In the sense that the Warp tends to dick around with causality anyway, no, there is not. Tzeentch, however, is the closest in core (given that his domain contains a place in which he chucked one of his minions and got a prophet out of it).

Even if there was, I don't think it was a good idea to say "lol, god power" because it would be quite unoriginal, specially when there is an exaltation specifically based on receiving a God's power

What if there was a race of (incredibly rare) time-stealing creatures (a la Weeping Angels) that needed to do their thing just to survive? And whenever they do, it tends to kill the person in question, but the rare few that survive the ordeal find themselves not quite within the standard time stream anymore, giving them their powers?

I dunno, but it sounds sorta neat to me.

I disagree, it is going to seem like laziness to whoever reads it and I don't think it sounds really that mysteriously cool

of course, when it comes down to actually playing the players are ultimately the ones that decide what parts of the plot work with them and, in case they don't like them, to decide on something different or ignore them, so you would be free to make your backstory "me from the future gave me my powers"

However I think we should think of something elaborated and concise so as to interest people, instead of multiple options with "any of this could have happened! choose your own!", which is something already implicit

This could be the Kryptonians of Tzeentch. Ages ago, there was a planet of way-too-clever bastards. These guys spent their entire lives outmaneuvering each other just because they could and it made them feel clever. Thanatos Gambit was the leading cause of death. And Tzeentch is just such a big fan of these guys that they whipped up some time powers and bestowed the. Now known as the Time Lords, their schemes became ever larger and more elaborate, and they would have threatened to engulf the galaxy had they not self-destructed (technically, they would have been going to engulf the galaxy if they were not to have been going to self destruct). But the shards of convolutime themselves survived, and aimlessly wander the Astral Sea, latching onto anyone interesting which they meet.
