First of all welcome and thank you for looking at the forums! This is a forum dedicated for people who love to make champs and want feedback on them and help them improve.

Right now I am by myself so I need to learn a lot of how to change some stuff but this is something I want the forums to archive:

1. A dedicated place for league of legends champion suggestions

2. A place where people can get together and give feedback on each others champs

3. In time i am hoping we can have some groups of people to work together on making champs, lore, art work, spells, stats, etc. One great mind is great, but several can really make a champ unique.

The One Without Any Title
My Intention while creating this champ was to create a massive CC reliant Champion. But in didn't want him to have the usual Kinds of CC, so i just creates some 'new' ones. Sorry of anybody had These CC ideas before me, but i guess (Hope) that's Not the Case. Here he is: Kepzelet, my favourite Suggestion of myself.

Passive: Veil of Illusions

Kepzelet surrounds himself with a veil of illusions, making it difficult for enemies to see his true movements. His dodge chance is increased by 5/10/15%. 
Additionally is his health bar always shown as one single bar with 1/1 hitpoints.


[Q]Mind Blast

Kepzelet attacks the targets mind to deal magical damage. This amount of damage is increased by the number of skills of the target which are on cooldown. If all of the target's spells are on cooldown the target will be stunned for 1.5 seconds.

*Note: The stun perform at target's who don't have all their skills at the moment. E.g. a level 2 champion whose 2 skills are on cooldown will be stuned. Skills which include only a passive count as on cooldown.

Cost: 70/80/90/100/110
Range:700
Damage: 70/120/170/220/270 (+0.6 AP)
Bonus Damage:  10% of AP/skill on Cooldown
Cooldown: 10/9/8/7/6 seconds



[W]Muddle the Memory

Passive:

Kepzelet's attacks damage the target's memory. Any spell on cooldown will have its cooldown increased by one second. This effect can only proc once every 5 seconds.

Active:

Kepzelet shoots a magical projectile at the target. Upon hitting the champion, he receives a debuff called 'Memory Attack'.
Each time the target uses a spell, he receives a debuff called 'Muddled Memory'. These stacks increase his cooldowns by a certain amount.

If Kepzelet hits this target with a spell while it's affected by at least one Muddled Memory Debuff, one of his skills is randomly chosen and put on a 1 second cooldown. After this second the target is dealt damage which is increased for each stack of 'Muddled Memory'.


Cost: 70/85/100/115/130 Mana
Muddled Memory Cooldown increase: 1/2/3/4/5% per stack
Damage: 50/90/130/170/210 Damage + 10% of AP/stack
Cooldown: 10 seconds 
Duration: 5 seconds
Max. Stacks: 1/2/3/4/5
Range: 650


[E]Confuse

Kepzelet attacks the target mind to confuse it. The target won't follow the summoners orders and will run amelessly around (counts as fear effect)
During this time the target can't dodge attacks nor attack or use skills. Summoner spells still may be used.
The duration of the confusion isn't affected by tenacity.
As long as the target is confused, his Magic Resistance is reduced by 15.

*Note: The target won't run as far as it does if it would be feared.

Range: 500
Cost: 70/90/110/130/150 Mana
Duration 1/1.25/1.5/1.75/2 seconds
Cooldown: 20/19/18/17/16 seconds



[R]Illusion's Madness:

Kepzelet concentrates his power into several illusions. He channels for 4 seconds, creating one illusion of himself every 0.5 seconds. Kepzelet will be stealthed for the time of channeling. Once the channel is finished or interupted allies in an area of 700 units around Kepzelet will change they appearance and look like Kepzelet himself. This affects one ally per 0.5 seconds of channeling.
The illusions don't deal damage, share Kepzelet's stats and take 150% increased damage from attacks. Each time an illusion is killed by an enemy champion it infuses him with Kepzelet's magic, adding one 'Madness' stack to the target. Once all illusions are destroyed each enemy with at least one madness stack will have all of his skills set on a 2 second cooldown and is then dealt damage, based on the number of madness stacks and skills set on cooldown by Illusion's Madness.

Cost: 150/20/250 Mana
Damage: 50/75/100 damage per skill set on cooldown+madness stack (+0.2 AP)
Cooldown: 130 seconds

Lore:

There are many myths and unexplained incidents on Valoran, but none of them is as famous as the legendary 'Madman's Circus'. The Madman's Circus is a legend even among Valoran's summoners. The legend tells of a circus that lures unsuspicious people into its ring with a show like no person has yet to see it on Valoran. The people enter the circus' tent, but when the show is over and they return to their houses, but none of them is as he was before he entered the tent. Their memory, their entire personality changed over one single night in the circus. There have been many incidents like that, but the existance of the 'Madman's Circus' was never proved, until it appeared in front of the Institute of War out of nowhere. Nobody dared to enter the tent, as everybody knew the legend. Nothing happend for two weeks straight, until a creature left the tent. It appeared like a normal man, but everybody who saw this creature could tell by its presence that it wasn't human. The creature slowly walked into the Institute of War and was caged by the League's high-summoners immediately.

After days of torture the creature began to answer the summoners' questions. Its name is Arelun, and he wasn't human indeed. He was a side effect of Shaco's summoning to the world of Valoran. Arelun is chaos incarnate, but other than Shaco he doesn't attack his victims' bodies but their very own mind. He is a master of mind and memory twisting magic that is even unknown to the best summoners and magicians on Valoran. The summoners saw a huge opportunity in Arelun and offered him to fight on the Fields of Justice in return for his service for the League of Legends. Arelun saw that he had no other chance, as the mighty beings exceeded his own power by far. With the hope of escape in his mind Arelun, the Scluptor of Minds now joined the League of Legends to horrify its champions with a kind of magic stranger and crazier than anything else known to them.

Edit: Woot, I threw some work at my partner (from my group) which I totally do not believe in. But who cares, I am finally free and have some time on my own... yay...

Passive - First off, I assume its not stackable correct? So if you keep on spamming abilities, you'll only delay the duration of the 5 seconds (e.g. Use skill at t = 0, use skill at t = 3, and dodge last until t = 8)? Or one skill used, you have 5 seconds increased dodge and wait for 5 seconds now you have normal dodge. And if you use a skill within that 5 seconds, it does nothing. How about using another skill right after the 5 seconds? Will the dodge trigger? or is there a cooldown associated?

You already told me the health is hidden, what makes "current health" not the same as "normal health"

Q - Typo - "stunned" not "suned". I suggest lowering your base magic damage a bit to 220. Also increase the range a little more to like 750 or 800.

W - Typo - "Additional". Reword. "Additionally, each time the target uses a spell the target takes a certain amount of damage." Or something like that. Passive needs to be tweaked with details. You claimed each attack will increase the target's cooldown by an amount. There should be a cap even though its unlikely to happen. For example, if some idiot decides to get 2.5 attack speed, over a duration of 10 seconds it'll attack 25 times and give a cooldown of 12.5 seconds. Which means if a target used their spells, they can only autoattack and never use a skill. While its unlikely to happen, you should cap it for clarification sake.

Active: you disappear right? So you're untargettable? Its a rather "OP" skill if you think of it this way. You said the enemy doesn't know you are "in" them correct? Until they use a skill. If you pick a DPS champion that doesn't use an ability often while you escape into a brush before they do. You'll be "safe" from being chased by like 3 people for up to 7 seconds. And after that 7 seconds is up, they might scattered away and you're back where you stood.

Personally, I don't like this skill much so how you want to fix it is your decision.

E - Typo - "Aimlessly" Not much to say about this. Its basically fear but you don't walk as much.

R - Typo - "untargetable" "They" "Him" rather than "untaretable" "the" and "he". Reduce the durations of the passive from 7 seconds to 3 seconds top. Its not hard to hit the enemy once every 7 seconds unless they turret hug during the laning phase. You might as well include "turrets" and "inhibitors" since you're including allies and champions.

Active: Do you know why there is a channelling in Fiddle's ultimate? Or Nunu's ultimate? or Kat's ultimate? So its stoppable. So technically, you wouldn't call this channelling. You can change it to something like, Kepzelets fades into a cloud of smoke or the shadows and become untargetable for 0.5 seconds. Then he reappears with illusions of himself. Or something like that.
