the both of you!" Reluctantly, the two ninjas bow and walk off down the hall, before dissapearing around a corner. Mokudo hobbles over to where the other officers sit, his limp much more pronounced than usual. Painfully, he lowers himself so that he is sitting on his ankles in the traditional way. The position is obviously causing him discomfort. "So, to business then," he says through slightly gritted teeth. "My lord, I noticed that an extra ninja has been recruited. I differ his direction and training to your wise judgement. But the tag tram should continue on it's current mission. Our saboteur, being mostly a fresh faced recruit, should start on small, easy targets. Although it pains me to say this, farms are the best bet for him. They are relatively undefended, and should pose not much of a challenge for him. Our assassin should begin by attacking our Date counterparts; the financial minister, the head of the army, those types. Or, we could just start lashing out at those nearest to him. "I request of our noble tatami master and sword master that we begin the recruitment of our first Kisho ninja squad. "Finally, I as that once our current art is mastered, that we resume the studying of ninjutsu, as our ninja will take a vital role in our war against the Date." |

Fujiko turned to the daimyo first. "Of course, Tokugawa-sama. I wouldn't dream of letting your daughter leave unprepared. I've already made the necessary preparations and I intend to send two of my most trusted servants to accompany her on her journey. Now, I'd like to point out something regarding the Hattori. It seems that a lot of people are bent out of shape due to the small Hattori force that was seen at the gates of Mino. I kindly refer you to the small print in the alliance treaty you've made a few years back, Tokugawa-sama. Both parties agreed to grant the other unlimited military access to their lands. While I cannot speak for their reasons, their supposed 'tresspassing' into our lands is by no means a breach of protocoll. They had every right to do so. By the same token, however, Mochimori-sama has the chance to traverse their lands and can reach Mino and Owari quicker after dealing with the Yamana threat in the Ikki's lands. We'll actually get more out of this situation than they will. As for the Clan Proposition of the Week, Yusei-sama. It already seems as if the support for an increased fleet is quite strong. I expect the motion to pass. You might do well to make some plans regarding the issue. I've already given my own opinion on the matter here in the hall as well as in the voting poll. I urge you to take the people's feelings into account, come the next season for orders." |

Ponderings all that had been said for a few seconds, Motohisa then turned towards Fujiko and said "Fujiko-Sama, I would caution against putting too much trust into those at the assembly. Often, they fail to consider the consequences of their actions and how they affect other aspects of the clan. I know you may have less experience in matters such as taking advice from other people, due to the nature of your work, but I hope you do fully understand that sometimes it may be better to ignore it all rather than listen to a bad idea. You cannot count on people who vote knowing as much about the clans issues as us officers do, this is no fault of their own it just us officers spend more time researching the clan’s issues, as it is now our job. I would like to use this most recent proposal as an example of the side effects it may have. First, as our economy is already delayed due to the loyalists, we need to invest more into it to make up for lost time. I had planned to lessen the taxes so as to make things easier on the people of the clan, however due to the need to afford the construction materials, labour and then upkeep of the ships that may no longer be possible. This has just caused greater hardship for the rest of the clan as a result, and is also going to slow down our economic development even further. Now ,I apologise to Yusei- sama but the military cannot receive the extra funding to accompany this new venture, as otherwise I would have to halt plans for lowering the taxes in addition to improving farmers land so as they can generate more food. Also, I am very reluctant to halt plans for improving the internal trade, as trade is critical to everyone’s life in the clan. I suspect the land Military will have to suffer as the treasury will only be able to support 5000 koku worth of recruitment over the course of the one year period.” Having finished speaking to Fujiko, Motohisa took a few brief seconds to try and gauge her reaction as well as clear his head. Inhaling slightly more air than normal, Motohisa turns to Mokudo and says “Mokudo-Sama, you will have to be patient when it comes to the recruitment of these ninjas, the loyalists have slowed the development of the criminal syndicate down, and so you shall have to wait until that is done before we can even proceed. Even it was available, I doubt our treasury could handle it whilst we are undergoing reforms to assist the common people in making their lives easier. Consider the rest of the clan rather than just yourself. Also, after we have finished mastering new methods to improve our farms, we will begin working on new military techniques or new farming methods depending on the clan’s situation. I see no problem with your ninja’s at the moment; we need not waste other resources of the clan on them. I am providing you with an ample supply of funding for you agent’s actions, so be content with that.” Towards the end of speaking Motohisa noticed he was taking faster and almost very slightly louder. Despite the fact it was an unnoticeable amount, Motohisa silently told himself that he would be more careful to make sure nothing like that happened again, just encase it was more extreme. |

Fujiko narrowed her eyes dangerously. "Do not treat me like I have just sprung up from under a cabbage leaf, Motohisa-sama. I do not support propositions that I don't believe in myself. There is absolutely no reason why you should be tied up into a knot about this. Nobody is suggesting you throw around money like autumn leaves. A flotilla of only four ships recruited in Echigo would give us a huge advantage. The Date trade route is practically next door. The income they could generate from raiding it would more than make up for the investment. Building only 2 bow kobayas and 2 medium bune will not bankrupt us nor will it grind your building plans to a halt. Moreover I'm thinking a lot further into the future. After the Date are dealt with a fleet could make their way south along the coast to new trade ports and secure them, making our economic situation even better. Furthermore a fleet will come in handy after the Date campaign. At the end of it we'll have at least one army sitting up there in the north and twiddling their frozen thumbs. Instead of marching them back south over the course of years, all the while eating up your precious treasury with upkeep, they could quickly be redeployed towards the hotspots of the war by ship. And ultimately we'll need to send troops via ship to Sado in order to finish off the Date. Mildly surprised by Fujiko, Motohisa takes a few seconds to make sure that he is calm, while pretending to be thinking about what Fujiko had just said. When he was sure he was ready, he calmly said ‘Fujiko-Sama, I must correct you by saying that the workers in fact were the ones in place before I had the office. Without me, they would have gone unnoticed and unchanged so don’t you dare say it was me that caused these problems. This past year has been I have been trying to correct the flaws that were already here, although there was no way the Daimyo would have known they were here of course, I also had to give up spending my time on Mikawa, just to sort out those problems, one of the greatest sacrifices I have ever done. At least on the bright side Mikawa will get even more attention than before. Also, it is not just this one thing that worries me, but the fact that they will always want more. They will never stop wanting more and that could lead to a great disaster occurring. They will want more than four ships, they will be unreasonable, we both know you and I are reasonable, but are the rabble? What happens when they want a greater say? They will want more power, and they will stop at nothing to get it. They could even threaten the entire chain of command. We cannot allow that to happen.” Motohisa stopped for a few seconds before carrying on “On to the specifics about the current plan, no matter how much raiding is done the cost of keeping ships afloat will always be higher than the income generated. I do not say that this idea is a bad one, it’s just it’s at the wrong time. This is the time where we need all the funding we can get for reforms to make the lives of those who make the bad timed ideas better. If we were to act upon this a few years later we would have plenty of money in the treasury to act upon these ideas. Also, our northern cost is at no immediate threat, we do not need the ships just yet, maybe in a few years but not yet. I recommend looking at this system changing it, it gives these people too much power, they can even get very specific if they want as they have already chosen the timings and could potentially ask for more. Then we also need to consider the fact that what if none of the ideas are good, if we pick nothing the people will complain, if we pick something then the clan hinder itself. “ |

Fujiko stood up, her eyes flashing like a hawk's as it prepares to swoop down on it's prey. "All I hear from you so far is complaints and I'm tired of your excuses. Our reserves are sufficient and naval upkeep is but a fraction of what we currently make. I have no pity and no patience for your prattling about Mikawa either. We have a country to govern, not just a single province. It is our duty to give our people a prosperous land they can live off, not just to make the seat of power prosper.
