Tatami Council

Intimidatingly, grand door blocks entrance to the room where the Tatami Council Gathers. Each side of the door, there are two samurai guards as well as eight more, four next to each wall, guarding the long strait corridor leading to the room. Extending from near the entrance of the castle at Mikawa, not even then Developer of Mikawa, Hurabu Abunuj, knew this section of the castle was going to be built.

Thick, sturdy and strong, the door and wall separating the room from the corridor was very thick, in order to stop all sound leaving the room and allowing unwanted guests or even the guards to hear what was going on inside.

Inside the actual room, four guards stood vigilantly in each corner of the semi-small room. A Tatami Carpet completely covered the entire floor of the room. Comfortable cushions lay in the centre of the room, anxiously waiting for the Tatami Master and the rest of the councils arrival. Resting against the walls there are a few unused cushions, they also add some much needed decoration to the otherwise quite empty room. Paintings of scenery from beautiful japan hang from the walls; these are also in the tradition woodblock printing art style that some Japanese artists use. Also on the walls, there are plenty of candles, providing ample lighting to those in the room. All of this provokes emotions of friendliness, calmness and closeness from the people inside the room, except the guards who manage to resist the urge to lax their guard and instead they focus on the task at hand.

To the left of the entrance, in the centre of the wall was yet another large and thick wall with a large and thick door. Behind this were the rooms for the four guards and the servant as well as areas of work for the Tatami Master in addition to his new sleeping quarters. Rooms behind the second door would not be properly furbished or usable until the construction work in progress was done for the other areas of the castle. None of this lead to an exit so still the only way out was though the heavily watched entrance.

(Please do not post here unless you have a position in the Tatami Council, or if you have something to do with the Council. Pleas note the fact the Guards have been given strick orders to turn away all people not of the Council no matter what anyone says.)

Hurabu Abunuj made his way from the Sword School in Mikawa, to the mysterious Tatami Council Meeting Room inside of the Mikawa Castle. This room seemed to have been made overnight as Abunuj was not informed of it's construction. When he arrived outside of the grand room one of 10 samurai guards made their way forward, he seemed like he was annoyed that yet another person wanted to see what was behind such an intimidating door. The guard opened his mouth " I'm sorry but you are going to have to leave this area of the Castle, only Tatami Council Members are allowed behind that door." Abunuj reached in his bag for a roll of parcment and showed it to the guard.

"I am Hurabu Abunuj, Developer of Mikawa" a friendly smile on his face. The guard read over the parchment fast and said "Welcome Hurabu Abunuj-sama, you may enter the room" Abunuj put the parchment back in his bag and watched as the grand door slowly opened, revealing a semi-small room filled with paintings, a Tatami Carpet floor, brilliant lighting, cushions and unused cushions, and four more samurai guards at each of the corners of the room.

Abunuj made his way to the middle of the room where the cushions were and sat down on one. He reached into his bag and took out a different roll of parchment where he had written all of his plans. When he was done he waited for the arrival of the Tatami Master, Takesun Motohisa-Sama, so he could begin the meeting.

The other door slowly swung open, and Takesun Motohisa calmly strolled out, towards the other cushion. Adorned in expensive garments, he took his place on the cushion. “Thank you for your arriving” Motohisa said “we are here to discuss the future of Mikawa and the surrounding land. The sake is not available at the moment while we are discussing these important topics; however you can have as much as you wish when we are done. Also, if you dare threaten me or speak of disloyalty, you will be cut down where you are and no mercy shall be shown. Now that’s out of the way, let’s discuss Mikawa in more detail” Motohisa had a friendly smile on his face and his posture was much more relaxed than normal. The guards however were as stone faced as ever, their katana’s still a threatening prospect.

A figure adorned in a white Kimono, embroidered with gold highlights and the Tokugawa emblem swept quickly down the corridor towards the door leading into the Tatami Council. All of the guards stationed down the corridor, whispered to each other as they saw the figure approaching and then stood to attention as he passed by without acknowledging their presence. As the man stood outside the door he calmly asked the guards standing watch,

"Is he in?"

One of them nodded and his eyes shifted across to his colleague. They were clearly not expecting this visitor. Quickly regaining their sense the guards bowed and opened the doors to the chamber.

"Thank you." The man replied.

The man strode purposefully inside and surveyed the room. Motohisa and Abunuj swung around quickly to the entrance, they too did not expect anyone else to enter at this time. They both looked wide eyed and then quickly stood to greet the man that had just entered.

"Very nice indeed." Tokugawa Iesayu exclaimed. "My father felt it necessary for me to listen in to what goes on in here. Makes sense I suppose seeing as I am in charge of Mikawa when he is away claiming personal glory."

Iesayu smirked at his own sarcasm. "Anyway don't worry about me, I will merely sit here on one of these cosy looking cushions and listen to what glorious plans you come up with for our fair capital. Then I suppose I will relay any relevant information back to my father. Just pretend I'm not here."

Ieyasu nodded at the other men, slinked off into one of the corners and clumsily fell into a cushion.

Abunuj cleared his throat and began he had had a lot of time to look over his notes and it was time to share his ideas. "Ok, so right now the current position of Mikawa is like this. We are currently have a Fortress as our Castle, which doesn't need to be changed. We have horse stables in aswell. Followed by a Sword School, we currently have a Market under construction, I talked with the workers on the Market and they said the estimate it will be done by the end of fall. Outside of the castle we have a Terrace Farm, some post and road stations, a Military Port, and Stables.

The way I see it is Mikawa as currently in the position to be a great army builder, due to the stables and Sword School. So we could use it to make an army and also supply other armies who have lost whole units with men. So the first thing we could do is make it a military army builder, that makes very balanced armies. The Pastures make the horses recruited here are just better, with one chevron to start with. The stables would need to be upgraded to Warhorse stables, so we could recruit Katana Calvary and Bow Calvary, this upgrade will take 3 seasons to finish and cost 1600 koku. The construction of the market will need to be stopped before winter, so the money that we spent on it isn't wasted. This will open up a construction spot for the Castle Town, which could be an Archery Dojo. The Archery Dojo will take half a year from when it is started to make and will cost 850 koku. We should also upgrade the pastures to horse breeders, which will take a year and a season and will cost 1350 koku, but will make the charges by Calvary recruited here better."

Abunuj needed to take a breath after that, then began again. " What this Mikawa would do is be, an army builder. We would recruit professional troops until we had an army, lead by leyasu, if we get permission from the Daimyo. When that army is done we would put it in a few ships inside of the Military Port and make it an invasion force, to surprise our enemies, or just get them to their destination faster. It could also be used to supply armies in need of units fast, the same way we do with the invasion force."

Abunuj took a look at his notes to check how much this would cost and how long it would take. " The total cost for the construction is 3800 koku. The end of construction for the market will be immediate, then the construction of the archery dojo will be half a year, or 2 seasons. Upgrading to horse breeders will take a year and a season, or 5 seasons, which will be 3 seasons after the Archery Dojo is completed. Upgrading the Stables to warhorse stables will take 3 seasons, which will be one season after the archery dojo and 2 before the horse breeders. And that is it, in the end it will take 5 seasons for all of this to be done. You might want to keep my notes just to remind you of my thoughts on Mikawa if you need them" Abunuj handed Motohisa his notes, they read:

Archery Dojo: Cost...850 koku; Time needed... 2 seasons. The construction of the market will need to be stopped in order to open up a spot for this.
Horse Breeders: Cost...1350 koku; Time needed... 5 seasons. Nothing is needed to be done in order for this to be built.
Warhorse Stable: Cost...1600 koku; Time needed... 3 seasons. Nothing is needed to be done in order for this to be built.

Total Koku needed: 3800
Total Time needed: 5 seasons.

Abunuj then began to wait for Motohisa's response.

Whilst Abunuj was speaking, Motohisa’s eyes occasionally looked towards Iesayu, but then quickly returned back to Abunuj. Slightly straighter than before, Motohisa made an effort to try and focus on Abunuj and analyse what he was saying.

When Abunuj was done speaking, Motohisa with a small tint of annoyance in his voice said “I am not pleased you have wasted time ordering construction on a market that we shall now cancel, especially considering the plan would be to replace it with an Archery Dojo. However, I suspect there must be some reason behind this as you have the time to consult the residents and garrison of the city, time which I do not have. I shall heed your request of replacing the market with something else, however unless you can persuade me otherwise, the archery dojo shall not be built." The annoyance then vanished from his voice, Motohisa then gently said “Also, we have to consider the Honourable Iesayu-sama opinion on your plan. If he so wished to lead and army he could make a request to our Wise Daimyo and Kensei and we would fully support him. I believe I would also be able to make the Kensei support the request as well, so between us hopefully our Honourable and Strong Daimyo would agree the request. This is provided the Glorious Iesayu-sama wanted this.”

Having finished speaking, Motohisa turned towards Iesayu and said “My lord, considering you are in our presence if you would grace us with your opinions we would be grateful as it would make things easier for us all”

Ieyasu stopped fiddling with his kimono and looked at Motohisa absentmindedly.

"Oh... Sorry. I didnt' expect to be spoken to!" He straigtened up on his cushion.

"My father does plan for me to lead an army against the Hattori when they finally realise that our alliance with them is no longer of any benefit. Unlike him however, I do not require a tailor made force to accomplish my goals. He has seen fit to appoint a Kensei to oversee military management and so if he trusts a man enough to carry out that role, then who am I to dictate to the 'expert' at what army I should command." There was a hint of malice in Ieyasu's voice.

"No, let our glorious Kensei prepare my army as he sees fit, then I will utilise it as I see fit. If you need to speak with the Kensei to determine which buildings he thinks best, then do so."

Responding, Motohisa said “While you are here, Honourable one, it is always good to know what you think. I am here to serve you and the Daimyo and your views and opinions are my highest priority. As for you, Abunuj-san, we shall discuss what else shall be built in our glorious capital at a later date, for now be content knowing I shall implement your plans for improving the quality and training of horses. This will take time so remember to be patient and hope the Kensei makes use of these addition resources available to him. The day is getting old and I believe we all need some rest.”

Upon saying that, a serving girl arrived with sake. While she was still moving towards the council, Motohisa with a small grin on his face said “Sake anyone? I can assure you it is among the best I could find. In any case, the council is dismissed for this day and I shall send out a message when the next council is called, and hopefully we shall have a new member if any prove themselves worthy.” As the serving girl came around to all the people in the room except the guards, Motohisa added “Abunuj-San, I would recommend that you gather the thoughts of the people of Mikawa in order to keep you active until the next council. Make your plans, gather your facts and be ready for the next council. “A glass of sake in hand, Motohisa began to sip it occasionally while considering all that had occurred in the meeting.
