Daimyo's Hall - Officer Discussion Area; Officers and Admins/Mods only!

The doors slide open and the four guards enter the room. The one in the lead, Chonda Grato, entered the room first. All of their weapons were on them but not in their hands. Upon entering the room, Grato looked around at the officers and the Daimyo, a look of confusion crossed his face. The expression he received from the others were perplexing, not the welcome he was expecting. He bowed then proceeded to say in his gentle voice “I ordered a guard to announce us. We just want to talk about the Tatami Master and his recent absence. We don’t know anything about his whereabouts but I would like to politely request that efforts to find him be increased, and that if you have any information about him you contact us immediately so as we can be of assistance if there is anything we can do.“
Soon after the other three entered the room and also bowed, none of their weapons were at the ready. “We also have a few ideas about how to lessen the effects of his absence if you would be interested to hear. I know he wouldn’t want his absence to damage the clan too much; he’s a good man at heart. We would have arrived sooner but a samurai that saw us and came with a strangle tale said he would request our arrival to share our ideas, but that never happened. As I’m sure you understand, we are not happy that we have been ignored so long so we came to you ourselves, but that is all water under the bridge and we beseech you to listen to us honorable Daimyo and honorable officers.“ Having said that, the four samurai stood patiently and waited for a response, all seeming completely calm and relaxed.

Fujiko's jaw dropped at that explanation and she blinked at the leader of the four in disbelief. Then she turned to the daimyo. "First that samurai and now this. I'm starting to believe Motohisa only recruited idiots on purpose, so he could look smarter."

She turned back to the Tatami Guards. "That samurai you are talking about was arrested over a year ago for spreading ridiculous lies. Are you telling me that you've been sitting in that damn council room for A WHOLE YEAR, waiting for him to report back? And do you honestly believe after such an outstanding display of idiocy we'd take your suggestions seriously?"

Once again Fujiko turned to the daimyo. "If that's the caliber of his companions, it's no wonder the Tatami Master got himself abducted during his trip. In two years they didn't seem to consider the notion to start looking for him themselves. If that's his elite, we have to reconsider our search efforts. It's more likely that they lost him between the couch cushions."

She straightened out. "Be that as it may. There's no time to implement whatever they want to suggest this year. We're about to record the orders. Furthermore it will mark the second time the Tatami Master hasn't given any orders. Through his own fault or not, the law says that the office must be reassigned. Frankly it's time to select someone else. We'll be looking for a new Kensei anyway."

Taken aback by Fujiko’s remarks, the guards all looked visibly shocked. Desperately attempting to find words, Grato began to speak “I, I am sorry about this. I was told by the samurai that we need to wait in the room and prepare for something, an event we assume. We expected it to be the Daimyo’s arrival and he said it may take years. We were confused, but we trusted him. Looking back on that we were foolish to do so, we knew that strange story was preposterous. However we have always been thought to obey and serve. But, I was not proposing to keep the Tatami Master in office, we are well aware about the rules and traditions of the land. However, we know something: Motohisa had a bastard son. Now this bastard son he has raised from afar and indirectly taught his ways, he has learnt from the master. I am aware that none of you are fond of the Tatami Master himself, but you have to admit he did a good job. Now, this boy is young but he is wise for his age. At just his current age of twelve has recently founded the first merchant guild in the land at Totomi, that’s impressive. If you’re worried about his age being a factor, appoint someone to be his guide but allow Motohisa’s son overall control. The Tatami Master never asked for much, he dedicated many years to this clan. The least we can do to honour him is to allow his families legacy to continue. If you’re worried about him sharing his father trait of removed advisors, them forbid him from doing so, he shall be indebted to you all and serve you faithful, I am sure. If you do this, we shall also do whatever you command. We shall search for the Tatami Master or kill anyone who you name or anything else, it is not much but a small show of faith, or a honourable way for you to kill us if you dislike us so, but all we ask is you do this one final favour to the Tatami Master, just encase, encase he’s…” Suddenly Grato was silent, and was shaking his head. He composed himself and remained silent, waiting for a response. Meanwhile the other three guards remained silent, looking at the conversation taking place.

Hirotada smacked the palm of his hand against his forehead and sighed. He stared at the floor for a few moments looking blankly at the Tatami floor. He eventually raised his head and addressed Grato.

"This saga seems to get better and better. Whatever next, Motohisa will return to us in our visions in the form of a dragon, giving us direction and guidance on treasury affairs." Hirotada's voice was curt. "I find it absurd that you think I would entrust a role on my council to the hands of a 12 year old boy whom I know nothing about. I'm afraid I am not going to even give the matter a moments thought right now, I have far more important issues to attend to. Upon the conclusion of next seasons events a new Tatami Master will be elected by way of application. That is unless of course you can pull Motohisa from out of your sleeves. Now please leave, I have much to do."

Shaking his head Grato quietly said, although still loud enough for the others to hear “Please, if you will not help his family at least help him. We must find him, we must learn his fate. We refuse to give up on him until we see his lifeless corpse, or him returned alive“ Having said that, Grato stood silent waiting, his head looking towards the floor.

Fujiko stood up. "Do you not know what a dismissal is? Fine example of following orders you make. The daimyo has spoken and has asked you to leave."

"We have done everything in our power for more than two years to find him. That is obviously more than can be said of you who claim to be the most loyal to him. If you want to find him, I suggest you start looking yourselves instead of wasting more time than you already have."

As to not disturb the daimyo any further, she ordered the guards to escort the four men out. Politely, but firmly.

"Now," she said, "we can finally get to putting down those orders."

Chikage slowly emerged from the corner of the room where she had concealed herself, discretely replacing her weapons upon her person once it became clear that the rogue samurai had left. “It shows either great judgement, or more likely great fortune, to leave this place at a time sufficiently opportune to retain both life and limb.”

She sighed. “It would seem as if the whole nation would wish to make this most crucial time on the brink of war as difficult as is within their power to do. No matter, soon the Hattori will be privy to the might of the Tokugawa, regardless of any petty interruptions. “

The officers were sat awaiting the arrival of the Daimyo. He eventually hurried into the hall acknowledging the officers and then he took his seat.

"I apologise for being slightly late, I have had a few things to prepare. Last season went fairly smoothly in the grand scheme of things. We captured the provinces that we had planned to take, with minimal casualties and our treasury remains healthy. Of course I would be a little more happy had we managed to dispatch of at least one of the large Hattori forces but that will no doubt come with time.

It appears that out agents are in position and working hard to cause as much disruption as possible to the Hattori. We mourn the loss of one of our ninjas but the other two are still going strong and are increasing their skill. Whilst on the subject of our ninja, it appears that Omi is an ideal location to recruit any further ninja and soon to be Geisha with its specialist buildings devoted to ninja training.

As you will be aware, two new officers will be joining our ranks very soon. I am hoping that once inducted they will work tirelessly to assess our situation and be able to come up with their own orders for the next season. It will be tough but not impossible. I will also be preparing some orders of my own, should our new officers feel that they will not be able to provide enough direction in the time given.

I would look to keep our build policy the same with Rice Exchanges and Ports being the priority across all provinces with any road or farming upgrades added to the list in any newly conquered provinces. As for our military movement, that would be slightly more complicated and I need to look at the maps in more detail before I commit to any decisions. I would still prefer to defend where possible; it appears that the roaming army of the Hattori Daimyo could be coaxed into attacking Ieyasu but the other army in Iga looks to be standing fast. We must also be concerned in not waiting too long to be attacked because that may give the third Hattori force in the west enough time to reinforce the others making our life extremely difficult should we face three large Hattori forces simultaneously. I am hoping that Fuyuhira will be able to make it in time to provide reinforcements to our current armies before any major losses are suffered.

"Alright," Fujiko said, "to business then. First I've got good news in the religious department. Kaga is now 100% Shinto-Buddhist again and Hitachi's Christian population has gone down to 2.3%, so low that it has no impact on public order. Wakasa is still at 7.1% and that has a slight impact on public order, but I expect that rate to drop below 5% within the next year due to the new temple and thus there will be no further trouble in our lands based on differing religion."

"Speaking of public order, I think our central garrisons could do with a reevaluation. There's a lot of settlements now that don't have to rely on mobile troops to keep the peace anymore. Perhaps we should pull them together and station them on the coast, maybe Mikawa or Totomi, so we have a quick force to guard against possible invasion by sea as attempted by the Chosokabe last year."

"Which leads me to the fleet. My contacts tell me that there's another Chosokabe fleet heading our way. The army on board this time is quite small, not even half-stack, but the fleet itself is quite strong. We have four bow kobayas up north near the trade point. They are no longer needed there, since their mission was to guard our trade ships against Date fleets that ar no more. They should be ordered down around the area of Mikawa bay, otherwise they'll sit around idly."

"To be frank I'd like to have a third ninja in operations in the Hattori lands, in order to replace the one who gave his life for our cause, however I do worry about the cost of such a thing. We're already building up Omi to act as a headquarters for ninja and geisha training, and such construction does not come cheaply, especially on top of all of the other cost cropping up as of late."

"Should it be feasible, however, the training grounds at Omi would no doubt give him plenty of experience from the get-go, providing us once again with an addition tool to sabotage the armies of the Hattori, and allowing us a more expansive gaze over their lands. If the third large Hattori army does exist we can ill afford to be caught unawares."

Although the new officers had been announced, nobody had seen them or heard from them so far and thus the hall had been plunged into an uncomfortable silence for the last few hours. Since coming back from the Security Council, Hirotada had been staring at the door. And nobody had come through it.

Fujiko gave Chikage a look and tilted her head toward the door. The Shinobi Elder took one look at the daimyo and nodded. Soon after the two women went outside. "I sure hope he didn't select those two based on punctuality," Fujiko said with a sigh of relief, having escaped the tense atmosphere. "Otherwise we're in big trouble. Have you heard anything from them?"

"Anyway, the reason I wanted to talk to you is your Geisha project. You do realize that in order to get an Infamous Mizu Shobai District built we need raw silk, right? The problem is right now I don't see any way to get it. Basically we have two options.

We could send a trade fleet south of Shikoku and get it directly from the Chinese. Problem is that the trade port is all the way on the southern tip of Japan in unfriendly waters, so we'd have to send escort ships and it'll take at least a year and a half to get them there, not counting construction. But at this point we need all the fleets we have to guard against the Chosokabe.

The other option would be to engage in trade with somebody who has access to that port. As far as I know, that's the Chosokabe as well. I might be good, but in order to get a ceasefire and trade rights with them we'd need several thousand koku, a miracle and a generous helping of divine intervention. Frankly it's not gonna happen.

So our options to gain access to raw silk are impracticable to impossible. No silk, no Mizu Shobai District, no geishas. If you have any other ideas on how to get that crucial ressource, let me know and I'd be happy to help in any way possible. But as of right now it doesn't look like we can make it happen."

Aomori Kaiso did his best speedwalk into the daimyo's hall, making a hasty bow to those within. "I apologize if I am late. Travelling from the front lines all the way back to Mikawa, especially with having to take the long way around... enough to make any man tardy."

The new Tatami Master seated himself at the table, placing himself across from Fujiko. He felt like she was looking at him strangely, but she said nothing as she handed him the daimyo's transcribed construction plans. Nodding politely, he skimmed over the document. "Yes, this sounds good for the time being. I apologize that I don't have any more input at this time, but I'll need time to assess the current state of Tokugawa lands."

Kaiso chuckled slightly. "Besides, newly conquered lands over the next year will give me something fresh to work with, will it not? In any case, we can't go wrong with simple economic development."

"To be frank the intervention of the Chosokabe is a thorn in my side, I had not anticipated that they would be so eager to send huge numbers of their soldier to their deaths, otherwise a scattering of trade ships and a small escort force would have been easily able to procure the silk that we need.”

“For the moment we shall simply have to do without it, though I am loath to do so as it drastically reduces my options for the future. Still, I see no reason not to continue developing Omi along its current path; perhaps should the Chosokabe realise their folly and stop sending ships after us silk may not be out of the question.”

Yoshi Kurimoto walked at a steady pace into the daimyo's hall, he entered and as he entered he stopped to survey his fellow officers. He bowed and then with an intimidating glare he looked over each officer. He then said " I apologize my fellow officers I had some.....Business to take care of." He sat down beside Aomori and was handed the document of all the Tokugawa's military movements and such. He looked up and said " No, no, no.... this will never achieve victory. Very well then that I have most of my plans ready."

Fujiko had had a restless night and returned to the daimyo's hall the following morning. With a sick feeling in her stomach she read through the orders of the other officers.

Luckily Hirotada had not yet left to relay all the orders. She knew that she had to point out the flaw in the plans. "My lord," she said. "I hope you are aware of all the implications the Kensei's course of action has. Looting provinces will make their public order abyssmal and with only four Ashigaru units to keep peace, they'll rebel almost immediately. We might end up creating more enemies than we already have."

"Furthermore it will decrease your own personal honour, which in turn will lead to even more public order problems across the lands and distrust from our vassals. And we're not gonna get silk from looting Hattori settlements. I don't even know what gave Yoshi-sama that idea."

"Hirotada-sama, you've led us with honour and integrity thus far. We're almost at our goal. Please don't stoop to such low tactics now. We don't need extra money. What we need to do is pacify the region."

Hirotada didn't say anything. He didn't have to. His actions in the coming year would make his decision clear. Fujiko bowed, deeper than usual, and left the hall, hoping that her lord would allow himself to be guided by his true, benevolent nature rather than the advice of a man, who hadn't even bothered to check such an important detail with the rest of the council.
